In the United States, federal, tribal, state, and local laws and policies exist to govern the provision of water and sanitation services to communities and homes. The laws are designed to ensure the protection of public health and the environment; deliver sufficient, safe water for drinking, bathing, cooking, and other household needs; and remove and treat domestic (i.e., household) waste. People without complete plumbing or safe water live within the “water access gap.” As explored in the first report in this series, climate change—from extreme temperatures to droughts, floods, extreme storms, and wildfires—is making it hard to close this gap and keep it from growing. Water and sanitation systems in frontline communities already feel the disproportionate “first and worst” impacts of climate change to these systems and to their access to water and sanitation. Laws and policies should help anticipate and plan for the incremental and catastrophic impacts of climate change and protect those most harmed by the effects. Unfortunately, in most cases, the climate is changing faster than the law can respond, thereby leaving frontline communities’ water and sanitation systems vulnerable to damage or destruction. California’s 5-year drought has ended, even as its aftermath lingers. From 2012–2016 much or all of California was under severe drought conditions, with greatly diminished precipitation, snowpack, and streamflow and higher temperatures. Water shortages to forests, aquatic ecosystems, hydroelectric power plants, rural drinking water supplies, agriculture, and cities caused billions of dollars in economic losses, killed millions of forest trees, brought several fish species closer to extinction, and caused inconvenience and some expense to millions of households and businesses. The drought also brought innovations and improvements in water management, some of which will better prepare California for future droughts. This paper summarizes the magnitude and impacts of the 2012–2016 California drought. The paper then reviews innovations arising from the drought in the larger historical context of water management in California. Lessons for California and for modern drought management are then discussed. Droughts in modern, well-managed water systems serving globalized economies need not be economically catastrophic, but will always have impacts and challenges, particularly for native ecosystems. In California and every other water system, droughts usefully expose weaknesses and inadequate preparation in water management. In this regard for California, managers of ecosystems and small rural water supplies had the most to learn.

On 7 February 2017, the Oroville dam, the tallest dam in North America, suffered damage when unexpected sediments, intensified by floods in a drought-stricken area, can substantially affect the operation of hundreds of dams and levees in California.

Changing demographics, climate change, and competing interests for available water supplies all present long-term risks to the stability and reliability of the region’s imported water.  The region recognizes that today’s challenges require an integrated water resources management approach. For decades, this region has operated and maintained one of the most effective flood control systems in the world that protects millions of people from the impacts of flooding in the region. This system sends much of the stormwater runoff into the ocean, water that historically recharged local groundwater basins, making this region even more dependent on imported water supplies. As regulatory pressure to clean up polluted stormwater runoff continues and imported water resources diminish, this local source of water supply is becoming more and more attractive (GLAC IRWMP 2014). Many of the region’s water management agencies have studied and planned for increasing use of local recycled and graywater supplies, ocean and brackish desalination, developing more groundwater, and implementing improved water conservation initiatives to extend existing supplies. Additionally, social trends and concerns also drive the emphasis on the use of local water supplies. However, the one major local resource that has not been studied in-depth is stormwater and its opportunities to optimize the reliability of local supplies. To enhance the capabilities of the existing stormwater conservation infrastructure within the Los Angeles Basin, the LACFCD began to investigate long-term projected needs and future climate conditions within the region. Given that local groundwater plays such a vital role in the region’s water supply portfolio, detailed scientific, engineering, and economic analyses were conducted to identify strategies for enhancing stormwater capture for groundwater recharge. The LA Basin Study examined the region’s water supplies and demand, and impacts from projected population growth and changing climate in the watersheds of the Los Angeles region. The objectives of the study were to: • Use state-of-the-art climate change analysis to develop projections of future water supply and demands in the Basin. • Analyze how the Basin’s existing water infrastructure and its operations will perform in the face of changing water realities. • Develop and highlight opportunities to adapt to current and future water demands. • Conduct a trade-off analysis of identified opportunities. Concepts ranged from enhancing the existing stormwater capture system and modifying existing facilities (including those capturing runoff for groundwater recharge), to developing new structural and nonstructural concepts that could help resolve future water supply and flood risk issues. This Summary Report presents highlights of the critical tasks associated with this Basin Study and the results and findings produced throughout this collaborative study effort. California’s climate is changing. Hotter temperatures, a shrinking snowpack, shorter and more intense wet seasons, rising sea level, and more volatile precipitation—with wetter wet years and drier dry years—are stressing the state’s water management system. Recent climate projections indicate that the pace of change will increase. To avoid unwanted social, economic, and environmental consequences, the water system will need to adapt to greater climate extremes and growing water scarcity. While California is making good progress in some areas of drought management, a more focused plan of action is needed. Successful adaptation will require strong leadership at the state and local levels, and cooperation on all fronts. The 2012–16 drought—the hottest in the state’s recorded history and one of the driest—offered a window into the future under a warming climate and lessons for managing future droughts. Using these lessons as a starting point, this report offers a road map of essential reforms to prepare for and respond to droughts in California’s changing climate. Key reforms include: Plan ahead. Stronger drought planning is critically important for urban water management, groundwater sustainability, safe drinking water in rural communities, and freshwater ecosystems. Upgrade the water grid. California needs a comprehensive program to address above- and below-ground storage, conveyance, and operational challenges by mid-century, including repairing facilities that are broken, expanding conveyance and storage capacity, and modernizing and integrating operations. Update water allocation rules. California should comprehensively update its water allocation governance. The goals should be to find equitable and efficient ways to allocate limited supplies among competing demands during dry times while promoting efforts to capture and store water during wet times. Find the money. Reliable funding is crucial for adapting to climate change. New sources are needed to pay for necessary water-management investments and to fill funding gaps in the state’s water system. The focus of this reform agenda is on drought, because drought―more than any other aspect of California’s climate―reveals the vulnerabilities of watermanagement systems. Importantly, these reforms will improve drought resilience for today’s conditions, not just for the future.

In January 2018, over half a million Californians were served by water utilities that were out of compliance with the Safe Drinking Water Act (SDWA). The worst outbreak of Hepatitis A in recent memory occurred in 2016-2018 due to open defecation and lack of handwashing facilities for persons experiencing homelessness. California’s tribes continue to face problems of poor housing and water and sanitation service, with two-thirds of tribal communities reporting inadequate home plumbing in 2015.1 And the cost of water has increased for many, particularly among small and medium size systems, with 39 community water systems in the state charging more than $100 a month for 12 CCF of water. In response to the problem, California enacted the Human Right to Water in 2012, declaring that “Every human being has the right to safe, clean, affordable, and accessible water adequate for human consumption, cooking, and sanitary purposes.”

The commemoration of disasters is a product of social, cultural, economic, and  political forces in human society. Southern California's largely unheard-of St. Francis Dam Disaster of 1928 provides an excellent opportunity to study this complex process of commemoration, engaging memory within difference frames of reference. In particular, evaluating how and why this man-made dam disaster has been forgotten on a state and national level, but tenuously remembered within the flood-zone, allows for consideration of the diversity of commemorative processes in the construction of memory and heritage related to major catastrophes.

Modeling the impact of future rainfall changes on the effectiveness of urban stormwater control measures

The convergence of urban expansion, deteriorating infrastructure, and a changing climate will escalate the risks of stormwater pollution and urban flooding in the coming decades. Using outputs from an ensemble of global climate models to drive a high spatial resolution stormwater model, we analyzed climate change impacts on urban stormwater runoff and control measures for 23 cities across the United States. Runoff model outputs for two future emissions scenarios ending in 2055 were compared against a historical scenario to assess changes. All cities showed increases in average annual stormwater runoff, with changes up to 30% over the next 30 years due to a greater frequency of high intensity storm events. Runoff model outputs showed substantial variation across cities with untreated stormwater runoff increasing by as much as 48%. Patterns of future runoff impacts within cities will affect the performance of distributed treatment strategies such as Green Stormwater Infrastructure (GSI) to meet municipal water quality improvement and runoff reduction goals. Results indicate that adoption of adaptable design standards and decision support tools that readily accommodate projected precipitation changes are critical for supporting more resilient designs of stormwater control measures.
