Following a difficult five-year drought, California just had one of the wettest winters on record. The state is famous for its highly engineered water system, which moves millions of gallons of water from north to south and east to west. Thirty-nine million people and our $47 billion agricultural industry rely on that water, not to mention wildlife from the Sierra to the sea. And yet we have surprisingly little data about how much water is moving through our streams at any given time. There are over 3,600 locations in California where stream gages have been active at some point, but only 54% have been active recently. And even fewer of those provide the kind of rich, real-time reporting needed to manage what is arguably our state’s most precious and contentious resource.

Nitrogen pollution is an important environmental issue gaining traction in policy circles. However, there is little understanding of current nitrogen policies around the world: whether they account for nitrogen’s unique ability to exacerbate multiple environmental impacts or balance nitrogen’s dual role as an essential agricultural input and major pollutant. Here we assemble and analyse the first database of nitrogen policies generated by national and regional legislatures and government agencies, a collection of 2,726 policies across 186 countries derived from the ECOLEX database. The database covers all major environmental sinks (such as air, water and climate), economic sectors (including agriculture, wastewater and industry) and policy instruments (from market mechanisms to regulatory standards). We find that sink-centred policies are focused predominantly on water, mirroring the distribution of nitrogen’s global environmental and human health costs. However, policy integration across sinks is severely lacking, which heightens the risk of substituting one form of nitrogen pollution for another. Moreover, two-thirds of agricultural policies (ranging from broad sectoral programmes to nitrogen-specific measures) incentivize nitrogen use or manage its commerce, demonstrating the primacy of food production over environmental concerns.

Understanding resource managers’ perceptions of climate change, analytic capacity, and current adaptation activities can provide insight into what can help support adaptation processes at the local level. In California, where a major drought currently demonstrates some of the hardships that could be regularly encountered under a changing climate, we present results from a survey of drinking water utilities about the perceived threat, analytic capacity, and adaptation actions related to maintaining water quality in the face of climate change. Among surveyed utilities (n = 259), awareness is high in regard to climate change occurring and its potential impacts on water quality globally, but perceived risk is lower with regard to climate impacts on local drinking water quality. Just over half of surveyed utilities report at least some adaptation activity to date. The top three variables that most strongly correlated with reported adaptation action were (1) perceived risk on global and local water quality, (2) surface water reliance, and (3) provision of other services beyond drinking water. Other tested variables significantly correlated with reported adaptation action were (4) degree of impact from the current drought and (5) communication with climate change experts. Findings highlight that smaller groundwater-reliant utilities may need the most assistance to initiate climate adaptation processes. Trusted information sources most frequently used across respondents were state government agencies, followed by colleagues in the same utilities. The finding that frequently used sources of information are similar across utilities presents a promising opportunity for training and disseminating climate information to assist those systems needing the most support.

Section 229 of the Water Code directs that the California Department of Public Works, acting by and through the State Engineer, shall "investigate conditions of the quality of all the waters within the State, including saline waters, coastal and inland, as related to all sources of pollution of whatever nature and shall report thereon to the Legislature and to the appropriate regional water pollution control board annually, and may recommend any steps which might be taken to improve or protect the quality of such waters." In order to carry out the intent of Section 228 of the Water Code with respect to investigations of quality of ground waters within the State, it has been necessary first to compile available geologic data in order to locale and define the approximate boundaries of the more important ground water basins. A base index map showing the principal areas of groundwater storage in the State of California has not been previously prepared.  Such a map has been complied for this report in order to establish a uniform name and numbering system for groundwater basins, which can be expanded as new areas of ground water storage are identified, or as it is found necessary to divide the larger areas into subbasins.  It will serve as a basis for the planning of future investigations of the groundwater resources of California. This report identifies alluvial or valley fill areas which contain the principal groundwater resources in California.  However, the report is necessarily not complete because of lack of information for many areas of the state. In general, the areas of groundwater storage indentified include: (a) the major alluvium-filled areas of known groundwater storage and extraction; (b) the extensive areas of alluvial-fill in the Colorado, Mojave, and Basin and Range desert areas which may contain usable groundwater, though little is known of their storage capacity or recharge; and (c) some of the smaller alluvium-filled areas which may furnish a portion of local domestic, irrigation, municipal, and industrial water supplies.

The purpose of this Guidance Document is as follows: • Provide relevant data and tools for GSAs to incorporate climate change into their GSPs. • Provide an analysis approach using the provided data and tools that incorporates the best available science and best available information to date. This Guidance Document focuses on the use of DWR-provided climate change data and provides documentation about the following: • Climate change data development approach • Climate change data development methods and processes • Applications for using the provided climate change data • Climate change data assumptions and limitations This Guidance Document provides a process for using DWR-provided climate change data for computing projected water budgets and serves as a companion document to the water budget best management practices (BMPs)2 and the modeling BMP3. For Sustainable Groundwater Management Act (SGMA) implementation purposes, the use of climate change data can help with the following: • Developing projected water budgets • Long-term planning of groundwater basin sustainability • Assessing projects and management actions by performing sensitivity analyses of projected conditions • Adaptive Management

The Sustainable Groundwater Management Act (SGMA) of 2014 represents a historic transition to collective groundwater resource management and has the potential to significantly reduce groundwater overdraft in California. A total of 260 groundwater sustainability agencies (GSAs) recently formed to collectively manage groundwater resources in the 127 high and medium priority groundwater basins of the state. The simultaneous formation of hundreds of new governing agencies is an unprecedented institutional effort with very few examples to learn from. As GSAs move towards the design and deliberation of their groundwater sustainability plans (GSPs), assessments on the process up until now can directly inform development processes that are still taking place. This report summarizes the results from a state-wide survey that targeted SGMA participants.

The U.S. is facing a serious and unprecedented groundwater challenge. In many aquifers, groundwater withdrawal has outpaced natural recharge, which is exacerbated by the changing climate and precipitation variability. Much of the water in the major aquifers in the U.S. is fossil water, recharged over 10,000 years ago, and will not be replaced naturally on human timescales. In the western U.S., groundwater resources are being depleted at alarming rates, mostly from agricultural withdrawal. The depletion has caused land subsidence and earth fissures as well as permanent reduction of storage capacity. The depletion has national and global consequences as non-renewable groundwater in the west is embedded in agricultural products transported to the rest of the U. S. and in agricultural commodities exported globally. Many federal agencies have programs to measure the quality and quantity of groundwater, as well as conservation programs for sustainable use of groundwater. PCAST applauds and endorses their efforts as well as those by state governments, non-governmental organizations, professional organizations, local communities, private citizens, and others, to manage their groundwater resources. To ensure the sustainability of this indispensable resource and mitigate risks from its depletion, it is imperative that we enhance our understanding and management of groundwater resources.
