In 2014, the California legislature enacted the Sustainable Groundwater Management Act (SGMA) in response to continued overdraft of California’s groundwater resources. The Eastern San Joaquin Groundwater Subbasin (Eastern San Joaquin Subbasin, or Subbasin) is one of 21 basins and subbasins identified by the California Department of Water Resources (DWR) as being in a state of critical overdraft. SGMA requires preparation of a Groundwater Sustainability Plan (GSP) to address measures necessary to attain sustainable conditions in the Subbasin. Within the framework of SGMA, sustainability is generally defined as long-term reliability of the groundwater supply and the absence of undesirable results. The Eastern San Joaquin Groundwater Authority (ESJGWA) was formed in 2017 in response to SGMA. A Joint Exercise of Powers Agreement establishes the ESJGWA, which is composed of 16 Groundwater Sustainability Agencies (GSAs): Central Delta Water Agency (CDWA), Central San Joaquin Water Conservation District (CSJWCD), City of Lodi, City of Manteca, City of Stockton, Eastside San Joaquin GSA (Eastside GSA) (composed of Calaveras County Water District [CCWD], Stanislaus County, and Rock Creek Water District), Linden County Water District (LCWD), Lockeford Community Services District (LCSD), North San Joaquin Water Conservation District (NSJWCD), Oakdale Irrigation District (OID), San Joaquin County No. 1, San Joaquin County No. 2 (with participation from California Water Service Company Stockton District [Cal Water]), South Delta Water Agency (SDWA), South San Joaquin GSA (composed of South San Joaquin Irrigation District [SSJID] including Woodward Reservoir, City of Ripon, and City of Escalon), Stockton East Water District (SEWD), and Woodbridge Irrigation District (WID). The ESJGWA is governed by a 16-member Board of Directors (ESJGWA Board), with one representative from each GSA. The Board is guided by an Advisory Committee, also with one representative from each GSA, that is tasked with making recommendations to the ESJGWA Board on technical and substantive matters. SGMA requires development of a GSP that achieves groundwater sustainability in the Subbasin by 2040. The GSP outlines the need to reduce overdraft conditions and has identified 23 projects for potential development that either replace groundwater use (offset) or supplement groundwater supplies (recharge) to meet current and future water demands. Although current analysis indicates that groundwater pumping offsets and/or recharge on the order of 78,000 acre-feet per year (AF/year) may be required to achieve sustainability, additional efforts are needed to confirm the level of pumping offsets and/or recharge required to achieve sustainability. These efforts include collecting additional data and a review of the Subbasin groundwater model, along with other efforts as outlined in the GSP. A Public Draft GSP was prepared and made available for public review and comment on July 10, 2019 for a period of 45 days ending on August 25, 2019. The ESJGWA received numerous comments from the public, reviewed and prepared responses to comments, and revised the Draft GSP. This Final GSP includes those edits and revisions. Comment letters and responses are included as appendices to the GSP.

Comment letters and responses are included as appendices to the GSP. On November 18, 2021, the ESJGWA received a Consultation Initiation Letter (Letter) from DWR. The Letter identified two potential deficiencies in the Subbasin GSPs which may preclude DWR’s approval, as well as potential corrective actions to address each potential deficiency. The Letter initiated consultation between DWR, the Plan Manager, the ESJGWA, and the Subbasin’s GSAs. In response to DWR’s comments, this GSP was revised in June 2022. DWR comments have also been addressed in a series of four technical memoranda appended to this revised GSP and referenced throughout the document. The 2014 California Sustainable Groundwater Management Act (SGMA) requires that medium- and high-priority groundwater basins and subbasins develop Groundwater Sustainability Plans (GSPs) that outline how groundwater sustainably will be achieved in 20 years, and then maintained for an additional 30 years. This GSP fulfills that requirement for the Salinas Valley—Eastside Aquifer Subbasin (Subbasin), which is designated by the DWR as a medium priority groundwater subbasin. Plan approved by DWR 4/27/23.

In 2015, Humboldt County received a planning grant from DWR for technical studies and planning which led to the submission in December 2016 of a Groundwater Sustainability Plan (GSP) Alternative, a streamlined version of a GSP. The GSP Alternative was disapproved by DWR in 2019 primarily because objective management criteria had not been established for 10 years; a quantitative estimate of sustainable yield was not developed; and the GSP Alternative did not quantify the impacts of groundwater use on surface water systems and determine at what point they are significant and unreasonable. As a result of the GSP Alternative being disapproved, formation of a Groundwater Sustainability Agency (GSA) was required and development of a full GSP was required by January 31, 2022. Effects of Groundwater Pumping on Agricultural Drains in the Tule Lake Subbasin, Oregon and California

Since 2001, irrigators in the upper Klamath Basin have increasingly turned to groundwater to compensate for reductions in surface-water allocation caused by shifts from irrigation use to instream flows for Endangered Species Act listed fishes. The largest increase in groundwater pumping has been in and around the Bureau of Reclamation’s Klamath Irrigation Project, which includes the Tule Lake subbasin in the southern part of the upper Klamath Basin. Agricultural drains on the Klamath Project are an important source of water for downstream irrigators and for the Tule Lake and Lower Klamath Lake National Wildlife Refuges. U.S. Geological Survey regional groundwater-flow model simulations and records of irrigation-return flow pumped from the Tule Lake subbasin into the adjacent Lower Klamath Lake subbasin have indicated that water-level declines from pumping may be causing decreased flow of shallow groundwater to agricultural drains. To better define the effect of increased pumping on drain flow and on the water balance of the groundwater system, the annual water volume pumped from drains in three subareas of the Tule Lake subbasin was estimated and a fine-grid, local groundwater model of the Tule Lake subbasin was constructed. Results of the agricultural-drain flow analysis indicate that groundwater discharge to drains has decreased such that flows in 2012 were approximately 32,400 acre-ft less than the 1997–2000 average flow. This decrease was concentrated in the northern and southeastern parts of the subbasin, which corresponds with the areas of greatest groundwater pumping. Model simulation results of the Tule Lake subbasin groundwater model indicate that increased supplemental pumping is the dominant stress to the groundwater system in the subbasin. Simulated supplemental pumping and decreased recharge from irrigation between 2000 and 2010 totaled 323,573 acre-ft, 234,800 acre-ft (73 percent) of which was from supplemental pumping. The response of the groundwater system to this change in stress included about 180,500 acre-ft (56 percent) of decreased groundwater discharge to drains and a 126,000 acre-ft (39 percent) reduction in aquifer storage. The remaining 5 percent came from reduced groundwater flow to other model boundaries, including the Lost River, the Tule Lake sumps, and interbasin flow.

We use electrical resistivity tomography to obtain a 6.8‐km electrical resistivity image to a depth of approximately 150 m.b.s.l. along the coast of Monterey Bay. The resulting image is used to determine the subsurface distribution of saltwater‐ and freshwater‐saturated sediments and the geologic controls on fluid distributions in the region. Data acquisition took place over two field seasons in 2011 and 2012. To maximize our ability to image both vertical and horizontal variations in the subsurface, a combination of dipole–dipole, Wenner, Wenner‐gamma, and gradient measurements were made, resulting in a large final dataset of approximately 139,000 data points. The resulting resistivity section extends to a depth of 150 m.b.s.l., and is used, in conjunction with the gamma logs from four coastal monitoring wells to identify four dominant lithologic units. From these data, we are able to infer the existence of a contiguous clay layer in the southern portion of our transect, which prevents downward migration of the saltwater observed in the upper 25 m of the subsurface to the underlying freshwater aquifer. The saltwater and brackish water in the northern portion of the transect introduce the potential for seawater intrusion into the hydraulically connected freshwater aquifer to the south, not just from the ocean, but also laterally from north to south.

Increased flows in the San Joaquin River, part of the San Joaquin River Restoration Program, are designed to help restore fish populations. However, increased seepage losses could result from these higher restoration flows, which could exacerbate existing drainage problems in neighboring agricultural lands and potentially damage crops. Channel deposits of abandoned river meanders that are hydraulically connected to the river could act as seepage conduits, allowing rapid and widespread water-table rise during restoration flows. There is a need to identify the geometry and properties of these channel deposits to assess their role in potential increased seepage effects and to evaluate management alternatives for reducing seepage. Electrical and electromagnetic surface geophysical methods have provided a reliable proxy for lithology in studies of fluvial and hyporheic systems where a sufficient electrical contrast exists between deposits of differing grain size. In this study, direct-current (DC) resistivity was used to measure subsurface resistivity to identify channel deposits and to map their subsurface geometry. The efficacy of this method was assessed by using DC resistivity surveys collected along a short reach of the San Joaquin River in Merced County, California, during the summers of 2012 and 2013, in conjunction with borings and associated measurements from a hydraulic profiling tool. Modeled DC resistivity data corresponded with data from analyses of core samples, hand-auger samples, a hydraulic profiling tool, and aerial photographs, confirming that DC resistivity was effective for differentiating between silty and sandy deposits in this setting. Modeled DC resistivity data provided detailed two-dimensional cross-sectional resistivity profiles to a depth of about 20 meters. The distribution of high-resistivity units in these profiles was used as a proxy for identifying areas of high hydraulic conductivity. Estimates of the cross-sectional area of channel deposits from DC resistivity pseudosections can provide critical input for groundwater-flow models designed to simulate river seepage and evaluate seepage-management alternatives.
