The Regional Monitoring Program for Water Quality in San Francisco Bay (RMP), administered by the San Francisco Estuary Institute, is a large-scale effort to monitor contaminant trends in water, sediment, fish, and birds throughout San Francisco Bay (San Francisco Estuary Institute, 2016). As part of the RMP and the U.S. Geological Survey (USGS) long-term Wildlife Contaminants Program, the USGS samples double-crested cormorant (Phalacrocorax auritus) and Forster’s tern (Sterna forsteri) eggs throughout the San Francisco Bay approximately every 3 years to assess temporal trends in contaminant concentrations. This sampling has previously been carried out by USGS in 2009, 2012, and 2016. This document summarizes egg collections for 2018, as well as mercury concentrations in Forster’s tern eggs on an individual egg basis. These data are available in a USGS data release (Ackerman and others, 2019).

The goal of RMP PCB special studies over the next few years is to inform the review and possible revision of the PCB TMDL and the reissuance of the Municipal Regional Permit for Stormwater, both of which are tentatively scheduled to occur in 2020. Conceptual model development for a set of four representative priority margin units will provide a foundation for establishing an effective and efficient monitoring plan to track responses to load reductions, and will also help guide planning of management actions. The Emeryville Crescent was the first PMU to be studied in 2015-2016. The San Leandro Bay PMU is second (2016-2017), Steinberger Slough in San Carlos is third (2017), and Richmond Harbor will be fourth (2018). The conceptual model reports for these four PMUs will be developed and presented using a consistent framework, and will build on each other to form an integrated assessment of these four areas. The lessons learned from these analyses will also be more generally applicable to similar contaminated sites on the margins of the Bay. This document is a data report on field studies to support development of a conceptual model for San Leandro Bay.

Coastal zones encompass the complex interface between land and sea. Understanding how water and solutes move within and across this interface is essential for managing resources for society. The increasingly dense human occupation of coastal zones disrupts natural groundwater flow patterns and degrades freshwater resources by both overuse and pollution. This pressure results in a ‘‘coastal groundwater squeeze,’’ where the thin veneers of potable freshwater are threatened by contaminant sources at the land surface and saline groundwater at depth. Scientific advances in the field of coastal hydrogeology have enabled responsible management of water resources and protection of important ecosystems. To address the problems of the future, we must continue to make scientific advances, and groundwater hydrology needs to be firmly embedded in integrated coastal zone management. This will require interdisciplinary scientific collaboration, open communication between scientists and the public, and strong partnerships with policymakers.

Previous studies have shown that pharmaceuticals are widely detected in San Francisco Bay, and some compounds occasionally approach levels of concern for wildlife. In 2016 and 2017, seven wastewater treatment facilities located throughout the Bay Area voluntarily collected wastewater samples and funded analyses for 104 pharmaceutical compounds. This dataset represents the most comprehensive analysis of pharmaceuticals in wastewater to date in this region. On behalf of the Regional Monitoring Program for Water Quality in San Francisco Bay (RMP), the complete dataset was reviewed utilizing RMP quality assurance methods. An analysis of influent and effluent information is summarized in this report, and is intended to inform future monitoring recommendations for the Bay.

Concentrations of twenty-seven elements, including naturally-occurring water-quality contaminants arsenic, chromium, and uranium, were measured in 217 samples of alluvium and rock from the western Mojave Desert, southern California, using portable (pXRF) and laboratory (LXRF) X-ray fluorescence. Comparison of measurements with NIST-traceable standards was good, although pXRF overestimated iron compared to LXRF. Results suggest pXRF survey data are sufficiently accurate to assess regional geochemical differences in geologic-source terrains. Principal component analysis showed rubidium and potassium were associated with alluvium eroded from felsic terrain, while iron, copper, chromium, and to a lesser extent titanium, manganese, and nickel were associated with alluvium eroded from mafic terrain. Zinc, vanadium, and arsenic were associated with alluvium eroded from hydrothermal terrain. Elemental assemblages associated with different source terrains were traced spatially to identify the source and composition of alluvium composing aquifers pumped for water supply. Changes in geologic source terrain to the Mojave River, associated with movement along the San Andreas Fault over the past one to five million years, reduced the mafic fraction and increased the felsic fraction of alluvium deposited to the regionally important floodplain aquifer along the Mojave River—lowering chromium concentrations in alluvium through geologic time. Comparison of pXRF and sequential extraction data from 40samples showed arsenic and uranium were more abundant on the surfaces of mineral grains, while chromium and vanadium remained mostly within unweathered mineral grains—suggesting arsenic and uranium may be more readily mobilized into groundwater with changes in pH, redox, or ionic strength than chromium or vanadium.

Quaternary marine and continental shales in the western United States are sources of selenium that can be loaded into the aquatic environment through mining, agricultural, and energy production processes. The mobilization of selenium from shales through agricultural irrigation has been recognized since the 1930s; however, discovery of deformities in birds and other wildlife using agricultural habitats during the 1980s spurred studies to determine the extent and effects of the contamination. Through these early studies, researchers determined that biota in the Salton Sea drainage basin was at risk from legacy selenium contamination in the Colorado River watershed.

This report presents the findings from a study evaluating selenium concentrations in white sturgeon (Acipenser transmontanus) muscle tissues collected from live sturgeon during the California Department of Fish and Wildlife’s fall sturgeon tagging studies in North San Francisco Bay. The goal of this study was to non-lethally collect a large number of sturgeon muscle plugs and analyze them for selenium to (1) establish an understanding of current status, trends, and causes of variability in sturgeon muscle selenium concentrations; and (2) evaluate the potential for long-term sturgeon selenium monitoring with muscle plugs, through development of field and laboratory methods and informing the monitoring design. Monitoring of selenium in white sturgeon is needed to evaluate the effectiveness of the North Bay Selenium Total Maximum Daily Load (TMDL) in protecting sturgeon from selenium toxicity. This technical report provides documentation of the study and presents its major findings in the context of all historically available data on sturgeon muscle selenium concentrations in San Francisco Bay.

This report presents the findings from a study evaluating selenium concentrations in white sturgeon (Acipenser transmontanus) tissues collected during the 2015-2017 Sturgeon Derby events in North San Francisco Bay. The goal of this study was to investigate the distribution of selenium among sturgeon tissues to inform the toxicological and regulatory interpretation of selenium measured in non-lethally collected tissues, including muscle plugs and fin rays. This technical report provides documentation of the study and presents its major findings.

Per- and polyfluoroalkyl substances (PFASs) are used in a wide range of consumer products for their water- and grease-resistant properties, but few studies have explored this exposure route. We used multiple regression to investigate associations between six self-reported behaviors hypothesized to influence PFAS exposure and serum concentrations of six PFAS chemicals in 178 middle-aged women enrolled in the Child Health and Development Studies, about half of whom are African American. Blood samples were collected in 2010–2013, and participants were interviewed about behavior in 2015–2016. Results showed that African American women had lower levels of perfluorooctanoic acid (PFOA) and perfluorohexanesulfonic acid (PFHxS) compared with non-Hispanic white women. In African Americans, but not others, frequent consumption of prepared food in coated cardboard containers was associated with higher levels of four PFASs. Flossing with Oral-B Glide, having stain-resistant carpet or furniture, and living in a city served by a PFAS-contaminated water supply were also associated with higher levels of some PFASs. Product testing using particle-induced γ-ray emission (PIGE) spectroscopy confirmed that Oral-B Glide and competitor flosses contained detectable fluorine. Despite the delay between blood collection and interview, these results strengthen the evidence for exposure to PFASs from food packaging and implicate exposure from polytetrafluoroethylene (PTFE)-based dental floss for the first time.
