Humans are primary drivers of environmental contamination worldwide, including in drinking-water resources. In the United States (US), federal and state agencies regulate and monitor public-supply drinking water while private-supply monitoring is rare; the current lack of directly comparable information on contaminant-mixture exposures and risks between private- and public-supplies undermines tapwater (TW) consumer decision-making. Methods: We compared private- and public-supply residential point-of-use TW at Cape Cod, Massachusetts, where both supplies share the same groundwater source. TW from 10 private- and 10 public-supply homes was analyzed for 487 organic, 38 inorganic, 8 microbial indicators, and 3 in vitro bioactivities. Concentrations were compared to existing protective health-based benchmarks, and aggregated Hazard Indices (HI) of regulated and unregulated TW contaminants were calculated along with ratios of in vitro exposure-activity cutoffs. Results: Seventy organic and 28 inorganic constituents were detected in TW. Median detections were comparable, but median cumulative concentrations were substantially higher in public supply due to 6 chlorine–disinfected samples characterized by disinfection byproducts and corresponding lower heterotrophic plate counts. Public-supply applicable maximum contaminant (nitrate) and treatment action (lead and copper) levels were exceeded in private-supply TW samples only. Exceedances of health-based HI screening levels of concern were common to both TW supplies. Discussion: These Cape Cod results indicate comparable cumulative human-health concerns from contaminant exposures in private- and public-supply TW in a shared source-water setting. Importantly, although this study’s analytical coverage exceeds that currently feasible for water purveyors or homeowners, it nevertheless is a substantial underestimation of the full breadth of contaminant mixtures documented in the environment and potentially present in drinking water. Conclusion: Regardless of the supply, increased public engagement in source-water protection and drinking-water treatment, including consumer point-of-use treatment, is warranted to reduce risks associated with long-term TW contaminant exposures, especially in vulnerable populations.

We observed significant regional variability in contaminant concentrations across the US. ZCTAs were most likely to exceed the maximum contaminant level for arsenic (n = 100, 1.4%) and the health-protective threshold for total trihalomethanes (n = 3584, 64.0%). A 10% higher proportion of residents who were American Indian/Alaskan Native and Hispanic/Latino was associated with higher arsenic (11%, 95% CI: 7%, 15%; and 2%, 95% CI: 0%, 3%, respectively) and uranium (15%, 95% CI: 10%, 21%; and 9%, 95% CI: 6%, 12%, respectively) concentrations.

More than 2 million Californians rely on groundwater from privately owned domestic wells for drinking-water supply. This report summarizes a water-quality survey of domestic and small-system drinking-water supply wells in the eastern Sacramento Valley and adjacent foothills where more than 25,000 residents are estimated to use privately owned domestic wells. Study results show that inorganic and organic constituents in groundwater were present above regulatory (maximum contaminant level, MCL) benchmarks for public drinking-water quality in 8 and 3 percent, respectively, of the aquifer area used for domestic drinking-water supply. The only inorganic constituent detected above regulatory benchmarks was arsenic. The only organic constituent exceeding regulatory benchmarks was the fumigant 1,2,3-trichloropropane (1,2,3-TCP). Three additional organic constituents— the disinfection by-product chloroform, the gasoline oxygenate methyl tert-butyl ether (MTBE), and the solvent tetrachloroethene (PCE)—were detected at low concentrations below one-tenth of regulatory benchmarks in 34, 10, and 10 percent of domestic groundwater resources, respectively. Total dissolved solids (TDS), iron, and manganese exceeded non-regulatory aesthetic guidelines for drinking water in 5, 10, and 26 percent of domestic groundwater resources, respectively. Per- and polyfluoroalkyl substances (PFASs) were detected in 29 percent of domestic groundwater resources, with 5 percent exceeding the recently enacted (April 2024) U.S. Environmental Protection Agency MCLs. Total coliform and enterococci bacteria were detected in 13 and 8 percent of domestic groundwater resources, respectively. Redox sensitive constituents in this study included arsenic, manganese, nitrate, and iron. In the lower elevation portions of the eastern Sacramento Valley study area, reducing conditions in groundwater aquifers promote elevated arsenic, iron, and manganese, and conversely lower concentrations of nitrate. The presence of the volatile organic compound (VOC) 1,2,3-TCP was related to its past history in select agricultural land uses (on orchards or vineyards) in the Sacramento Valley; however, unlike in the San Joaquin Valley where orchards and vineyards are more common, its detection frequency was low (only detected in one well in this study). Chloroform was frequently detected in this study at low levels. Chloroform is a disinfection byproduct commonly found in domestic wells treated by shock chlorination. The solvent PCE is among the most frequently detected VOCs in groundwater, which is primarily related to its long history of use and its persistence in groundwater in oxic conditions. The gasoline oxygenate MTBE was a contaminant introduced to groundwater through atmospheric exchange when it was used as a fuel additive to decrease smog inducing emissions from vehicles. Its occurrence in groundwater at low levels is expected and makes it a potentially useful tracer of relatively recent recharge water being withdrawn from wells. The PFASs are anthropogenic chemicals with hundreds of uses, and they have been incorporated into many different products, processes, and applications worldwide. Like MTBE, the occurrence of PFASs in groundwater may be in part due to atmospheric exchange, but there are several other pathways that contribute PFASs to the environment.

To protect this vital resource, the State of California created the Groundwater Ambient Monitoring and Assessment (GAMA) Program. The Priority Basin Project (PBP) of the GAMA Program provides a comprehensive assessment of the State’s groundwater quality and provides increased public access to groundwater-quality information. Private domestic and small-system drinking-water wells in the Northern San Joaquin Valley (NSJV) were the target for this assessment. These wells tend to pump water from shallower parts of alluvial aquifers compared to deeper, long-screened public-supply wells in the region.

This report is one of a series of publications, The Quality of Our Nation’s Waters, which describes major findings of the NAWQA Program on water-quality issues of regional and national concern. This report presents a national assessment of the quality of water in private domestic wells based on samples from about 2,100 wells located in 48 states and tapping 30 regional aquifers used for water supply. Compared to previous investigations of domestic well water quality, “Quality of Water from Domestic Wells in Principal Aquifers of the United States, 1991–2004 —Overview of Major Findings” greatly expands the number of contaminants assessed in domestic wells and improves geographic coverage of wells sampled. More than 43 million people—about 15 percent of the U.S. population—rely on domestic wells as their source of drinking water (Hutson and others, 2004). The quality and safety of water from domestic wells, also known as private wells, are not regulated by the Federal Safe Drinking Water Act or, in most cases, by state laws. Rather, individual homeowners are responsible for maintaining their domestic well systems and for monitoring water quality. The lack of regular monitoring of domestic wells makes periodic assessments at national, regional, and local scales important sources of information about this key source of drinking water. This study from the National Water-Quality Assessment (NAWQA) Program of the U.S. Geological Survey (USGS) assesses water-quality conditions for about 2,100 domestic wells. The sampled wells are located in 48 states and in parts of 30 regionally extensive aquifers used for water supply in the United States. As many as 219 properties and contaminants, including pH, major ions, nutrients, trace elements, radon, pesticides, and volatile organic compounds (VOCs), were measured. Fecal indicator bacteria and additional radionuclides were analyzed for a smaller number of wells. The large number of contaminants assessed and the broad geographic coverage of the present study provides a foundation for an improved understanding of the quality of water from the major aquifers tapped by domestic supply wells in the United States.

In this study by the National Water-Quality Assessment (NAWQA) Program of the U.S. Geological Survey (USGS), chemical water-quality conditions were assessed in source (untreated) groundwater from 932 public-supply wells, hereafter referred to as public wells, and in source and finished water from a subset of 94 wells. The public wells are located in selected parts of 41 states and withdraw water from parts of 30 regionally extensive water-supply aquifers, which constitute about one-half of the principal aquifers in the United States. Although the wells sampled in this study represent less than 1 percent of all groundwater-supplied public water systems in the United States, they are widely distributed nationally and were randomly selected within the sampled hydrogeologic settings to represent typical aquifer conditions. All source-water samples were collected prior to any treatment or blending that potentially could alter contaminant concentrations. As a result, the sampled groundwater represents the quality of the source water and not necessarily the quality of finished water ingested by the people served by these public wells.
