The premise of this paper is that co-funding with existing and emerging funding mechanisms can help corporations tackle more complex problems at more meaningful scales in the Colorado River Basin and beyond. Corporations often have more flexibility than other funders, particularly federal and state agencies, in deciding how to spend their water stewardship budgets. This flexibility is an important asset, allowing funding to be deployed strategically. This white paper defines innovative co-funding as the intentional and focused use of corporate water stewardship funding alongside other funders and funding sources in new ways that expand the impact of corporate spending.

This report assesses the potential to improve water quality standards while integrating complementary One Water Management practices that can increase potential local water supplies for the City of Los Angeles (the City).  This final report summarizes the current practices and future opportunities at the City-owned Water Reclamation Plants and underlying groundwater basins and highlights the importance of considering all aspects of integrated water management even when dealing with water quality or supply-focused projects. Implementing watershed-scale best management practice programs to meet stormwater permit requirements will significantly improve water quality in all watersheds.  However, additional mechanisms such as increasing Low Impact Development implementation and comprehensive source tracking and source control mechanisms will be required to potentially eliminate water quality exceedances.  There are multiple efforts occurring in the City and the region to increase the recharge of recycled water into the ground and the volumes of remediated groundwater extracted. This research further assessed the impacts of potential water supply portfolios, with greater volumes of locally-supplied water, on GHG emissions and energy needs of supplying LA’s water.  Conservation will be another powerful tool to decrease our dependence on imported water.  This research demonstrates the complex interrelationships between all aspects of urban water management, including, for example, stormwater management and local water supply.

Do customers who have recycled water irrigate differently than if they have potable water? How does water use change during drought and under different policy regimes? Is neighborhood affluence related to conservation behavior by nonresidential irrigation customers? These questions are all important for water managers planning how much water they need when and where, in the present and in the future. In this paper, we statistically investigated and modeled water use in a case study service area to examine how water demand for nonresidential large landscapes changed during a historic drought. The findings of this paper can help water managers understand urban water use behavior, which is useful for supply planning, targeting conservation efforts, and optimizing infrastructure investment.

Over the next 25 years, outdoor water use will be a major factor in escalating water demand in California. The demand will be aggravated by the dominant land-use pattern in inland areas: single-family homes with lush lawns. Without efforts aimed specifically at reducing outdoor urban water use, the demand will pose significant financial and environmental challenges for California. In this issue of CEP, the authors analyze population growth and housing trends in the state’s major climactic regions, estimate residential lot and yard sizes, and examine the water needs of cool-season turf grass lawns. They also evaluate several outdoor water conservation programs.

California’s 5-year drought has ended, even as its aftermath lingers. From 2012–2016 much or all of California was under severe drought conditions, with greatly diminished precipitation, snowpack, and streamflow and higher temperatures. Water shortages to forests, aquatic ecosystems, hydroelectric power plants, rural drinking water supplies, agriculture, and cities caused billions of dollars in economic losses, killed millions of forest trees, brought several fish species closer to extinction, and caused inconvenience and some expense to millions of households and businesses. The drought also brought innovations and improvements in water management, some of which will better prepare California for future droughts. This paper summarizes the magnitude and impacts of the 2012–2016 California drought. The paper then reviews innovations arising from the drought in the larger historical context of water management in California. Lessons for California and for modern drought management are then discussed. Droughts in modern, well-managed water systems serving globalized economies need not be economically catastrophic, but will always have impacts and challenges, particularly for native ecosystems. In California and every other water system, droughts usefully expose weaknesses and inadequate preparation in water management. In this regard for California, managers of ecosystems and small rural water supplies had the most to learn.
