In January 2020, the Kern River Groundwater Sustainability Agency (KRGSA) submitted the original KRGSA Groundwater Sustainability Plan (GSP) to the Department of Water Resources (DWR) in compliance with the Sustainable Groundwater Management Act (SGMA). The KRGSA GSP was one of five GSPs that were submitted through a Coordination Agreement to collectively cover the entire Kern County Subbasin. In January 2022, DWR sent a letter to the Kern County Subbasin GSAs that provided an evaluation of the Subbasin GPSs and determined that the GSPs were collectively “incomplete” in meeting all SGMA requirements (Determination Letter). DWR noted three separate deficiencies in the collective GSPs and provided Corrective Actions to address the deficiencies. This Amended KRGSA GSP has been prepared to supplement the original 2020 KRGSA GSP in response to DWR comments. This Flood Control System Status Report (FCSSR) describes the current status (physical condition) of SPFC facilities at a systemwide level. DWR prepared the FCSSR to meet the legislative requirements of California Water Code Section 9120, and to contribute to development of the Central Valley Flood Protection Plan (CVFPP). The CVFPP will guide future State investments through projects to address identified problems in the SPFC. The FCSSR is primarily intended to present information on the physical condition of SPFC facilities, and to help guide future inspection, evaluation, reconstruction, and improvement of the facilities. Information contained in the FCSSR should not be used to predict how a levee orassociated facilities may perform in a specific flood event. More detailed information (such as additional geotechnical explorations and analyses at a greater frequency) would be necessary to meet other purposes, such as assessing whether a levee could be certified under Federal Emergency Management Agency (FEMA) standards to provide base flood protection under the National Flood Insurance Program.

California Water Code Section 10004.6 requires the California Department of Water Resources (DWR) to quantify current and future water conditions in the state. This information is published in the California Water Plan (Water Plan), which is updated every five years. Water managers and planners constantly face the challenges of planning for an uncertain future where the only constant is change. To address the potential future changes and mitigate the probable risks, water managers must consider and quantify uncertainties and their impacts on water system vulnerability. Although it is not possible to know for certain how population growth, land use decisions, climate, and other factors change over time, water planners must consider these system stressors in long-term planning to evaluate future risks and uncertainty. The Water Plan evaluates many alternative future scenarios as an integral part of its analytical approach to quantify system vulnerability under a range of population and urban growth scenarios, land use, and climate uncertainties.

This paper documents a reversal in the groundwater salinity depth gradient in the North Coles Levee Oil Field in the San Joaquin Valley, California. Salinity, measured in mg/L, was mapped with water quality data from groundwater and oil and gas wells and salinity estimated from oil and gas well borehole geophysical logs using Archie's equation. The resulting three-dimensional salinity volume shows groundwater salinity increasing with depth through the Tulare and San Joaquin Formations to about 50,000 mg/L at 1100 m depth, then decreasing to 10,000–31,000 mg/L in the Etchegoin Formation at 1400 m depth. The high salinity zone occurs near the base of the San Joaquin Formation in sand lenses in shales that have been interpreted as representing a mudflat environment. The groundwater and produced water geochemistry show formation waters lie on the seawater dilution line, indicating the salinity structure is largely the result of dilution or evaporation of seawater and not due to water–rock interactions. Instead, changing depositional environments linked to decreasing sea level may be responsible for variably saline water at or near the time of deposition, leading to a salinity reversal preserved in connate waters. The steepness of the salinity reversal varies laterally, possibly due to post-depositional freshwater recharge allowed by thick sands, alternatively, by a change in connate water composition due to a lateral facies change present at the time of deposition. These results illustrate geologic and paleogeographic processes that drive the vertical salinity structure of groundwater in shallow alluvial basins.
