The mission of the Interagency Ecological Program (IEP) is to provide and integrate relevant and timely ecological information for management of the Bay-Delta ecosystem and the water that flows through it. This is accomplished through collaborative and scientifically sound monitoring, research, modeling, and synthesis efforts for various aspects of the aquatic ecosystem. Building on the IEP Strategic Plan, which identifies the long-term goals and strategies to be implemented by the IEP to achieve its mission, the IEP Science Strategy provides direction to interagency science used to inform the management and ecological interests of IEP agencies in the near-term, and is one of a number of inputs used to shape the IEP Annual Work Plans. While the IEP Strategic Plan states that the Science Strategy be drafted for a 3-5 year horizon, a shorter 2-year timeframe for this first IEP Science Strategy has been adopted to allow for a more flexible internal development and review process, as well as feedback from the Bay-Delta research and stakeholder community.

The Bureau of Reclamation (Reclamation) prepared this Environmental Impact Statement (EIS) for the 2021 Endangered Species Act Reinitiation of Section 7 Consultation on the Long-Term Operation of the Central Valley Project (CVP) and State Water Project (SWP). This EIS is meant to inform the public and decision-makers on potential federal actions by examining a range of reasonable alternatives and the potential effect on the environment. Reclamation manages the Central Valley Project (CVP). The California Department of Water Resources (DWR) manages the State Water Project (SWP). Collectively, the operation of the CVP and SWP provides flood control and navigation, delivers water to 30 million people, supports 4 million acres of agriculture, maintains 19 wildlife refuges on the Pacific Flyway, protects numerous iconic and endemic species such as Chinook salmon, coho salmon, steelhead, sturgeon, and smelt, generates 4.5 million megawatt hours of electricity, maintains water quality for beneficial uses in the California Bay-Delta, and supports recreation throughout Northern California. This summary provides a succinct overview of the development of alternatives in coordination with other agencies and the public, major conclusions for key environmental resource areas, the identification of avoidance and mitigation measures to address potential impacts, and issues that have been in dispute as raised by the public and other interested parties. This summary provides the material required by the Council on Environmental Quality’s National Environmental Policy Act (NEPA) Implementing Regulations regarding the contents of an EIS summary. Ever decreasing water resources and climate change have driven the increasing use of groundwater causing land subsidence in many countries. Geodetic sensors such as InSAR, GPS and leveling can detect surface deformation but cannot measure subsurface deformation. A single‐well, single‐depth extensometer can be used to measure subsurface deformation, but it cannot delineate the depths of major compaction and provide insight about the deformation mechanism throughout a complex aquifer system, unless man extensometers at different depths are used. We present a multilayer compaction well (MLCW), installed in a borehole, that uses magnetic rings to detect stratum compaction at 25 depths as deep as 300 m below land surface. Our laboratory and field assessments indicate 1 mm precision and accuracy for one single‐depth magnetic reading. We tested the performance of MLCW by measuring aquifer‐system compaction over the proximal, middle, and distal fans of the Choushui River Alluvial Fan (CRAF) that has long experienced severe land subsidence. The MLCW measurements were used to create time‐depth diagrams of compaction, showing different compaction rates at different layers of aquifers and aquitards to identify the depths of major compactions. The elastic (reversible) and inelastic (irreversible) compactions from MLCW were used in stress‐strain analyses to estimate skeletal specific storages and the safe groundwater levels, below which groundwater extractions have caused irreversible compactions. The hydrogeological parameters derived from MLCW measurements can help governmental agencies to determine effective land‐use and water‐use policies, and ascertain the best strategy for utilizing artificial recharge to prevent land subsidence and achieve sustainable groundwater management.

In 2015, the Regional Monitoring Program for Water Quality in San Francisco Bay (RMP) conducted a special study to measure microplastic in treated wastewater effluent and Bay surface water. Bay surface water appeared to have higher microplastic levels than other urban water bodies sampled in North America, such as the Great Lakes and Chesapeake Bay. Microbeads derived from personal care products and tiny fibers, a portion of which were likely derived from synthetic clothing, were recovered from all nine Bay sites. Tiny particles, primarily fibers, were also detected in treated effluent from Bay Area facilities; not all of these particles are known to be plastic. These findings received considerable media attention and catalyzed state and federal policy shifts.

This report presents the results of a mineral survey of part of the Jacumba (In-ko-pah) Wilderness Study Area (CDCA-368) that was designated by the Bureau of Land Management as suitable for mineral surveys. In this report, the area studied is referred to as the "wilderness study area", or simply "the study area." The study area encompasses approximately 28,443 acres in southwestern Imperial County, Calif. Field work for this report was carried out between 1983 and 1985. Numerous mines, prospects, and claims are present in the study area, but none are being actively mined or prospected. Three sites inside the study area have identified limestone resources that total about 1.8 million tons. Four areas in the northwestern, northern, and eastern parts of the study area have high potential for undiscovered limestone resources. Two north-trending belts in the western and eastern parts of the study area have low resource potential for tungsten.

The San Francisco Bay (SFB) estuary receives large inputs of the nutrients nitrogen and phosphorous from anthropogenic sources, and has the potential to suffer negative impacts from nutrient overenrichment. Nutrient concentrations in SFB exceed those in other estuarine ecosystems where degradation is strongly expressed. To date, SFB has shown resistance to some of the classic symptoms of nutrient over-enrichment, such as excessive phytoplankton biomass as chlorophyll-a (chl-a) and low dissolved oxygen (DO). Recent observations, however, suggest that SFB’s resistance to nutrient enrichment is weakening, and have generated concern that SFB may be trending toward, or may already be experiencing, adverse impacts due to its high nutrient loads. In response to these concerns, the San Francisco Bay Regional Water Quality Control Board (SFBRWQCB) worked collaboratively with stakeholders to develop the San Francisco Bay Nutrient Management Strategy (NMS).1 The NMS lays out an overall approach for developing the underlying science to support nutrient management decisions. This report presents a Draft Science Plan for implementing the SFB NMS. The report’s main goals include: Lay out a multi-year Science Plan representing a logical sequence of studies to inform major management decisions, assuming a time-line of 10+ years. Develop an approach and rationale for sequencing and prioritizing among studies, and identify specific high-priority studies, in particular those that should proceed in FY2016- 2018. Provide realistic estimates of the time-frame and funding needed to support a Science Plan that will successfully inform management decisions. The Draft Science Plan was developed in 2014-15 with input from science advisors (Table 1.1), the NMS Steering Committee, and the NMS Nutrient Technical Work Group (Fig. 1.1). Projects are described in more detail in the first 1-3 years, and in increasingly less detail over time, recognizing that the Science Plan will be iteratively refined based on new insights gained as work progresses.
