California’s 5-year drought has ended, even as its aftermath lingers. From 2012–2016 much or all of California was under severe drought conditions, with greatly diminished precipitation, snowpack, and streamflow and higher temperatures. Water shortages to forests, aquatic ecosystems, hydroelectric power plants, rural drinking water supplies, agriculture, and cities caused billions of dollars in economic losses, killed millions of forest trees, brought several fish species closer to extinction, and caused inconvenience and some expense to millions of households and businesses. The drought also brought innovations and improvements in water management, some of which will better prepare California for future droughts. This paper summarizes the magnitude and impacts of the 2012–2016 California drought. The paper then reviews innovations arising from the drought in the larger historical context of water management in California. Lessons for California and for modern drought management are then discussed. Droughts in modern, well-managed water systems serving globalized economies need not be economically catastrophic, but will always have impacts and challenges, particularly for native ecosystems. In California and every other water system, droughts usefully expose weaknesses and inadequate preparation in water management. In this regard for California, managers of ecosystems and small rural water supplies had the most to learn.

Study Region: We created a 270-m coupled model of land-use and groundwater conditions, LUCAS-W[ater], for California’s Central Coast. This groundwater-dependent region is undergoing a dramatic reorganization of groundwater management under California’s 2014 Sustainable Groundwater Management Act (SGMA). Study Focus: Understanding land-use and land-cover change supports long-term sustainable water management. Anthropogenic water demand has depleted groundwater aquifers worldwide, while future water shortages will likely affect land-use change, creating system feedbacks. Our novel participatory approach fused changes in land-use and associated water use from county-scale data to local water agencies’ estimates of total sustainable supply, scaling up local hydro-geologic knowledge from heterogeneous aquifers and diverse management approaches to a regional level. We assessed five stakeholder-driven scenarios with the same historic rates of urban and agricultural land-use change, but different water and land-use management, analyzing how management strategies altered both the spatial pattern of development and subsequent water sustainability from 2001 to 2061. New Hydrological Insights for the Region: Transformative strategies using demand-side interventions that coupled water availability to land use more effectively achieved long-term sustainability than adaptive strategies using supply-side interventions to increase water supplies. Limiting water withdrawals within SGMA regulated basins resulted in leakage of development into unregulated basins, increasing groundwater pumping there. Protecting ecosystems, farmlands, and recharge areas from development reduced leakage into undeveloped basins without negatively affecting water sustainability.

Lithologic and ground-water data were collected at 85 monitoring sites constructed in the Mojave Water Agency Management area in San Bernardino County, California, as part of a series of cooperative studies between the U.S. Geological Survey and the Mojave Water Agency. The data are being used to evaluate and address water-supply and water-quality issues. This report presents a compilation of the data collected at these sites from 1992 through 1998, including location and design of the monitoring sites, lithologic data, geophysical logs, ground-water-level measurements, and water-quality analyses. One to five small (generally 2-inch) diameter wells were installed at each of the 85 monitoring sites to collect depth-dependent hydrologic data. Lithologic logs were compiled from descriptions of drill cuttings collected at each site and from observations recorded during the drilling of the borehole. Generalized stratigraphic columns were compiled by grouping similar lithologic units. Geophysical logs provide information on the character of the lithologic units and on the presence of ground water and the chemical characteristics of that water. Water-level and water-quality data were collected periodically from the sites during 1992 through 1998.

The volume of groundwater stored in the subsurface in the United States decreased by almost 1000 km3 during 1900–2008. The aquifer systems with the three largest volumes of storage depletion include the High Plains aquifer, the Mississippi Embayment section of the Gulf Coastal Plain aquifer system, and the Central Valley of California. Depletion rates accelerated during 1945–1960, averaging 13.6 km3/year during the last half of the century, and after 2000 increased again to about 24 km3/year. Depletion intensity is a new parameter, introduced here, to provide a more consistent basis for comparing storage depletion problems among various aquifers by factoring in time and areal extent of the aquifer. During 2001–2008, the Central Valley of California had the largest depletion intensity. Groundwater depletion in the United States can explain 1.4% of observed sea‐level rise during the 108‐year study period and 2.1% during 2001–2008. Groundwater depletion must be confronted on local and regional scales to help reduce demand (primarily in irrigated agriculture) and/or increase supply.

California's Central Valley, one of the most agriculturally productive regions, is also one of the most stressed aquifers in the world due to anthropogenic groundwater over-extraction primarily for irrigation. Groundwater depletion is further exacerbated by climate-driven droughts. Gravity Recovery and Climate Experiment (GRACE) satellite gravimetry has demonstrated the feasibility of quantifying global groundwater storage changes at uniform monthly sampling, though at a coarse resolution and is thus impractical for effective water resources management. Here, we employ the Random Forest machine learning algorithm to establish empirical relationships between GRACE-derived groundwater storage and in situ groundwater level variations over the Central Valley during 2002–2016 and achieved spatial downscaling of GRACE-observed groundwater storage changes from a few hundred km to 5 km. Validations of our modeled groundwater level with in situ groundwater level indicate excellent Nash-Sutcliffe Efficiency coefficients ranging from 0.94 to 0.97. In addition, the secular components of modeled groundwater show good agreements with those of vertical displacements observed by GPS, and CryoSat-2 radar altimetry measurements and is perfectly consistent with findings from previous studies. Our estimated groundwater loss is about 30 km3 from 2002 to 2016, which also agrees well with previous studies in Central Valley. We find the maximum groundwater storage loss rates of −5.7 ± 1.2 km3 yr−1 and -9.8 ± 1.7 km3 yr−1 occurred during the extended drought periods of January 2007–December 2009, and October 2011–September 2015, respectively while Central Valley also experienced groundwater recharges during prolonged flood episodes. The 5-km resolution Central Valley-wide groundwater storage trends reveal that groundwater depletion occurs mostly in southern San Joaquin Valley collocated with severe land subsidence due to aquifer compaction from excessive groundwater over withdrawal.

The interactions between natural water availability and societal water demand and management are complex. In response to gaps in empirical research of the adaptive capacity of social and environmental systems to climate stresses, we provide an assessment of responses to water scarcity during a multi-year drought in California. In particular, we use Barnett and O’Neill’s (Global Environ Change 20:211–213, 2010) criteria for maladaptation to examine responses in the agricultural and energy sectors to a multi-year (2007–2009) California drought. We conclude that despite evidence in both sectors of resiliency to the impacts of the drought, some of the coping strategies adopted increased the vulnerability of other systems. These other systems include California’s aquatic ecosystems and social groups that rely on those ecosystems for their health or employment; future generations whose resources were drawn down in the near-term, where otherwise those resources would have been available at a later time; and current and future generations who were, or will be, exposed to the effects of increased greenhouse gas emissions. This case study demonstrates that California’s current strategies for dealing with long or severe droughts are less successful than previously thought when short- and long-term impacts are evaluated together. This finding is particularly relevant given projections of more frequent and severe water shortages in the future due to climate change. This study recommends a shift from crisis-driven responses to the development and enactment of long-term mitigation measures that are anticipatory and focus on comprehensive risk reduction.
