Exploratory sampling of groundwater in coastal Los Angeles County and Kern and Kings Counties of the southern San Joaquin Valley was done by the U.S. Geological Survey from September 2014 through January 2015 as part of the California State Water Resources Control Board’s Water Quality in Areas of Oil and Gas Production Regional Groundwater Monitoring Program. The Regional Groundwater Monitoring Program was established in response to the California Senate Bill 4 of 2013 mandating that the California State Water Resources Control Board design and implement a groundwater-monitoring program to assess potential effects of well-stimulation treatments on groundwater resources in California. The U.S. Geological Survey is in cooperation with the California State Water Resources Control Board to collaboratively implement the Regional Groundwater Monitoring Program through the California Oil, Gas, and Groundwater Project. Many researchers have documented the utility of different suites of chemical tracers for evaluating the effects of oil and gas development on groundwater quality. The purpose of this exploratory sampling effort was to determine whether tracers reported in the literature could be used effectively in California. This reconnaissance effort was not designed to assess the effects of oil and gas on groundwater quality in the sampled areas. A suite of water-quality indicators and geochemical tracers were sampled at groundwater sites in selected areas that have extensive oil and gas development. Groundwater samples were collected from a total of 51 wells, including 37 monitoring wells at 17 multiple-well monitoring sites in coastal Los Angeles County and 5 monitoring wells and 9 water-production wells in southern San Joaquin Valley, primarily in Kern and Kings Counties. Groundwater samples were analyzed for field water-quality indicators; organic constituents, including volatile and semi-volatile organic compounds and dissolved organic carbon indicators; naturally present inorganic constituents, including trace elements, nutrients, major and minor ions, and iron species; naturally present stable and radioactive isotopes; dissolved noble gases; dissolved standard and hydrocarbon gases, ?13C of methane, ethane, and ?2H of methane. In total, 249 constituents and water-quality indicators were measured. Four types of quality-control samples (blanks, replicates, matrix spikes, and surrogates spiked in environmental and blank samples) were collected at approximately 10 percent of the wells. The quality-control data were used to determine whether the groundwater-sample data were of sufficient quality for the measured analytes to be used as potential indicators of oil and gas effects. The data from the 51 groundwater samples and from the quality-control samples are presented in this report.

Chromium(VI) concentrations in groundwater sampled from three contaminant plumes in aquifers in the Mojave Desert near Hinkley, Topock and El Mirage, California, USA, were as high as 2600, 5800 and 330 μg/L, respectively. δ53/52Cr compositions from more than 50 samples collected within these plumes ranged from near 0‰ to almost 4‰ near the plume margins. Assuming only reductive fractionation of Cr(VI) to Cr(III) within the plume, apparent fractionation factors for δ53/52Cr isotopes ranged from εapp = 0.3 to 0.4 within the Hinkley and Topock plumes, respectively, and only the El Mirage plume had a fractionation factor similar to the laboratory derived value of ε = 3.5. One possible explanation for the difference between field and laboratory fractionation factors at the Hinkley and Topock sites is localized reductive fractionation of Cr(VI) to Cr(III), with subsequent advective mixing of native and contaminated water near the plume margin. Chromium(VI) concentrations and δ53/52Cr isotopic compositions did not uniquely define the source of Cr near the plume margin, or the extent of reductive fractionation within the plume. However, Cr(VI) and δ53/52Cr data contribute to understanding of the interaction between reductive and mixing processes that occur within and near the margins of Cr contamination plumes. Reductive fractionation of Cr(VI) predominates in plumes having higher εapp, these plumes may be suitable for monitored natural attenuation. In contrast, advective mixing predominates in plumes having lower εapp, the highly dispersed margins of these plumes may be difficult to define and manage.

The primary purpose of this report is to document the first year (FY15/16) of pesticide monitoring by the Delta Regional Monitoring Program (Delta RMP). This document reports the results from samples collected monthly from July 2015 through June 2016. The data described in this report are available for download via the California Environmental Data Exchange Network (CEDEN) website. Pesticide monitoring of the Delta RMP includes chemical analysis and toxicity testing of surface water samples. The parameters analyzed include 154 current use pesticides, dissolved copper, field parameters, and “conventional” parameters (ancillary parameters measured in the laboratory, such as dissolved/particulate organic carbon and hardness). Toxicity tests included an algal species (Selenastrum capricornutum, also known as Raphidocelis subcapitata), an invertebrate (Ceriodaphnia dubia, a daphnid or water flea), and a fish species (Pimephales promelas, fathead minnow). Toxicity testing included the evaluation of acute (survival) and chronic (growth, reproduction, biomass) toxicity endpoints. The surface water samples were collected from 5 fixed sites representing key inflows to the Delta that were visited monthly: Mokelumne River at New Hope Road, Sacramento River at Hood, San Joaquin River at Buckley Cove, San Joaquin River at Vernalis, and Ulatis Creek at Brown Road. A total of 52 pesticides were detected above method detection limits (MDLs) in water samples (19 fungicides, 17 herbicides, 9 insecticides, 6 degradates, and 1 synergist). A total of 9 pesticides (5 herbicides, 3 insecticides, and 1 degradate) were detected in suspended sediments in 10 of a total of 60 samples collected during the study period. All collected samples contained mixtures of pesticides ranging from 2 to 26 pesticides per sample. From a total of 154 target parameters, 100 compounds were never detected in any of the samples.

Nutrient loads are an important water quality management issue in the Sacramento-San Joaquin Delta (Delta) and there is consensus that the current monitoring activities do not collect all the information needed to answer important management questions.  The purpose of this report is to use hydrodynamic model outputs to refine recommendations for monitoring nutrients and related conditions in the Delta. The basic premise was that variability in water source and hydraulic residence time can serve to estimate variability in water quality. Therefore, using existing hydrodynamic models that are highly resolved in space and time could be a cost-effective way to get information about likely spatial and temporal variability in nutrients and nutrient-associated parameters. We assume that the Delta can be divided into relatively homogeneous subregions (e.g., such as those proposed in a previous report by Jabusch et al. 2016) and that a representative monitoring location can be chosen in each subregion to track status and trends. We also assume that, within any subregion, areas with long hydraulic residence time and source water mixing may represent potential nutrient transformation hotspots.  Two types of modeling approaches were applied: 1) volumetric water source analysis to evaluate the mix of source waters within each subregion; and 2) particle tracking simulations. Results from the source water analysis were evaluated to assess heterogeneity of water sources within each of the subregions. Results from the particle tracking analysis were evaluated to identify high-residence-time areas. Finally, we compared analysis results to current monitoring locations to inform potential monitoring gaps or redundancies within each of the subregions. 

Demonstration of a Watershed Approach to Wetland Restoration Planning for Load Reductions: A Pilot Demonstration Project Using GreenPlan-IT in the Santa Rosa Plain, Sonoma County, California

This summary memorandum presents technical recommendations to the 401 Certification and Waste Discharge Program (401 Program) of the State Water Resources Control Board (State Board) for a coherent, scientifically sound, repeatable, watershed approach to wetland restoration site evaluation, compliance monitoring and assessment, and Tracking. The recommendations are drawn from the previous four memoranda produced for the Pilot Demonstration Project (Project) that address the following subjects: project work plan and information flow diagram; scientific literature review; landscape scenario planning (to map and prioritize restoration opportunities); and a framework for a watershed-approach to evaluate and report the capacity of a wetland restoration site to protect wetland beneficial uses. This Project focused on a sub-watershed of the Santa Rosa Plain, in Sonoma County, California. The area was chosen for the Project for three reasons: (1) it is integral to an existing nutrient TMDL and therefore is supported relatively well with hydrological and nutrient data; (2) the historical and existing wetlands and streams of the area were mapped recently in sufficient detail to inform landscape planning; and (3) implementation of the TMDL will involve wetland restoration to reduce downstream nutrient loads, and therefore the Project may help implement the TMDL. The primary overall purpose of this Project was to explore how numerical simulation and statistical modeling could be combined with existing wetland assessment and reporting tools to create a coherent, watershed-based approach to wetland beneficial use protection. Any relevance to the existing nutrient TMDL for the demonstration area is an intentional, but secondary benefit of this Project. In early 2023, a series of intense atmospheric-river storms eased California’s historic drought, yet the spatiotemporal extent of groundwater recovery remains poorly understood. We tracked two-decadal changes in groundwater in Greater Los Angeles using seismic ambient-field interferometry. The derived seismic hydrographs reveal distinct expressions of groundwater and surficial water droughts: Whereas surface and near-surface water storage nearly fully recovered in the epic wet season of 2023, only about 25% of the groundwater lost since 2006 was restored. On a decadal scale, we find substantial depletion in aquifers below 50-meter depth, with only limited storm-related recovery. Our analysis underscores the need to monitor deep aquifers for a more complete assessment of total water deficits, using high-resolution tools such as seismic sensing. During 2017, as part of the National Water-Quality Assessment Project, the U.S. Geological Survey conducted the California Stream Quality Assessment to investigate the quality of streams in the Central California Foothills and Coastal Mountains ecoregion, United States. The goal of the California Stream Quality Assessment study was to assess the health of wadeable streams in the region by characterizing multiple water-quality factors that are stressors to aquatic biota and by evaluating the relation between these stressors and biological indicators of stream health. Urbanization, agriculture, and modifications to streamflow are anthropogenic changes that affect water quality in the region; consequently, the study design primarily targeted sites and specific stressors associated with these activities. For the study, 85 stream sites were selected to represent the types and intensity of land use in the watershed; categories of site types were undeveloped, urban (low, medium, high), agriculture (low, high), and mixed (urban and agriculture). Most sites (about 70 percent) represent a gradient of urbanization from undeveloped to 99-percent urbanized. At most of the sites, streamgages or pressure transducers were used to monitor stream discharge and stage, as well as temperature. Water-quality samples were collected routinely at all sites and were analyzed for major ions, organic contaminants, nutrients, and suspended sediment. Sampling frequency varied on the basis of site type and location. Discrete water samples were collected weekly and generally 6 times per site, except for 11 undeveloped sites that were sampled only 4 times (during the last 4 weeks). Water sampling began at sites in the southern part of the study on March 13, 2017, and at sites in the northern part of the study on April 3, 2017. Passive samplers were deployed at most sites for measurement of polar organic contaminants (pesticides and pharmaceuticals). In May 2017, coincident with completion of water-quality sampling, an ecological survey was conducted at each site to assess benthic algal and macroinvertebrate communities and instream habitat. During the ecological surveys, a single composite streambed-sediment sample was collected for chemical analysis and toxicity testing. In addition, a few focused studies were done at subsets of sites, namely, measuring pesticides using small-volume automated samplers, measuring pesticides in biofilms, and sampling suspended sediments using passive samplers. This report describes the various study components and methods of the California Stream Quality Assessment, including measurements of water quality, sediment chemistry, habitat assessments, and ecological surveys, as well as procedures for sample analysis, quality assurance and quality control, and data management.
