This Technical Report is in support of a Report of Waste Discharge (ROWD) for an agricultural aquifer storage and recovery (Ag-ASR) program for Westlands Water District (Westlands or District). The District is located in western Fresno and Kings Counties in the San Joaquin Valley. With the new Sustainable Groundwater Management Act (SGMA) signed into law in 2014, Westlands is pursuing means to recharge groundwater within the District’s boundaries, which coincide with the Westside Subbasin (Groundwater Subbasin Number 5-22.09). Due to the presence of poor quality shallow groundwater, fine-grained soils, and the Corcoran Clay restrictive layer, surface recharge opportunities are limited (Schmidt, 2009). Direct injection using Ag-ASR wells holds promise as a more widely implementable recharge method in the District.

The CVP and SWP (referred to collectively as “the Projects”) rarely deliver their full contracted  amount of water. Some of this is inherent in the operation of large water projects with diverse demands in a dry and highly variable climate. A growing, complex regulatory environment of state and federal laws, some of which were created to protect fish species endemic to the Delta, has further restricted CVP and SWP operations.  These fish include the southern distinct population segment of North American green sturgeon, California Central Valley steelhead, Central Valley spring-run Chinook salmon, Sacramento River winter-run Chinook salmon, longfin smelt, and Delta smelt. Operating the Projects while trying to prevent species extinction can be a source of conflict if the actions to prevent extinction reduce the amount of water that can be exported. Project operation into the future will likely become more challenging as changes in various climatic factors push the listed species closer to their thresholds of survivability. Hence, in late 2023 USBR contracted with the National Academies of Sciences, Engineering, and Medicine (NASEM) to form an expert committee that could serve as an independent review for the CVP and SWP as they operate into the future. The Committee’s statement of task appears in Box S-1. The three actions chosen for the study—the Shasta Coldwater Pool Management Action, the Old and Middle River Flow Management Action, and the Summer-Fall Habitat Action for Delta Smelt— are perceived as consequential for species survival and controversial for their effects on water deliveries to contractors.

We have performed forensic Root Causes Analyses of the Oroville Dam Gated Spillway failures and other associated developments as unfunded (approximately 3,000 pro-bono hours) volunteers of the University of California at Berkeley (UCB) Center for Catastrophic Risk Management (CCRM) Oroville Dam Advisory Group (ODAG). We initiated this work on January 27, 2017. The results contained in this report have been developed based on the currently available public document and information sources cited at the end of this report, included in the Preliminary Root Causes Analysis of the Failures of the Oroville Dam Gated Spillway report dated April 17, 2017, and in the Legislative Oversight Report: Oroville Dam report dated May 11, 2017.  This report documents our analyses of the Root Causes of the initial failure of the Gated Spillway. Appendix A of this report provides summaries of the procedures and processes we used to perform the Root Causes analyses, background on the components that comprise Engineered Systems, and background on the Human and Organizational Factor malfunctions (errors) responsible for failures of Engineered Systems. Appendix B provides details of our analyses of the Physical and Organizational Root Causes of the initial failure of the Gated Spillway. The opinions expressed in this Report are ours alone. GPS is accurately recording vertical motion of Earth's surface in elastic response to seasonal changes in surface water storage in California. California's mountains subside up to 12 mm in the fall and winter due to the load of snow and rain and then rise an identical amount in the spring and summer when the snow melts, the rain runs off, and soil moisture evaporates. We invert the GPS observations of seasonal vertical motions to infer changes in equivalent water thickness. GPS resolves the distribution of change in total water across California's physiographic provinces at a resolution of 50 km, compared to 200 km resolution from the Gravity Recovery and Climate Experiment. The seasonal surface water thickness change is 0.6 m in the Sierra Nevada, Klamath, and southern Cascade Mountains and decreases sharply to about 0.1 m east into the Great Basin and west toward the Pacific coast. GPS provides an independent inference of change in total surface water, indicating water storage to be on average 50% larger than in the NLDAS‐Noah hydrology model, likely due to larger changes in snow and reservoir water than in the model.

The purpose of this Shasta Lake Water Resources Investigation (SLWRI) Feasibility Report is to document the U.S. Department of Interior (Interior), Bureau of Reclamation (Reclamation) and cooperating agencies’ evaluation of the potential enlargement of Shasta Dam and Reservoir to (1) improve anadromous fish survival in the upper Sacramento River, (2) increase water supply reliability in the Central Valley of California, and (3) address related water resource problems, needs, and opportunities. This Final Feasibility Report presents the results of planning, engineering, environmental, social, economic, and financial studies and potential benefits and effects of alternative plans, and is a companion document to the Final Environmental Impact Statement (EIS), published under separate cover. This Final Feasibility Report, along with the Final EIS, will be used by the U.S. Congress to determine the type and extent of Federal interest in enlarging Shasta Dam and Reservoir. The SLWRI is a feasibility study that was authorized by Congress in 1980 in Public Law 96-375 and is being conducted by Reclamation, in coordination with cooperating agencies, other resource agencies, stakeholders, and the public. The SLWRI is being conducted consistent with the 1983 U.S. Water Resources Council Economic and Environmental Principles and Guidelines for Water and Related Land Resources Implementation Studies (P&G), Reclamation directives and standards, National Environmental Policy Act (NEPA), and other pertinent Federal, State of California (State), and local laws and policies. The SLWRI is one of five surface water storage studies recommended in the July 2000 CALFED Bay-Delta Program (CALFED) Programmatic Environmental Impact Statement/Report (PEIS/R) and August 2000 Programmatic Record of Decision (ROD). Preliminary studies in support of the CALFED PEIS/R considered more than 50 surface water storage sites throughout California and recommended more detailed study of the five sites identified in the CALFED Programmatic ROD. The Final EIS, accompanying this Final Feasibility Report, tiers to the CALFED PEIS/R.

The Tulare Basin in Central California is a site of intensive agricultural activity and extraction of groundwater, with pronounced ground subsidence and degradation of water resources over the past century. Spatially extensive observations of ground displacements from satellite-based remote sensing allow us to infer the response of the aquifer system to changes in usage and to marked recharge events such as the heavy winter rainfall in 2017. Radar imagery from the Sentinel-1a/b satellites (November 2014 to October 2017) illuminates secular and seasonal trends modulated by changes in withdrawal rates and the magnitude of winter precipitation. Despite the increased precipitation in early 2017 that led to a marked decrease, or in some areas, reversal, of subsidence rates, subsidence returned to rates observed during the drought within a matter of months.

The environmental effects are evaluated in accordance with the requirements of the California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA), and mitigation measures are recommended where applicable. The Sites Project Authority (Authority) is the lead agency under CEQA, and the U.S. Department of the Interior, Bureau of Reclamation (Reclamation) is the lead agency under NEPA.

By any measure, California’s agriculture, hydroelectric production, domestic use, riparian health, and recreation all put tremendous demands on the state’s often limited water resource. Because of California’s Mediterranean climate, little significant precipitation occurs during the summer and autumn months. Accurate assessments of mid-winter precipitation, therefore, are a vital determinant of the state’s available water. During most years, maximum snow water equivalent1 (SWE) in the Sierra Nevada denotes the annual peak of surface water resource. Snow water equivalent is a key index not only for forecasting stream and river flow timing and amount, but for a wide variety of water management decisions targeted days and months into the future. The goal of the snow survey is to obtain an accurate measure of SWE at predetermined locations: snow courses. Snow courses typically have between five and ten measurement points spread out over one or more straight-line transects. Transects can be short, or several hundred meters in length. Some snow courses are coincident with recording or data-transmitting weather instrumentation; many others stand alone in very wild and remote locations. Most snow courses are measured once per month throughout the winter (accumulation) and spring (ablation) seasons, though some may be measured at different frequencies. Several California snow course records go back to the 1920s (some to 1910). Data from the measurements are used to develop—and continuously refine—indices of stream flow for the respective watersheds. A critical first step in characterizing the spatial and temporal distribution of California’s SWE is by measuring its 261 snow courses throughout the state. The aim of this document is to address snow survey procedure and equipment, review data collection, and discuss surveyor safety. While some subjects (avalanche safety, wilderness first aid) are, in their entirety, beyond the scope of this work, industry standards and procedures are presented. The author hopes this document will find utility as an office-based training manual for those new to snow surveys, as well as a field guide and reference to all who conduct snow surveys. As of this writing, many advances in the remote sensing (by ground-, aircraft- and spacecraft-based instrumentation) of snow cover are being developed. No doubt these developments in both procedure and instrumentation will continue to advance. However, there currently exists no practical, automated technique with which to measure SWE at the number of locations and at the point-accuracy of ground-based, manual measurements. Manual measurements remain the standard for calibrating and “ground-truthing” automated instrumentation, and have the advantage that they can be obtained independent of most surface and weather conditions. For the foreseeable future, snow surveys will continue to be a vital part of the water management structure in California.
