Changing climatic conditions and a lack of representative snow cover data challenge the ability to accurately model and fully utilize the water resources of montane snowpack on which California depends. This project aims to improve scientific understanding of snowpack modeling and streamflow forecasting techniques. Though relevant across industries and the state, this research focuses on hydropower applications in the North Fork of the Feather River. Central components of the project are four wireless sensor networks, installed in locations that are representative of vegetation and topography patterns across the basin. The networks collect snow, temperature, relative humidity, soil moisture, and soil temperature data every 15 minutes. By blending this information with remote sensing data and historical maps, we estimate the spatial distribution of snow water resources at high resolution. These outputs can help improve runoff forecasting tools such as the Precipitation-Runoff Modeling System (PRMS). Preliminary results show that wireless sensor networks can successfully track hydrologic states and fluxes in real time and provide a more representative picture of snowpack accumulation and melt than traditional index stations. Network data are also used to gain insight into rain-on-snow events, which are a key streamflow generation mechanism for the Feather River. The data show that the current calibration of PRMS on the Feather River could overestimate snowfall and underestimate liquid precipitation. Future steps include a sensitivity analysis of PRMS to identify its dominant parameters and conceptual limitations, as well as a full, dynamic recalibration of the model. Blended maps of snow water equivalent will also be assimilated into the model. These results will be included in the decision-support suite for PG&E, California’s largest electric and natural gas utility, and an analysis will be performed to assess results’ economic value for stakeholders in the energy and water-supply sectors.

This Field Operations Manual (FOM) of the Regional Monitoring Program (RMP) is intended as a reference document for each sampling effort. The FOM describes in detail how field staff should collect water, sediment, bivalve, bird egg, and sport fish samples for all RMP sampling efforts.  Sampling conducted by the RMP should also reference the QA Program Plan (QAPP) document, which describes the entire program, and is the repository for details about laboratories, analytical methods, MDLs, sample handling, sample preservation, and quality assurance procedures. The FOM is a companion document to the QAPP, and provides a more detailed description of sampling methods that are only outlined in Section 11 of the QAPP.  In addition, each individual sampling effort will have a unique Cruise Plan or Sampling and Analysis Plan (SAP). The SAP describes the details of each sampling effort, including dates, times, places, and staff, as well as the parameters that are being collected and analyzed. The SAP will reference this FOM for the detailed sampling methods. If different sampling methods are needed for a particular study, the SAP will describe deviations from the normal methods described in the FOM.

Historical assessments of stream condition have usually focused on describing the chemical quality of streams. As we have made progress in controlling chemical problems it has become obvious that the ultimate concern is actually the health of the plants and animals that inhabit these streams (EPA 2000). Streams in good ecological condition provide habitat for diverse aquatic communities, and provide clean drinking water and recreational opportunities for people. Biological organisms in a stream integrate the many chemical and physical stressors that act on the stream ecosystem, thus stream condition can be determined by assessing appropriate biological indicators, or combinations of these indicators, called indices. California’s Aquatic Bioassessment Lab recently developed a benthic index of biotic integrity (B-IBI) for the central and southern coasts of California (Ode et. al. in review). The index is based on benthic macroinvertebrate (BMI) samples collected from 275 sites in this region by the US Forest Service, US EPA and regional Water Quality Control Boards. The index defines the composition of BMI assemblages when human disturbance is absent or minimal (reference conditions), and because it is based on metrics that are responsive to key stressor gradients, it allows detection of potential ecological impairment when BMI samples from test sites are compared to reference conditions. Thus, the B-IBI provides a yardstick for measuring ecological conditions, and allows us to categorize site conditions as either “Good”, “Fair” or “Poor” based on BMI assemblages.

This is the fourth Five-Year Review of the San Gabriel Valley Area 2 (Site) located in the San Gabriel Valley in Los Angeles County, California. The purpose of this Five-Year Review is to review information to determine if the remedy is and will continue to be protective of human health and the environment. The Site addresses approximately 10 square miles of groundwater contamination in eastern Los Angeles County within the San Gabriel Valley. Groundwater contamination is believed to result from the cumulative impact of decades of improper chemical handling and disposal practices at numerous industrial operations in the Valley. The Site contamination originates at current and former industrial facilities in and near Azusa, California and extends to the southwest through portions of the cities of Irwindale, Baldwin Park, West Covina, and Industry. The most prevalent contaminants in groundwater are trichloroethylene, tetrachloroethylene, carbon tetrachloride, perchlorate, n-nitrosodimethylamine (NDMA), and 1,4-dioxane.

The Scott River Water Trust (SRWT) has been working with adjudicated water-users in Scott Valley since 2007 to develop opportunities for stream flow enhancement through temporary leases or long-term/permanent dedications of surface water rights. Under the seasonal Water Leasing Program, the SRWT contracts with voluntary agricultural producers to temporarily forbear all or part of their decreed water right(s) during the irrigation season in exchange for fair financial compensation. The purpose of the seasonal Water Leasing Program is to improve conditions for anadromous fish in priority stream reaches during critical life stages and time periods. The Siskiyou Resource Conservation District (SRCD) has been integrally involved with implementation of the seasonal Water Leasing Program since its inception and particularly with the monitoring component. Monitoring of seasonal transactions is generally limited to ensuring compliance with the lease terms and confirming stream response. However, in 2016 the SRWT proposed expanding the scope of effectiveness monitoring associated with the Water Leasing Program based on suggestions from Andrew Purkey and Rankin Holmes of the National Fish and Wildlife Foundation and their experience monitoring transactions in the Columbia River Basin (Holmes, et al., 2013). Under funding from the California Flow Restoration Accounting Fund managed by the National Fish and Wildlife Foundation, the SRWT contracted with the SRCD to explore several additional effectiveness monitoring techniques on French Creek including instream water level/discharge monitoring, wetted- perimeter analysis and alluvial connectivity surveillance. The purpose of this additional monitoring was to evaluate the applicability and effectiveness of these techniques to stream flow enhancement in Scott Valley and determine whether it would make sense for the SRWT adopt these practices into its programs. The specific components and objectives of the work completed on French Creek included: • Evaluate the instream effect of forbearance agreements performed by SRWT • Establish and maintain monitoring stations throughout French Creek to determine the downstream extent that returned water from various leases had on stream flow and temperature • Perform wetted perimeter analysis on French Creek to develop a relationship between instream flows and aquatic habitat conditions • Conduct periodic fisheries surveys through French Creek to evaluate the relative abundance of salmonids influenced by the transactions • Conduct periodic foot surveys through lower French Creek to establish the temporal and spatial connectivity to the Scott River This report summarizes the monitoring and analysis conducted by the SRCD during the 2018 and 2019 water leasing seasons under the French Creek Flow Accounting Study and provides conclusions related to the applicability of these methods to the SRWT.

Since 2009, the California Statewide Groundwater Elevation Monitoring (CASGEM) Program has tracked seasonal and long-term groundwater elevation trends in groundwater basins statewide. The program’s mission is to establish a permanent, locally-managed program of regular and systematic monitoring in all of California's alluvial groundwater basins. Senate Bill x7-6, passed by the legislature in 2009, established collaboration between local monitoring parties and DWR to collect statewide groundwater elevations, to be made available to the public. In response to the law, we developed the CASGEM program. Collecting and evaluating these groundwater data on a statewide scale is a fundamental step toward improving management of California's groundwater resources. The CASGEM program relies and builds upon the many previously established local long-term groundwater monitoring and management programs. Nitrogen pollution is an important environmental issue gaining traction in policy circles. However, there is little understanding of current nitrogen policies around the world: whether they account for nitrogen’s unique ability to exacerbate multiple environmental impacts or balance nitrogen’s dual role as an essential agricultural input and major pollutant. Here we assemble and analyse the first database of nitrogen policies generated by national and regional legislatures and government agencies, a collection of 2,726 policies across 186 countries derived from the ECOLEX database. The database covers all major environmental sinks (such as air, water and climate), economic sectors (including agriculture, wastewater and industry) and policy instruments (from market mechanisms to regulatory standards). We find that sink-centred policies are focused predominantly on water, mirroring the distribution of nitrogen’s global environmental and human health costs. However, policy integration across sinks is severely lacking, which heightens the risk of substituting one form of nitrogen pollution for another. Moreover, two-thirds of agricultural policies (ranging from broad sectoral programmes to nitrogen-specific measures) incentivize nitrogen use or manage its commerce, demonstrating the primacy of food production over environmental concerns.
