The Small Tributaries Loading Strategy (STLS) (SFEI, 2009) is a collaboration between the RMP, the Water Board, and Bay Area stormwater programs to address information needs associated with improving understanding about the sources, pathways, loads, trends, and management opportunities in relation to watershed-derived pollutants of concern (POCs). Elements contained in this Strategy may be conducted via RMP collaborative efforts, or independently by the Water Board or Bay Area stormwater programs outside of, but in coordination with the RMP. The current priority POCs are mercury (Hg) and polychlorinated biphenyls (PCBs), for which there are identified impairments and cleanup plans in place. The San Francisco Bay Hg and PCBs total maximum daily loads (TMDLs) reports (SFRWQCB, 2006; SFRWQCB, 2007) call for a reduction in tributary loads by 50% and 90%, respectively. In response, from 2010-2015, during the first term of the Municipal Regional Stormwater Permit (MRP 1.0) (SFRWQCB, 2009; 2011), a number of pilot efforts were initiated, focusing mainly on PCBs, to better understand the potential cost-effectiveness for a range of management options and the level of opportunity (the number of polluted sites or the amount of mass associated with polluted sites, property ownership and other factors). During the second term of the MRP (MRP 2.0) (SFRWQCB, 2015), efforts have been made to move from pilot testing to a greater amount of focused implementation. All of these past, current, and future efforts also aim to address (but at a lesser level) multiple benefits for other POCs including current-use pesticides and emerging contaminants, for which there is interest in monitoring the potential for biological impact. These are lower priority at the present, but in the longer term, the STLS Trends Strategy could address these and other POCs in a more focused manner.

Yet this dream comes with the growing pressures of our susceptibility to the impacts of climate change and aging infrastructure. We are all deeply aware that it is a question of when, not if Los Angeles will face the next Big One—whether it’s an earthquake, flood, heatwave, fire, or other disaster with long-term impacts. While we have made great strides over the past 25 years, it’s time to do more—to strengthen and create new partnerships, to change the way our government collaborates and to empower and secure our communities—so that we can work together to make L.A. a global model of resilience. It is about directly addressing those underlying daily stresses—such as poverty, financial security, and affordable housing—and ensuring that all Angelenos feel safe and secure in their daily lives. It also means bringing neighbors together to strengthen our collective resources and social bonds and innovating creative solutions along the way.

The Laguna de Santa Rosa, located in the Russian River watershed in Sonoma County, CA, is an expansive freshwater wetland complex that hosts a rich diversity of plant and wildlife species, many of which are federally or state listed as threatened, endangered, or species of special concern. The Laguna is also home to a thriving agricultural community that depends on the land for its livelihood. Since the mid-19th century, development within the Laguna and its surrounding watershed have had a considerable impact on the landscape, affecting both wildlife and people. Compared to predevelopment conditions, the Laguna currently experiences increased stormwater runoff and flooding, increased delivery and accumulation of fine sediment and nutrients, spread of problematic invasive species, and decreased habitat for native fish and wildlife species. Predicted changes in future precipitation patterns and summertime air temperatures, combined with expanding development pressure, could exacerbate these problems. People who manage land and regulate land management decisions in and around the Laguna, including landowners; federal, state, and local agencies; and local stakeholders, are seeking a long-term management approach for the Laguna that improves conditions for the wildlife and people that call the Laguna home. The California Department of Fish and Wildlife and Sonoma Water funded the Laguna-Mark West Creek Watershed Master Restoration Planning Project to develop such a management approach, focusing on the need to identify restoration and management actions that enhance desired ecological functions of the Laguna, while also supporting the area’s agriculture and its local residents.

Sustainable Urban Drainage Systems (SuDS) are known to help mitigate flooding whilst simultaneously delivering other positive outcomes, such as the provision of environmental, economic, educational, and business benefits. Despite this, there has been a relatively low uptake of SuDS in new developments and even less of an uptake in the opportunities for retrofitting SuDS in existing buildings. A major barrier to uptake has been a lack of understanding regarding the value of the benefits provided by SuDS. This study presents an appraisal of the costs and benefits derived from the retrofitting of SuDS in existing buildings and reveals some of the key decision-making considerations during the design and installation of such schemes. A qualitative research approach that included a number of case studies of successfully retrofitted SuDS schemes within public buildings was conducted. A novel feature of the research was the use of the Willingness to Pay (WTP) approach to value the tangible and intangible benefits provided by the various schemes from the perspectives of the property owners. The findings revealed that the retrofit provided a net value to the client of over £100,000 over 10 years, a mean CBA ratio of 5.3/10, and a return on investment (ROI) that would be achieved in less than 3 years. The importance of stakeholder engagement during the decision-making process was highlighted in helping to overcome many of the design, installation, and maintenance challenges. The findings demonstrate a significant ROI for these SuDs retrofit schemes and highlight useful approaches to overcoming the barriers in valuing the importance of the intangible benefits. In supporting the uptake of the retrofitting of SuDS, it is recommended that these benefits are given full consideration by property owners, urban planners, and architects during the design of retrofit schemes and throughout the decision-making stage.

We live in a water-scarce area, and forces outside of our control can threaten our local water resources, including lakes, rivers and beaches. LA County residents rely heavily on imported water from the Sierra Mountains, the Central Valley and even from states as far away as Colorado. Climate change is causing more and more extreme weather conditions, making these remote sources more unreliable . The impacts of the recent five-year drought were widely felt here. Rainfall is an essential, local source of LA’s water . Rain runs through local rivers, creeks and streams and can be absorbed underground, replenishing groundwater, which is a local source of drinking water. However, because so much of our region is paved over, when we do experience heavy rain, too much of that precious water is lost to the ocean before we can capture it for use. Our local water resources are also threatened by toxins and pollution as stormwater runs through streets and over-paved areas into our rivers, creeks and streams. Pollution flows onto our beaches and into the ocean, posing a public health risk and harming marine life.

The goal of RMP PCB special studies over the next few years is to inform the review and possible revision of the PCB TMDL and the reissuance of the Municipal Regional Permit for Stormwater, both of which are tentatively scheduled to occur in 2020. Conceptual model development for a set of four representative priority margin units will provide a foundation for establishing an effective and efficient monitoring plan to track responses to load reductions, and will also help guide planning of management actions. The Emeryville Crescent was the first PMU to be studied in 2015-2016. The San Leandro Bay PMU is second (2016-2017), Steinberger Slough in San Carlos is third (2017), and Richmond Harbor will be fourth (2018). The conceptual model reports for these four PMUs will be developed and presented using a consistent framework, and will build on each other to form an integrated assessment of these four areas. The lessons learned from these analyses will also be more generally applicable to similar contaminated sites on the margins of the Bay. This document is a data report on field studies to support development of a conceptual model for San Leandro Bay.

Shifting Baselines in a California Oak Savanna: Nineteenth Century Data to Inform Restoration Scenarios

For centuries humans have reduced and transformed Mediterranean‐climate oak woodland and savanna ecosystems, making it difficult to establish credible baselines for ecosystem structure and composition that can guide ecological restoration efforts. We combined historical data sources, with particular attention to mid‐1800s General Land Office witness tree records and maps and twentieth century air photos, to reconstruct 150 years of decline in extent and stand density of Valley oak (Quercus lobata Neé) woodlands and savannas in the Santa Clara Valley of central coastal California. Nineteenth century Valley oak woodlands here were far more extensive and densely stocked than early twentieth century air photos would suggest, although reconstructed basal areas (7.5 m2/ha) and densities (48.9 trees/ha) were not outside the modern range reported for this ecosystem type. Tree densities and size distribution varied across the landscape in relation to soil and topography, and trees in open savannas were systematically larger than those in denser woodlands. For the largest woodland stand, we estimated a 99% decline in population from the mid‐1800s to the 1930s. Although most of the study area is now intensely developed, Valley oaks could be reintroduced in urban and residential areas as well as in surrounding rangelands at densities comparable to the native oak woodlands and savannas, thereby restoring aspects of ecologically and culturally significant ecosystems, including wildlife habitat and genetic connectivity within the landscape.

With RMP funding allocated in 2017 and 2018, a pilot study was completed using a subset of data from watersheds in San Mateo and Santa Clara Counties to build new methods for organizing and analyzing the existing stormwater reconnaissance data that will provide further evidence to support decisions about which watersheds may be of interest for prioritized management focus. The pilot study resulted in two new analysis methodologies outlined in two companion reports: Davis, J.A. and Gilbreath, A.N., 2019. Watershed yields (mass exported per unit watershed area) can be used as an indicator variable to help identify watersheds or source areas of higher management interest in relation to mass loads that impact the Bay. When prioritization includes an analysis of uncertainty, a recommendation can also be made for priority investigations necessary to reduce uncertainties. A method is presented for generating comparable yield estimates for small industrial watersheds where only a single storm has been sampled and for which a watershed boundary has been generated. The method generates standardized storm-based yields for each sampled site for a 0.5-year annual return frequency storm with 2-hour peak rainfall intensity. No attempt has been made to estimate annual average yields (the metric upon which the TMDL was based).
