The internal intensity distributions of precipitation systems are closely related to precipitation dynamics. Understanding its climatology and changing characteristics is important for comprehending climate change, enhancing atmospheric model, and obtaining accurate hydrologic responses. However, due to the various limitations of precipitation observations, the internal intensity distributions of global precipitation systems have not been thoroughly investigated. This study uses the Integrated Multi-satellitE Retrievals for Global Precipitation Measurement (IMERG) data during 2001-2020 to investigate the internal intensity distributions of global precipitation systems, by analyzing the climatology and changes in the radial intensity distributions and the core-region intensity of precipitation systems. The results indicate that precipitation systems with larger spatial sizes tend to have higher intensity. Small- and medium-size precipitation systems exhibit the most obvious changes in the inner regions of precipitation systems, with higher intensity during 2001-2010 than 2011-2020. The large-size precipitation systems have slightly higher intensity at each radius of the systems during 2011-2020. Upon further investigation of the core-region intensity of precipitation systems, the small- and medium-size precipitation systems both exhibit significant decreases during 2001-2020 with trends at -1.13 and -2 mm/h per century, respectively. The large-size precipitation systems exhibit nonsignificant increasing trends during 2001-2020. The results also show regional differences, with decreased core-region intensity over most tropical regions and increased core-region intensity over most subtropical regions. This study provides an alternative perspective on the climatology and changing features of precipitation from the system view, and the results revealed could have significant implications on global climate change.

This article explores the efforts of four water utilities to co-produce actionable science by forging partnerships with scientific institutions to explore integrating climate considerations into their specific management context. The experiences of these four utilities and their scientific partners, as part of the Piloting Utility Modeling Applications project of the Water Utility Climate Alliance, provide a wealth of empirical evidence to illustrate some of the core concepts formulated to explain how to produce usable information and how to link research to decision making. Through these four case studies of co-production, we identify three findings that bridge principles and practice: each utility engaged in contextualizing research; in building and leveraging knowledge networks; and in embracing an entrepreneurial approach to their research agenda. In several instances, unanticipated but innovative assessment techniques were developed by science partners in collaboration with water utilities to fit the utility’s specific needs. The paper concludes by discussing some of the hard realities of co-production illustrated by these cases that should be kept in mind by people contemplating similar projects.

In accordance with Article V of the Consolidated Decree of the United States Supreme Court in Arizona v. California et al. 547 U.S. 150 (2006) (Consolidated Decree): �

In accordance with Article V of the Consolidated Decree of the United States Supreme Court in Arizona v. California et al. 547 U.S. 150 (2006) (Consolidated Decree): “The United States shall prepare and maintain, or provide for the preparation and maintenance of, and shall make available, annually and at such shorter intervals as the Secretary of the Interior shall deem necessary or advisable, for inspection by interested persons at all reasonable times and at a reasonable place or places, complete, detailed and accurate records of: (A) Releases of water through regulatory structures controlled by the United States; (B) Diversions of water from the mainstream, return flow of such water to the stream as is available for consumptive use in the United States or in satisfaction of the Mexican Treaty obligation, and consumptive use of such water. These quantities shall be stated separately as to each diverter from the mainstream, each point of diversion, and each of the States of Arizona, California and Nevada; (C) Releases of mainstream water pursuant to orders therefor but not diverted by the party ordering the same, and the quantity of such water delivered to Mexico in satisfaction of the Mexican Treaty or diverted by others in satisfaction of rights decreed herein. These quantities shall be stated separately as to each diverter from the mainstream, each point of diversion, and each of the States of Arizona, California and Nevada; (D) Deliveries to Mexico of water in satisfaction of the obligations of Part III of the Treaty of February 3, 1944, and, separately stated, water passing to Mexico in excess of treaty requirements; (E) Diversions of water from the mainstream of the Gila and San Francisco Rivers and the consumptive use of such water, for the benefit of the Gila National Forest.” This Colorado River Accounting and Water Use Report: Arizona, California, and Nevada presents the records compiled pursuant to the Consolidated Decree for Calendar Year 2023. The Colorado River Basin currently faces unprecedented stresses. Persistent dry conditions since 2000, along with the increasing recognition that warming temperatures are impacting the hydrology of the basin, have led to great concerns about the long-term reliability of basin water supplies. With ever-higher stakes for water resource planning and decision making, an even greater emphasis is placed on the tools that support those activities, notably Reclamation’s operations and planning models and similar models used at other agencies. The usefulness of these system models depends on many types of datasets and forecasts that serve as inputs to them, as well as the research and scientific understanding underpinning this complex chain of data and models. The development and refinement of the different links of the chain necessarily involves researchers, forecasters, and water managers. New research efforts have advanced our understanding of the hydroclimate of the basin and how key hydroclimate processes, variability, and changes can be captured in data and models. This rapid expansion of the scientific knowledge base, and the increasing complexity of the data and models used to operationalize that knowledge, parallel the growing uncertainties about the future climate and hydrology. Accordingly, basin stakeholders have recognized the importance of reassessing the scientific and technical basis for management and planning.

The Colorado River Basin Tribes Partnership (a.k.a. Ten Tribes Partnership) and the Bureau of Reclamation (Reclamation) initially undertook the Colorado River Basin Tribal Water Study to augment the data produced for the Colorado River Basin Supply and Demand Study of 2012. With five tribes in the Upper Basin and five tribes in the Lower Basin, and between us, holding rights to more than 2.8 million acre-feet per year of water from the Colorado River and its tributaries, the Ten Tribes Partnership was uniquely positioned to explore these issues. However, in so doing, we learned that the effort would also serve to facilitate a broader and, we hope, a better understanding of the role tribal water plays, and will play, in the Colorado River Basin over the coming decades. In addition to producing technical information, the Tribes had other goals. First, we wanted to better understand how, at present, each of our individual water use scenarios fits into the overall scheme of Colorado River Basin management. Second, we wanted to know how future development of tribal water resources will alter Basin operations and affect other water users who are now using water to which a tribe may hold legal title, but which the title-holding tribe has not yet developed for its own use. Finally, we wanted to assess – to the extent present information allows – the role future development of tribal water rights will have on Basin operations. Along the way, we encountered data gaps, modeling limitations, and uncertainties, but nonetheless, with the support of Reclamation, we managed to address those issues sufficiently that we now provide this Report. If there is a ‘take-away’ that was surprising, it is that, even under the most favorable of circumstances for rapid tribal water development, the amount of water that will be used by the Tribes is dramatically overshadowed by the effect of climatic conditions on the overall supply of water in the Basin. Nature is still in charge. Challenges remain, but opportunities are in the offing. We hope this Report informs, resolves some uncertainty about how tribes perceive the future for their water uses, and establishes a baseline for discussions and development of relationships among tribes, states, the federal government, water managers, and water users throughout the Basin.
