Cliff and bluff erosion, flooding of low-lying areas, and damage to shoreline infrastructure and development will continue to affect California’s coastal communities in the decades ahead. Depending upon the rate of future sea-level rise, changes in wave energy, and coastal storm intensity and frequency, these hazards will be likely become more severe, with increasing risks to coastal communities. This study assesses the vulnerability of the City of Santa Barbara to future sea-level rise and related coastal hazards (by 2050 and 2100) based upon past events, shoreline topography, and exposure to sea-level rise and wave attack. It also evaluates the likely impacts of coastal hazards to specific areas of the City, analyzes their risks and the City’s ability to respond, and recommends potential adaptation responses. By 2050, the risk of wave damage to shoreline development and infrastructure in Santa Barbara will be high. Options are limited and adaptive capacity will be moderate, with retreat being the most viable long-term option. By 2100, the risk will become very high. By 2050, flooding and inundation of low-lying coastal areas will present a moderate risk to the City by 2050, which will have a moderate capacity for adaptation. If the high sea levels projected by the State occur, this risk will become very high, and adaptive capacity will become low by 2100. Cliff erosion has been taking place for decades, and as this process continues or increases, additional public and private property in the Mesa area will be threatened. The risk of increased cliff erosion will be moderate by 2050 and very high by 2100. Because armoring is ineffective here and retreat necessitates the relocation of structures, adaptive capacity will be low. Inundation of beaches presents a low threat to the City by 2050 but a high threat by 2100. The City faces a dilemma: protect oceanfront development and infrastructure or remove barriers and let beaches migrate inland. By 2100 structures will have to be moved if beaches are to be maintained.

This Wastewater and Water Systems Climate Adaptation Plan evaluates impacts on the City's critical water and wastewater systems from hazards worsened by climate change. It is part of a broader City Adaptation and Resilience Program, which monitors changing conditions and adapts infrastructure in phases. Funded by the California Coastal Commission, Coastal Conservancy, and the City itself, the Plan satisfies state requirements and supports City Council’s goals to prepare for the effects of climate change.

The clay mineralogy of Tulare Lake sediment was examined to investigate hydroclimatic and environmental changes in the southern Sierra Nevada Mountains (SNM) since the most recent glacial maximum. Evolution of clay mineral assemblages elucidates significant changes in weathering, erosion, and hydroclimatic condition in the catchment. During the last glacial period (24.4–15.1 cal ka BP), low illite content implies less physical erosion of the granitic batholith rocks and a cold and arid environment in the southern SNM. Abrupt increases of illite content at 21.8–20.8 and 17.6 cal ka BP resulted from the glacier advances to the ablation zone and illite-rich glacier flour was transported down to the lake. The gradual increase of smectite induced by progressive depletion of illite-rich glacier flour from 17.6 cal ka BP toward the end of this period indicates climate was beginning to get warm and wet. From 11.9 to 5.3 cal ka BP, two warm and wet periods (10.7–9.4 and 8.2–5.2 cal ka BP) were characterized by high smectite/illite content ratios and low illite crystallinity values, suggesting intensive rainfall precipitation and more physical erosion in the highland and lowland catchment as well as more smectite formation in the terrace soils. Since the last glacial period, physical erosion, in comparison to the chemical weathering, was the dominant process responding to the hydroclimatic change in the Tulare Lake catchment. Moderate to weak chemical weathering was signified by the mostly low illite chemical weathering index of the core sediments. Such results suggest that vegetation cover in the southern SNM was low and limited.

Changing climatic conditions, variable precipitation patterns, availability of water supplies, changes in consumer demands, and sea level rise will change the way Metropolitan provides its services and how it operates its regional water system. Metropolitan recognizes the potential impact of climate change to water availability and is committed to environmental stewardship to protect this valuable resource. Reducing greenhouse gas (G H G) emissions is an important step in protecting California and the region from the effects of climate change. Reducing G H G emissions from Metropolitan’s operations supports California’s overall G H G reduction goals. This Climate Action Plan (CAP) sets targets for reducing G H G emissions from Metropolitan’s operations, including conveyance, storage, treatment, and delivery of water to its 26 member water agencies. Additionally, this CAP complements Metropolitan’s existing long-range planning efforts, including the Integrated Water Resources Plan, Energy Sustainability Plan, and Capital Investment Plan. Through the implementation of this CAP, Metropolitan will strengthen its commitment to environmental sustainability, increase the resiliency of its operations, and strategically achieve G H G reduction goals. DWR developed the Greenhouse Gas Emissions Reduction Plan Update 2023 (Update 2023) to review its GHG reductions since Update 2020 and to update strategies for further reduction consistent with legislative changes, including the GHG emissions reduction targets established in SB 1020 (2022) and SB 1203 (2022). It also includes DWR’s new role in emergency energy generation. Since the 2012 Plan was adopted, California’s wholesale electricity market has also seen a significant increase in renewable resources. To reflect this change and to align with industry practice in emission reporting, Update 2023 incorporates updated emission factors to determine emissions from unspecified market resources.

The California Department of Water Resources (DWR) in an effort to reduce its impact on the environment and lead by example, has developed this Greenhouse Gas (GHG) Emissions Reduction Plan to guide its project development and decision making with respect to energy use and GHG emissions. It is now clearly understood that these gases enhance the Earth’s ability to absorb and retain the heat radiated from the sun. Increased concentrations of GHGs in the atmosphere are the principal cause of anthropogenic climate change. As the connection between GHG emissions and climate change has strengthened and California has established GHG policies and reduction goals, DWR has focused on its own GHG emissions and developed strategies to reduce its contribution to the global problem of climate change consistent with those policies and goals. This GHG Emissions Reduction Plan (Plan) is the first Phase in DWR’s Climate Action Plan and considers GHG emissions from all DWR activities. In this Plan, DWR details its progress and future plans for reducing GHG emissions consistent with the GHG emissions reduction targets established in Assembly Bill (AB) 32, Executive Order S-3-05, and DWR’s own policies, the aggressive steps it will take to reduce its emissions by over 80% below 1990 levels, and the steps that it will take to monitor its progress toward achieving these reductions. DWR estimates that its total GHG emissions in 1990 were nearly 3.5 million metric tons, roughly the equivalent of a coal fired power plant or 680,000 passenger cars. Most of these emissions were released as a result of generation of electricity used to move water through the State Water Project (SWP), which DWR owns and operates. Since 1990, DWR’s GHG emissions have fluctuated due to hydrologic conditions, water demands, and energy resources. DWR GHG emissions peaked in 2003 at over 4.1 million metric tons per year. This Plan shows how DWR will make substantial reductions in its GHG emissions in the near-term (present to 2020) and how it will continue to reduce emissions beyond 2020 to achieve its long-term (2050) GHG emissions reduction goals.

Climate change impacts have been widely documented globally, across the nation, and within the state. Loss of snowpack; longer, more frequent heat waves; and longer, more intense wildfire seasons are already being experienced in California. While uncertainties remain about the exact timing and extent of projected impacts, numerous climate-driven hazards represent a clear threat to Department of Water Resources (DWR) facilities, managed lands, operations, and staff activities. By conducting this department-wide vulnerability assessment, DWR seeks to better prepare its decision-making for an uncertain future.  This climate change vulnerability assessment (VA) provides the first evaluation of its kind for facilities owned and operated by DWR and the activities that DWR performs. This analysis draws from the extensive body of knowledge about climate change and attempts to evaluate, describe, and quantify — where possible — DWR’s vulnerabilities to expected increases in wildfire, extreme heat, and sea-level rise, as well as to changes in hydrology and ecosystems that will impact DWR’s facilities, operations, and other activities. Table ES-1 presents examples of vulnerabilities identified in this assessment and summarizes quantitative indicators of climate change risk.  Using a mid-century time horizon, climate-change-driven hazards assessed in this VA are presented under six categories: wildfire, extreme heat, sea-level rise, long-term persistent hydrologic changes, short-term extreme hydrologic events, and habitat and ecosystem services degradation. This assessment applies a common framework to examine vulnerability through three components of how DWR’s assets and operations could be exposed to future climate hazards, how these assets and operations are sensitive (or susceptible) to impacts of this exposure, and the capacity of these assets and operations to cope with or adapt to changing conditions or events.
