Over the past 25 years, the State of California has demonstrated national and international leadership in understanding regional climate change impacts, developing strategies for reducing greenhouse gas (GHG) emissions, and developing knowledge to support adaptation to projected impacts. Successfully negotiating climate change challenges will require integrating a sound scientific basis for climate preparedness into local planning, resource management, infrastructure, and public health, as well as introducing new strategies to reduce GHG emissions or increase carbon sequestration into nearly every sector of California’s economy. This  Climate Change Research Plan (hereafter the Research Plan) presents a strategy for developing the requisite knowledge through a targeted body of policy-relevant, California-specific research. The Research Plan continues support for climate policy and enhances statewide research collaboration. For the first time, it outlines statewide research priorities. It further demonstrates state agency coordination. Nearly 50 authors representing 16 state agencies were involved in authoring the Research Plan, which delineates California’s most critical climate-related research gaps. This is an unprecedented effort resulting in the first comprehensive climate change research plan developed by any state. California-sponsored research informs climate policy issues of unique importance to California. For example, State-sponsored research resulting from the First California Climate Assessment offered new California-specific scientific insights that were not available in 2006 from federal research products and that were instrumental to the passage of AB 32. The recent enhanced support for actionable climate research at the federal level also represents an excellent opportunity to develop a plan that aligns with the national research plan developed by the U.S. Global Change Research Program and contributes to the continuing dialogue with our federal partners. The research needs identified in California’s Research Plan address gaps in knowledge that will help inform the State’s ongoing activities to address climate change without duplicating federal research activities.

Observed climate trends and projections of accelerated future change have motivated several studies of the impacts of climate change on water resources management in California. This paper presents a methodology that improves on previous approaches, revealing fundamental climate change risks to one of the State of California’s key water resource systems — the integrated California Central Valley System (CCVS). By using a bottom-up decision scaling approach, starting with a systematic climate change stress test of the performance of the system to changes in temperature and precipitation, specific vulnerabilities to the system are identified. This study also improves on previous water resource vulnerability analyses by incorporating and evaluating a much wider range of inter-annual precipitation variability than has previously been used. By drawing from the 1,100-year (reconstructed dendrochronology) record of Sacramento and San Joaquin river flows, vulnerabilities to low frequency natural climate variability are analyzed in concert with expected potential climate changes. The results of this analysis provide a comprehensive summary of the sensitivity of the system to climate change. This paper provides results and discussion of select future system performance metrics at 2050. Results indicate that declines in almost every category (e.g., supply, storage, delta outflow) of system performance are likely. The likelihood of severely degraded future performance is especially high for north-of-Delta carryover storage and Delta exports. The results of this study are expected to provide water managers and decision-makers with more actionable science because they provide probabilistic results that can be used in more traditional risk management approaches to planning of climate change adaptation investment decisions.

Changes in temperature, precipitation, sea level, and coastal storms will likely increase the vulnerability of infrastructure across the United States. Using four models that analyze vulnerability, impacts, and adaptation, this paper estimates impacts to roads, bridges, coastal properties, and urban drainage infrastructure and investigates sensitivity to varying greenhouse gas emission scenarios, climate sensitivities, and global climate models. The results suggest that the impacts of climate change in this sector could be large, especially in the second half of the 21st century as sea-level rises, temperature increases, and precipitation patterns become more extreme and affect the sustainability of long-lived infrastructure. Further, when considering sea-level rise, scenarios which incorporate dynamic ice sheet melting yield impact model results in coastal areas that are roughly 70 to 80 % higher than results that do not incorporate dynamic ice sheet melting. The potential for substantial economic impacts across all infrastructure sectors modeled, however, can be reduced by cost-effective adaptation measures. Mitigation policies also show potential to reduce impacts in the infrastructure sector – a more aggressive mitigation policy reduces impacts by 25 to 35 %, and a somewhat less aggressive policy reduces impacts by 19 to 30 %. The existing suite of models suitable for estimating these damages nonetheless covers only a small portion of expected infrastructure sector effects from climate change, so much work remains to better understand impacts on electric and telecommunications networks, rail, and air transportation systems. In addition, the effects of climate-induced extreme events are likely to be important, but are incompletely understood and remain an emerging area for research.

Climate model simulations were used to investigate possible changes in regional climate over California. To accomplish this, the model simulations were downscaled from the coarse global climate model resolution (usually 150 kilometers [km] or greater horizontal grid spacing) to about 12 km horizontal grid spacing over the California region, using statistical techniques. The global model output was used in a statistical modeling scheme to produce sea-level projections for selected California coastal sites. Six global climate models and two greenhouse emissions scenarios, the medium-high emissions Special Report on Emissions Scenarios (SRES) A2 and the lower emissions SRES B1 were considered. By the end of the twenty-first century, the envelope of warming in the models projections, as an annual average, ranges from about 2°C to 6°C (about 3.5 °F to 11°F). On average, mean annual temperature of the A2 scenarios is about 1.5°C (about 3°F) greater than that of the B1 scenario. There is greater warming in summer than in winter. All simulations indicate that hot daytime and nighttime temperatures (heat waves) increase in frequency, magnitude, and duration from the historical period and during the projected period through the first half of the twenty-first century. Projected precipitation is marked by considerable variability between years and decades. In the southern half of California, the models show a decline in annual precipitation. Sea level, at hourly intervals for the historical through the projected twenty-first century, is estimated for selected tide gage sites along the California coast, with rises in the sample of simulations considered here ranging from 27 to 48 centimeters (cm) (11 to 19 in) over historical levels by 2050, and ranging from 77 cm to 140 cm (30 to 55 in) over historical levels by 2100. The rise of mean sea level would provoke an increase in extreme events, as gaged by exceedances above a relatively high or rare historical threshold. Such events become much more frequent and have longer durations than has been seen historically.

California faces a twofold climate challenge: finding cost-effective ways to reduce emissions of greenhouse gases (GHGs) and preparing for the changes that are expected even if global emissions fall. Greenhouse gas emissions pose a serious threat. The state experienced 7 of its 10 warmest years on record from 2012 to 2018, and warming is expected to continue. Sea level is predicted to rise 2 to 7 feet on California’s coast by 2100, and the frequency of extreme events such as droughts, heat waves, wildfires, and floods is expected to increase. Higher temperatures result in more precipitation falling as rain (and less as snow), which will increase both the frequency and magnitude of flooding and diminish water reserves in the Sierra snowpack.

California is a global leader in the agricultural sector and produces more than 400 types of commodities. The state produces over a third of the country’s vegetables and two-thirds of its fruits and nuts. Despite being highly productive, current and future climate change poses many challenges to the agricultural sector. This paper provides a summary of the current state of knowledge on historical and future trends in climate and their impacts on California agriculture. We present a synthesis of climate change impacts on California agriculture in the context of: (1) historic trends and projected changes in temperature, precipitation, snowpack, heat waves, drought, and flood events; and (2) consequent impacts on crop yields, chill hours, pests and diseases, and agricultural vulnerability to climate risks. Finally, we highlight important findings and directions for future research and implementation. The detailed review presented in this paper provides sufficient evidence that the climate in California has changed significantly and is expected to continue changing in the future, and justifies the urgency and importance of enhancing the adaptive capacity of agriculture and reducing vulnerability to climate change. Since agriculture in California is very diverse and each crop responds to climate differently, climate adaptation research should be locally focused along with effective stakeholder engagement and systematic outreach efforts for effective adoption and implementation. The expected readership of this paper includes local stakeholders, researchers, state and national agencies, and international communities interested in learning about climate change and California’s agriculture.

Climate change vulnerability of native and alien freshwater fishes of California: A systematic assessment approach

Freshwater fishes are highly vulnerable to human-caused climate change. Because quantitative data on status and trends are unavailable for most fish species, a systematic assessment approach that incorporates expert knowledge was developed to determine status and future vulnerability to climate change of freshwater fishes in California, USA. The method uses expert knowledge, supported by literature reviews of status and biology of the fishes, to score ten metrics for both (1) current status of each species (baseline vulnerability to extinction) and (2) likely future impacts of climate change (vulnerability to extinction). Baseline and climate change vulnerability scores were derived for 121 native and 43 alien fish species. The two scores were highly correlated and were concordant among different scorers. Native species had both greater baseline and greater climate change vulnerability than did alien species. Fifty percent of California’s native fish fauna was assessed as having critical or high baseline vulnerability to extinction whereas all alien species were classified as being less or least vulnerable. For vulnerability to climate change, 82% of native species were classified as highly vulnerable, compared with only 19% for aliens. Predicted climate change effects on freshwater environments will dramatically change the fish fauna of California. Most native fishes will suffer population declines and become more restricted in their distributions; some will likely be driven to extinction. Fishes requiring cold water (,22uC) are particularly likely to go extinct. In contrast, most alien fishes will thrive, with some species increasing in abundance and range. However, a few alien species will likewise be negatively affected through loss of aquatic habitats during severe droughts and physiologically stressful conditions present in most waterways during summer. Our method has high utility for predicting vulnerability to climate change of diverse fish species. It should be useful for setting conservation priorities in many different regions.
