The Species Conservation Habitat (SCH) project provides shallow water habitat to support fish and wildlife dependent upon the Salton Sea that is being lost due to salinity increases and the declining water surface elevation. The Project is located at the southern end of the Salton Sea (Sea) in Imperial County, California. Through the environmental review process, a Preferred Alternative was selected that encompasses 3,770 acres on both sides of the New River. The Project would include water supplies, berms to contain the water, and various other support facilities. The early start construction of the project is to develop habitat consistent with the EIS/EIR preferred alternative that is scaled down to fit the level of implementation funding currently available. The design described in this report is for early start project (Project) of the SCH and is limited to the 640 acres located within the bay on the east side of the New River. This report provides a summary of the primary design features and considerations associated with the habitat development. A more detailed discussion of the background, purpose, goals, design elements, Preferred Alternative, and Project impacts can be found in the 2011 draft EIS/EIR.

The purpose of this report is to be a resource to the public, community-based organizations, state agencies, and policy makers on dust storms in California. The information here is intended to help guide future adaptation and mitigation efforts and identify critical gaps in understanding that impede those efforts.

The Salton Sea, California’s largest lake, has shrunk by more than 70 square miles (19%) in the past 30 years. Colorado River water irrigates more than half a million acres of productive farmland in the Imperial and Coachella valleys, in southeastern California (Figure ES-1). Runoff from these fields sustains the lake but has decreased by almost 20% since the 1990s (Figure ES-2) as a result of agreements transferring water out of the region. Continuing efforts to protect Lake Mead and Lake Powell have incentivized farmers to further reduce their use of Colorado River water, accelerating the decline of the Salton Sea and exposing additional lakebed (known as “playa”). More playa means more dust in an area already suffering from bad air quality and some of the highest respiratory hospitalization rates in the state. Expected additional water use reductions will accelerate the Salton Sea’s decline and increase the amount of playa exposed, affecting the health of the 560,000 people in the region.

During the 20th century, the city of Los Angeles diverted surface water flowing into Owens Lake for water supply, transforming the large, closed-basin, saline lake into a small brine pool surrounded by dry playa. Under high winds, the exposed lakebed produced large amounts of airborne dust, resulting in the highest concentrations of airborne particulate matter with an aerodynamic diameter of 10 micrometers or less (PM10) in the United States. Since 2000, the Los Angeles Department of Water and Power (LADWP), at the direction of the Great Basin Unified Air Pollution Control District (District), has been constructing and implementing dust control measures (DCMs) on the dry lakebed, with the objective of meeting the U.S. Environmental Protection Agency (EPA) National Ambient Air Quality Standards (NAAQS) for PM10 and the PM10 standards set by the state of California. LADWP reported that it has spent $2.1 billion on dust control efforts as of May 2019 and that many of the DCMs require large amounts of water, energy, and maintenance to sustain their performance.1 Shallow flooding is, by far, the most widespread DCM, by surface area, that is applied at Owens Lake. Other DCMs, such as managed vegetation and gravel, are also applied over several areas on the lakebed, and a few small areas ordered for PM10 management are currently uncontrolled. On average since 2007, water use for dust control required 31 percent of LADWP’s fresh water supplies available at Owens Lake, 2 with a range of 17 to 51 percent. In 2014, a Stipulated Judgment agreed to by LADWP and the District3 ended litigation concerning dust control requirements and acknowledged the need “for additional effective DCMs that do not rely on water that can be substituted in areas currently under control or applied in areas ordered to be controlled.” The Judgment also acknowledged “the need to balance the requirements to control dust emissions and conserve water with the requirements to minimize impacts to cultural and biological resources.” As part of the Judgment, LADWP and the District agreed to contract with the National Academies of Sciences, Engineering, and Medicine to establish the Owens Lake Scientific Advisory Panel (OLSAP, or the panel) to provide ongoing advice on the reduction of PM10 in the Owens Valley. In addition, the Judgment intends the panel to foster communication and collaboration between the LADWP and the District within this context. The panel’s first task is to evaluate the effectiveness of alternative DCMs for their dust control and water use. The task includes consideration of the associated energy, environmental, and economic impacts and assessing the durability and reliability of such DCMs. In interpreting its task, the panel was informed by the definition of environment provided in the California Environmental Quality Act (CEQA), which encompasses impacts on land, air, water, minerals, flora, fauna, ambient noise, and objects of historical or aesthetic significance. The panel discussed key factors within the broad context of that definition with implications for dust management. The panel assessed 15 DCMs (see Box S-2) that represent a range of mitigation approaches that are either being applied at Owens Lake or at various stages of development. The panel’s evaluation criteria included reported PM10 control efficiency, water use, capital and operating costs, habitat value, protection of cultural resources, durability, reliability, and other factors. OVERALL CONCLUSIONS DCMs applied at Owens Lake during the past 20 years have significantly reduced PM10 concentrations in the Owens Valley, although further progress in controlling dust is needed to meet air quality standards. The panel evaluated 15 DCMs based on their potential effectiveness in reducing PM10 emissions, water use, and environmental impacts. Based on available data, none of the control measures has been documented to achieve mandated levels of dust control while substantially reducing water use (compared to shallow flooding) and consistently providing quality habitat, although some measures show promise with the need for additional research and testing. Progress toward these multiple goals, including protection of environmentally sensitive areas by reducing land disturbance from DCMs, can be more effectively achieved through a systems approach that considers outcomes over a large spatial scale and interactions among control measures. To inform these decisions, additional research is needed on individual and hybrid DCMs and on the landscape-scale effects of dust control configurations. Evaluation of operational performance of DCMs should be based on airborne PM10 measurements rather than surrogate measures, such as the percentage of a control area that must be covered by vegetation or surface water. Using a systems approach and evaluating DCM performance with PM10 measurements would promote innovative and hybrid strategies for dust control.

This article, both theoretical and methodological in nature, argues the potential merits of using a net benefits’ framework as a tool to aid policy-makers in their efforts to compare Salton Sea restoration alternatives and inform the public as to the potential magnitude and distribution of trade-offs associated with each alternative. A net benefits approach can provide a more accurate comparison and evaluation of the potential net returns from public spending on Salton Sea restoration than what wouldbe provided under the suggested criteria of current legislative mandates. Furthermore, a net benefits framework provides a more lucid and systematic accounting framework by which to enumerate the full array of benefits and costs of each alternative for policy analysis. Finally, net benefits’ analysis serves to add transparency to the decision-making process sothat the public gains an understanding of how its scarce resources, including both financial and natural capital, are being appropriated. Additionally, we illustrate and emphasize the importance of estimating the non-market values associated with many of the ecosystem services provided by the Salton Sea and describe the major techniques that do so.

The amount of water flowing into the Sea in the next twenty years will decrease by more than 40%, causing its surface elevation to drop by more than 20 feet, rapidly shrinking its volume by more than 60%, tripling its salinity, and exposing more than 100 square miles of dusty lakebed to the desert’s blowing winds. These changes will cause four major impacts: Human health in the Imperial and Coachella valleys – currently home to more than 400,000 people and growing quickly – will be harmed by the estimated 33% increase in the amount of fine windblown dust in the basin. The Imperial Valley already suffers from the highest childhood asthma hospitalization rate in the state; the growing number of retirees living in both valleys are especially susceptible to poor air quality. Air quality in these two valleys – which already fails to meet state and federal air quality standards – would get much worse, increasing the cost of bringing these areas into compliance. Air quality-related litigation and state liability will increase. California has assumed ultimate responsibility for managing only those lands exposed due to a recent set of water transfers, constituting about half of the estimated 134 square miles exposed in 30 years. Responsibility for managing any dust blowing off the other 60 or so square miles will rest with the individual property owner. However, there is no clear way to determine which lands will be exposed due to the water transfers and which will be exposed due to other actions. Total air quality management costs at Owens Lake have exceeded $400 million. Costs at the Salton Sea could be higher. Many – if not most – of the hundreds of thousands of birds that currently use the Sea will lose their roosting and breeding habitats and their sources of food. The Sea’s fish will be almost entirely gone within a dozen years. Those birds that remain will suffer from disease and the reproductive deformities and failures that plagued the Kesterson National Wildlife Refuge twenty years ago. Some of the endangered and threatened species that use the Sea may be able to find other habitats, but others could suffer significant population losses. The tremendous scale of the Sea adds to its complexity, and the difficulty of finding a viable solution. The Sea currently runs almost 35 miles long, and 15 miles at its widest point, covering about 365 square miles. It has the largest surface area of any lake in California, yet is barely 50 feet at its deepest point. The Sea is 1/3 saltier than the ocean, and, fed by the fertilizers running off of neighboring fields, sustains incredible levels of biological productivity. Until recently, the amount of water entering the Sea was roughly balanced by the amount of water evaporating from its broad surface. Stabilizing the Sea at its current salinity would require the removal of more than four million tons of salt each year, assuming flows to the Sea do not change. But they will change. Under a set of agreements signed in 2003, the Imperial Valley has begun to transfer water to San Diego County, ultimately reducing flows to the Salton Sea. Other actions, including actions in Mexico, will also reduce the amount of water flowing to the Sea, by 45% or more in the next 30-40 years. These changes will dramatically decrease the size of the Salton Sea and the quality of its water. In September, 2003, the California legislature passed a set of laws that implement the 2003 water agreements and provide a 15-year reprieve for the Sea. The legislation offers the prospect of more than $300 million of restoration funds, but it does not guarantee a long-term restoration project for the Salton Sea. California’s Resources Agency will submit a Salton Sea Ecosystem Restoration Plan and related documents to the state legislature by December 31, 2006. The cost of any long-term restoration plan will almost certainly exceed a billion dollars. Although various private-public partnerships have been suggested, funding and implementation of any restoration plan is far from certain, especially given the lack of consensus on a preferred alternative.

Intense industrial and urban wastewater pollution has plagued the Tijuana River for decades, causing long-term closure of neighboring beaches. Rico et al. showed that surging wastewater flows in the summer of 2024 enhanced water-to-air hydrogen sulfide (H2S) transfer at a turbulent hotspot, leading to nighttime atmospheric H2S peaks thousands of times greater than typical urban levels. This example makes it clear that poor water quality can drastically affect air quality—an observation with important implications for global waterways.

The Tijuana River, at the US-Mexico border, discharges millions of gallons of wastewater daily—sewage, industrial waste, and runoff—into the Pacific Ocean, making it the dominant source of coastal pollution in this region. This study examines how such wastewater influences coastal aerosols by tracking spatial gradients from near the border northward. Using benzoylecgonine (a nonvolatile cocaine metabolite) as a sewage tracer, we find that wastewater compounds—including a mixture of illicit drugs, drug metabolites, and chemicals from tires and personal care products—become aerosolized and are detectable in both water and air. Spatial analyses confirm that most measured chemicals concentrate in aerosols near the Tijuana River, potentially exposing local populations to tens of nanograms per hour (e.g., octinoxate and methamphetamine) via inhalation. This airborne pathway highlights a largely overlooked source of atmospheric pollution, emphasizing the need to reassess health risks in coastal regions as global water contamination continues to escalate.
