We analyze daily streamflow for water years 1949 to 2015 from 5,477 gages in relation to watervapor transport by ARs using a 6 h chronology resolved to 2.5° latitude and longitude. Many mountainous and high-latitude regions have experienced more precipitation as rain rather than snow due to warmer winter temperatures. Further decreases in the annual snow fraction are projected under continued global warming, with potential impacts on flood risk. Here, we quantify the size of streamflow peaks in response to both seasonal and event-specific rain-fraction using stream gage observations from watersheds across the western United States. Across the study watersheds, the largest rainfall-driven streamflow peaks are >2.5 times the size of the largest snowmelt-driven peaks. Using a panel regression analysis of individual precipitation and snowmelt events, we show that the empirical streamflow response grows approximately exponentially as the liquid precipitation input increases, with rain-dominated runoff leading to proportionately larger streamflow increases than snowmelt or mixed rain-and-snow runoff. We find that the response to changes in rain percentage is largest in the wettest watersheds, where wet antecedent conditions are important for increasing runoff efficiency. Similarly, the effect of rain percentage is larger across watersheds in the Northwest and West regions compared to watersheds in the Northern Rockies and Southwest regions. Overall, as a higher percentage of precipitation falls as rain, increases in the size of rainfall-driven and “rain-on-snow”-driven floods have the potential to more than offset decreases in the size of snowmelt-driven floods.

This is the fourth Five-Year Review of the San Gabriel Valley Area 2 (Site) located in the San Gabriel Valley in Los Angeles County, California. The purpose of this Five-Year Review is to review information to determine if the remedy is and will continue to be protective of human health and the environment. The Site addresses approximately 10 square miles of groundwater contamination in eastern Los Angeles County within the San Gabriel Valley. Groundwater contamination is believed to result from the cumulative impact of decades of improper chemical handling and disposal practices at numerous industrial operations in the Valley. The Site contamination originates at current and former industrial facilities in and near Azusa, California and extends to the southwest through portions of the cities of Irwindale, Baldwin Park, West Covina, and Industry. The most prevalent contaminants in groundwater are trichloroethylene, tetrachloroethylene, carbon tetrachloride, perchlorate, n-nitrosodimethylamine (NDMA), and 1,4-dioxane.

Since 2009, the California Statewide Groundwater Elevation Monitoring (CASGEM) Program has tracked seasonal and long-term groundwater elevation trends in groundwater basins statewide. The program’s mission is to establish a permanent, locally-managed program of regular and systematic monitoring in all of California's alluvial groundwater basins. Senate Bill x7-6, passed by the legislature in 2009, established collaboration between local monitoring parties and DWR to collect statewide groundwater elevations, to be made available to the public. In response to the law, we developed the CASGEM program. Collecting and evaluating these groundwater data on a statewide scale is a fundamental step toward improving management of California's groundwater resources. The CASGEM program relies and builds upon the many previously established local long-term groundwater monitoring and management programs. But the growing mismatch between human demands and natural freshwater availability is contributing to water scarcity, affecting industrial and agricultural production and a wide range of social, economic, and political problems, including poverty, deterioration of ecosystem health, and violent conflicts. Understanding and addressing different forms of water scarcity are vital for moving toward more sustainable management and use of fresh water. We provide here a review of concepts and definitions of water scarcity, metrics and indicators used to evaluate scarcity together with strategies for addressing and reducing the adverse consequences of water scarcity, including the development of alternative sources of water, improvements in water-use efficiency, and changes in systems of water management and planning.

Water is life the cliché goes, but in California, the reality is water is power. The Eureka State is blessed with warm days and productive soil, but deprived of enough water to go around. The pursuit of the power conferred by the water flowing in its rivers, and bubbling up from underground, is a much more complicated part of the Central Valley Project (CVP) than authorization, design, and construction. An anomaly in the CVP's labyrinthine history, the Friant Division developed along lines similar to other Reclamation projects in the West. One of three original segments of the CVP, the Friant Division, is separate, simple in design, but has seen it share of the same kinds of controversy plaguing the rest of the project. In spite of the disputes Friant generated, of the top five agricultural producing counties in the nation, three -- Fresno, Tulare and Kern -- are watered by Friant Division facilities. The clear sky, fertile land, and dry air of the southern San Joaquin Valley provide the backdrop where great promises have been met and modest hopes destroyed all in order to create "the richest agricultural region in the history of the world."

California Water Code Section 10004.6 requires the California Department of Water Resources (DWR) to quantify current and future water conditions in the state. This information is published in the California Water Plan (Water Plan), which is updated every five years. Water managers and planners constantly face the challenges of planning for an uncertain future where the only constant is change. To address the potential future changes and mitigate the probable risks, water managers must consider and quantify uncertainties and their impacts on water system vulnerability. Although it is not possible to know for certain how population growth, land use decisions, climate, and other factors change over time, water planners must consider these system stressors in long-term planning to evaluate future risks and uncertainty. The Water Plan evaluates many alternative future scenarios as an integral part of its analytical approach to quantify system vulnerability under a range of population and urban growth scenarios, land use, and climate uncertainties.
