Eight of the eleven models examined also show an increase in extreme January FWI, increasing our confidence that climate change is driving this trend. Combining models and observations, we find that human-induced warming from burning fossil fuels made the peak January FWI more intense, with an estimated 6% increase in intensity, and 35% more probable.

Post-wildfire extreme rainfall events can have destructive impacts in the western United States. Using two climate model large ensembles, we assess the future risk of extreme fire weather events being followed by extreme rainfall in this region. By mid-21st century, in a high warming scenario (RCP8.5), we report large increases in the number of extreme fire weather events followed within 1 year by at least one extreme rainfall event. By 2100, the frequency of these compound events increases by 100% in California and 700% in the Pacific Northwest in the Community Earth System Model v1 Large Ensemble. We further project that more than 90% of extreme fire weather events in California, Colorado, and the Pacific Northwest will be followed by at least three spatially colocated extreme rainfall events within five years. Our results point to a future with substantially increased post-fire hydrologic risks across much of the western United States.

To determine associated hydrological changes, most previous research has used precipitation. This study, however, investigates projected changes to global atmospheric water vapor transport (integrated vapor transport (IVT)), the key link between water source and sink regions. Using22 global circulation models from the Climate Model Intercomparison Project Phase 5, we evaluate, globally, the mean, standard deviation, and the 95th percentiles of IVT from the historical simulations(1979–2005) and two emissions scenarios (2073–2099). Considering the more extreme emissions, multimodel mean IVT increases by 30–40% in the North Pacific and North Atlantic storm tracks and in the equatorial Pacific Ocean trade winds. An acceleration of the high-latitude IVT is also shown. Analysis of low-altitude moisture and winds suggests that these changes are mainly due to higher atmospheric water vapor content.

California has experienced devastating autumn wildfires in recent years. These autumn wildfires have coincided with extreme fire weather conditions during periods of strong offshore winds coincident with unusually dry vegetation enabled by anomalously warm conditions and late onset of autumn precipitation. In this study, we quantify observed changes in the occurrence and magnitude of meteorological factors that enable extreme autumn wildfires in California, and use climate model simulations to ascertain whether these changes are attributable to human-caused climate change. We show that state-wide increases in autumn temperature (~1 °C) and decreases in autumn precipitation (~30%) over the past four decades have contributed to increases in aggregate fire weather indices (+20%). As a result, the observed frequency of autumn days with extreme (95th percentile) fire weather—which we show are preferentially associated with extreme autumn wildfires—has more than doubled in California since the early 1980s. We further find an increase in the climate model-estimated probability of these extreme autumn conditions since ~1950, including a long-term trend toward increased same-season co-occurrence of extreme fire weather conditions in northern and southern California. Our climate model analyses suggest that continued climate change will further amplify the number of days with extreme fire weather by the end of this century, though a pathway consistent with the UN Paris commitments would substantially curb that increase. Given the acute societal impacts of extreme autumn wildfires in recent years, our findings have critical relevance for ongoing efforts to manage wildfire risks in California and other regions.

Despite the recent prevalence of severe drought, California faces a broadly underappreciated risk of severe floods. Here, we investigate the physical characteristics of “plausible worst case scenario” extreme storm sequences capable of giving rise to “megaflood” conditions using a combination of climate model data and high-resolution weather modeling. Using the data from the Community Earth System Model Large Ensemble, we find that climate change has already doubled the likelihood of an event capable of producing catastrophic flooding, but larger future increases are likely due to continued warming. We further find that runoff in the future extreme storm scenario is 200 to 400% greater than historical values in the Sierra Nevada because of increased precipitation rates and decreased snow fraction. These findings have direct implications for flood and emergency management, as well as broader implications for hazard mitigation and climate adaptation activities.

Over the past 25 years, the State of California has demonstrated national and international leadership in understanding regional climate change impacts, developing strategies for reducing greenhouse gas (GHG) emissions, and developing knowledge to support adaptation to projected impacts. Successfully negotiating climate change challenges will require integrating a sound scientific basis for climate preparedness into local planning, resource management, infrastructure, and public health, as well as introducing new strategies to reduce GHG emissions or increase carbon sequestration into nearly every sector of California’s economy. This  Climate Change Research Plan (hereafter the Research Plan) presents a strategy for developing the requisite knowledge through a targeted body of policy-relevant, California-specific research. The Research Plan continues support for climate policy and enhances statewide research collaboration. For the first time, it outlines statewide research priorities. It further demonstrates state agency coordination. Nearly 50 authors representing 16 state agencies were involved in authoring the Research Plan, which delineates California’s most critical climate-related research gaps. This is an unprecedented effort resulting in the first comprehensive climate change research plan developed by any state. California-sponsored research informs climate policy issues of unique importance to California. For example, State-sponsored research resulting from the First California Climate Assessment offered new California-specific scientific insights that were not available in 2006 from federal research products and that were instrumental to the passage of AB 32. The recent enhanced support for actionable climate research at the federal level also represents an excellent opportunity to develop a plan that aligns with the national research plan developed by the U.S. Global Change Research Program and contributes to the continuing dialogue with our federal partners. The research needs identified in California’s Research Plan address gaps in knowledge that will help inform the State’s ongoing activities to address climate change without duplicating federal research activities.

Climate change increases risks to the operations and financial reliability of drinking water utilities across the United States (US). Here we develop a comparative climate risk index that includes hazard, vulnerability, and exposure components for 1455 medium and large municipal US drinking water utilities. We find that 67 million customers are serviced by utilities with higher climate risk. Drinking water utilities in the Western US have higher risk due to expected large changes in climate hazards, while utilities in the Northeast and Midwest have higher risk due to existing vulnerabilities and exposure. We use this climate risk index, along with an analysis of municipal bond official statements, to identify utilities in need of climate adaptation and resilience planning. Of the analyzed bonds, 36% were issued by high risk utilities and didn’t mention climate change. This work offers recommendations for multiple decision-makers, including utility customers, bond purchasers, and government agencies.

Observed climate trends and projections of accelerated future change have motivated several studies of the impacts of climate change on water resources management in California. This paper presents a methodology that improves on previous approaches, revealing fundamental climate change risks to one of the State of California’s key water resource systems — the integrated California Central Valley System (CCVS). By using a bottom-up decision scaling approach, starting with a systematic climate change stress test of the performance of the system to changes in temperature and precipitation, specific vulnerabilities to the system are identified. This study also improves on previous water resource vulnerability analyses by incorporating and evaluating a much wider range of inter-annual precipitation variability than has previously been used. By drawing from the 1,100-year (reconstructed dendrochronology) record of Sacramento and San Joaquin river flows, vulnerabilities to low frequency natural climate variability are analyzed in concert with expected potential climate changes. The results of this analysis provide a comprehensive summary of the sensitivity of the system to climate change. This paper provides results and discussion of select future system performance metrics at 2050. Results indicate that declines in almost every category (e.g., supply, storage, delta outflow) of system performance are likely. The likelihood of severely degraded future performance is especially high for north-of-Delta carryover storage and Delta exports. The results of this study are expected to provide water managers and decision-makers with more actionable science because they provide probabilistic results that can be used in more traditional risk management approaches to planning of climate change adaptation investment decisions.
