Snowpack provides the majority of predictive information for water supply forecasts (WSFs) in snow-dominated basins across the western United States. Drought conditions typically accompany decreased snowpack and lowered runoff efficiency, negatively impacting WSFs. Here, we investigate the relationship between snow water equivalent (SWE) and April–July streamflow volume (AMJJ-V) during drought in small headwater catchments, using observations from 31 USGS streamflow gauges and 54 SNOTEL stations. A linear regression approach is used to evaluate forecast skill under different historical climatologies used for model fitting, as well as with different forecast dates. Experiments are constructed in which extreme hydrological drought years are withheld from model training, that is, years with AMJJ-V below the 15th percentile. Subsets of the remaining years are used for model fitting to understand how the climatology of different training subsets impacts forecasts of extreme drought years. We generally report overprediction in drought years. However, training the forecast model on drier years, that is, below-median years (P15, P57.5], minimizes residuals by an average of 10%in drought year forecasts, relative to a baseline case, with the highest median skill obtained in mid- to late April for colder regions. We report similar findings using a modified National Resources Conservation Service (NRCS) procedure in nine large Upper Colorado River basin (UCRB) basins, highlighting the importance of the snowpack–streamflow relationship in streamflow predictability. We propose an “adaptive sampling” approach of dynamically selecting training years based on antecedent SWE conditions, showing error reductions of up to 20% in historical drought years relative to the period of record. These alternate training protocols provide opportunities for addressing the challenges of future drought risk to water supply planning.

Demand for freshwater surpasses the amount naturally available in some areas of the United States. The agriculture sector competes for this limited resource, and withdraws and consumes the most freshwater of any user in the nation. GAO was asked to conduct a technology assessment around agricultural water use. This report provides an overview of irrigation technologies and on-farm water conservation practices, factors influencing the adoption of these technologies, and implications of their use for water scarcity. In conducting this assessment, GAO reviewed scientific literature; convened an expert meeting with the assistance of the National Academies; visited farmers, academics, and industry representatives; interviewed officials from federal agencies; modeled water use in an illustrative watershed; and performed a regression analysis on U.S. Department of Agriculture irrigation, crop, and technology data. GAO describes two policy options that federal policymakers could consider relating to irrigation technology and discusses their benefits and challenges.

Character of the Country: The western or Pacific slope of the Sierra Nevada or coast range of mountains in California is very abrupt, the crests of the range being so near that the snow is visible from the coast during the whole year. Hundreds of streams cross this narrow country, falling either direct into the Pacific Ocean or into the great basin formed by the Sacramento and San Joaquin rivers. These two rivers. the largest in California, run in opposite directions nearly parallel with the coast and meet at the Bay of San Francisco forming ac ontinuous valley 400 miles long and from 50 to 100 miles wide. The small streams for the most part are fed by melting snow in the summer; and every gulch or canon has its rivulet or brook. They increase in volume until they pass into or through the hills at the foot of the mountain range; and there, unless of considerable size, they may wholly disappear in summer by percolation through the silt or by evaporation. Streams exposed to the torrid air which in summer sweeps across the sand deserts of Southern California are dried up with wonderful rapidity. The evaporation from Salt Lake, exposed to the same dry wind, is sometimes equal to half an inch per day. or 64 million tons of water. Not withstanding this great loss by evaporation, the quantity of water falling into the ocean on the coast of California has been estimated at 100 million cubic feet or 2 3/4 million tons per minute, enough, if distributed properly, to irrigate 25,000 square miles.

California has experienced severe drought in 2012–2014 (which appears to be continuing into 2015), with especially low winter precipitation and mountain snowpack in winter 2013–2014. However, the extent to which climate change is implicated in the drought, if at all, is not clear. By applying modeling and statistical approaches, we construct a historical record of California snowpack, runoff, and other hydrological variables of almost 100 years in length and use the reconstructed records to analyze climate trends in the Sierra Nevada and their impact on extreme drought events in the historic record. We confirm a general warming trend and associated decreasing trends in spring snowpack and runoff. We find that the warming may have slightly exacerbated some extreme events (including the 2013–2014 drought and the 1976–1977 drought of record), but the effect is modest; instead, these drought events are mainly the result of variability in precipitation.

The Kaweah Subbasin is managed by three GSAs: East Kaweah GSA, Greater Kaweah GSA, and Mid-Kaweah GSA (collectively, the Kaweah GSAs or GSAs). Each GSA wrote their own GSP, East Kaweah GSP (EKGSP), Greater Kaweah GSP (GKGSP), and Mid-Kaweah GSP (MKGSP). The three GSPs are tied together by a coordination agreement. The primary use of groundwater within the subbasin is irrigated agriculture; in 2020, irrigated agriculture used more than 94 percent of the groundwater in the subbasin (2024 Coordination Agreement, Appendix 1, p. 27). The subbasin is critically overdrafted, which means that groundwater is pumped out of the subbasin faster than it is recharged by precipitation and other sources. On average, the amount pumped from the subbasin in a year is 104,000 acre-feet greater than the amount recharged (2024 GKGSP p. 1-1). Overdraft can cause the land surface to sink, potentially damaging infrastructure and reducing aquifer storage. In addition, overdraft threatens groundwater levels and drinking water quality and could have disparate impacts on communities that rely on shallower groundwater levels. Due to historic and political factors, many of these are economically disadvantaged and communities of color. As of 2022, the subbasin has an estimated population of 296,632 people with most of the population being Hispanic or Latino (60.6%) followed by white (31%) (American Community Survey, 2022). The average annual household income within the subbasin in 2022 is $71,000, which is significantly less than the state average of $91,551 (ibid.).

The 2025 Plan represents a critical milestone in the Kern Subbasin and all 20 Kern Subbasin Groundwater Sustainability Agencies’ (GSAs) ongoing commitment to achieving long-term groundwater sustainability under California’s Sustainable Groundwater Management Act (SGMA). Developed collaboratively by all 20 GSAs, the 2025 Plan responds directly to regulatory feedback from the California Department of Water Resources (DWR) and the State Water Resources Control Board (SWRCB), incorporating the latest data, technical refinements, and input from interested parties.
