The California coast that we know today will not be the coast of the future. Sea level rise and other climate change impacts will have profound effects on our coastline and its natural resources. California harbors high numbers of native, rare, and imperiled species in an array of unique coastal habitats. A majority of California’s coastline exists as natural habitat, over one-third of which has been preserved by a legacy of conservation efforts. Yet, this conservation legacy is at risk and we must act now to conserve the unique values of California’s coast—for both people and nature—into the future. To inform current and future adaptation decisions and conservation actions we conducted the first statewide, comprehensive assessment of the vulnerability of California’s coastal habitats, imperiled species, and conservation lands to sea level rise. Coastal habitats exist in narrow bands at the land-sea interface and are therefore extremely susceptible to inundation by sea level rise. However, some habitats may be able to adapt vertically and possibly move inland, assuming local topography and the built environment do not constrain this movement. We assessed the vulnerability of 40 habitats to sea level rise by quantifying the sensitivity and spatial extent of projected exposure of each habitat patch to intertidal and subtidal waters, relative to its ability to move inland in response to rising sea levels.

Bar-built estuaries are the dominant estuary type in California, and many of these small estuaries are subject to closure with a sand barrier separating a lagoon estuary from the ocean for days, months or even years. In the lagoon impounded behind the sand barrier, water levels may rise or fall depending on net water budget and water quality extremes may develop. These conditions and the obstruction of fish passage motivate managed breaching of the sand barrier in many systems statewide – an intervention that alleviates or preempts environmental problems, but which also can result in undesirable secondary impacts due to the acute effect of a single breach or the chronic effect of repeated breaching over years. Management decisions are based on an implicit trade-off between anticipated benefits and costs that depend on the values and priorities of stakeholders. This report was written to provide an overview of considerations for managed breaching in California. It presents a synthesis of processes and phenomena related to mouth closure and breaching in general and uses this to identify potential impacts of breaching, without intending any judgment of which impacts are more or less desirable. Three specific systems are reviewed in detail: Los Peñasquitos Lagoon in San Diego County, Scott Creek Estuary in San Mateo County and Russian River Estuary in Sonoma County. While there are fundamental similarities in the closure and breaching cycle across all bar-built estuaries statewide, there is also an immense diversity between these systems due to differences in size, in hydrology (wet north to dry south), and in development (rural, urban, agricultural, road/rail). The local community is likely to develop the best management strategy where there is significant effort and experience in local monitoring, science, and stakeholder consultation. However, where there is limited monitoring, science or consultation, the considerations outlined in this report provide preliminary guidance – and comparison with one of the study systems can provide more specific insight to the potential impacts of breaching management decisions. We synthesize current understanding related to how mouth state influences estuary functions and conditions, which in turn affect ecological services. While both natural and managed breaching affect many processes and phenomena in the estuary, breaching events and managed breaching regimes do not occur in isolation and many other factors affect the estuary functions and conditions, including freshwater inputs, the adjacent landscape, and stressors in the watershed. However, managed breaching is one of very few short-term management options and therefore a valuable adaptive management tool, specifically in systems that are already perturbed or impacted by human encroachment. Although emergency breaches may be required in rare occasions, our recommendation is to develop a breaching strategy for specific systems in which breaching has been used or in which it is likely to be used as a management tool. In this context, we recommend ways in which science can provide improved support for management decisions and identify a few systems in California in which there is already a well-developed, science-based management plan. Demand management is a powerful way for water utilities to address the challenges of population growth and climate change. Although active conservation efforts have been studied extensively, recent evidence suggests households respond to many external events beyond a utility's control, including political responses to extreme climatic episodes and corresponding mass media coverage. Despite their importance, these external factors are difficult to analyze in a controlled setting, and few tools exist to evaluate their influence on customers. Here, we present a consumption change detection (CCD) method that offers new insights into how climate‐related mass media and policy events affect conservation by pinpointing the timing and magnitude of customer‐level water use shifts. We use CCD to monitor and segment the responses of residential water customers to policy and media events in Costa Mesa, California, during the severe 2012–2016 drought. Our results show consumption reductions among 75% of customers. Of these, 80% reduced water use before mandatory restrictions were imposed, coincident with intensifying state policy responses and spikes in media coverage that affected all customer types during 2014. Analysis of standardized drought consumption trajectories indicates that 16% of conserving customers increased consumption in 2015–2016. Conservation and rebound were both more likely among affluent and educated customers, suggesting that CCD can identify engaged and informed water savers who make suitable targets for water‐efficient retrofit incentive schemes. This study demonstrates CCD's potential as a novel demand analysis tool in an interconnected world where external social, political, and climatic stressors can exert an important influence on customer behavior.

Contribution of historical precipitation change to US flood damages

Precipitation extremes have increased across many regions of the United States, with further increases anticipated in response to additional global warming. Quantifying the impact of these precipitation changes on flood damages is necessary to estimate the costs of climate change. However, there is little empirical evidence linking changes in precipitation to the historically observed increase in flood losses. We use >6,600 reports of state-level flood damage to quantify the historical relationship between precipitation and flood damages in the United States. Our results show a significant, positive effect of both monthly and 5-d state-level precipitation on state-level flood damages. In addition, we find that historical precipitation changes have contributed approximately one-third of cumulative flood damages over 1988 to 2017 (primary estimate 36%; 95% CI 20 to 46%), with the cumulative impact of precipitation change totaling $73 billion (95% CI 39 to $91 billion). Further, climate models show that anthropogenic climate forcing has increased the probability of exceeding precipitation thresholds at the extremely wet quantiles that are responsible for most flood damages. Climate models project continued intensification of wet conditions over the next three decades, although a trajectory consistent with UN Paris Agreement goals significantly curbs that intensification. Taken together, our results quantify the contribution of precipitation trends to recent increases in flood damages, advance estimates of the costs associated with historical greenhouse gas emissions, and provide further evidence that lower levels of future warming are very likely to reduce financial losses relative to the current global warming trajectory.

Population growth and urbanisation are increasing the number of users and uses of water, making water resources scarcer and more polluted. Changes in rainfall patterns threaten to worsen these effects in many areas. Water scarcity, due to physical lack or pollution, has become one of the most pressing issues globally, a matter of human, economic and environmental insecurity. Wastewater, whose value had not been appreciated until recently, is increasingly recognised as a potential ‘new’ source of clean water for potable and non-potable uses, resulting in social, environmental and economic benefits. This paper discusses the potential of recycled wastewater (also known as reused water) to become a significant source of safe water for drinking purposes and improved sanitation in support of the Sustainable Development Goals.

Conveyance infrastructure includes natural watercourses as well as human-made facilities like canals, pipelines, and flood bypasses. Examples of natural watercourses include streams, rivers, floodplains, and groundwater aquifers. Conveyance facilities range in size from small, local, end-user distribution systems to the large systems that move water to and from distant areas. Conveyance facilities also require associated infrastructure such as pumping plants, diversion structures, fish ladders, and fish screens. Preparation of this GSP is the first step for the GSAs to achieve groundwater sustainability in the Corning Subbasin. To evaluate progress toward groundwater sustainability during implementation, annual reports and 5-year updates to the GSP will be prepared as required by SGMA. The GSAs recognize that sustainability is only possible with support of stakeholders and coordination of local, state, tribal and federal agencies and the managed use of both surface and groundwater resources. While SGMA does not require the Plan to address California’s Public Trust Doctrine, a 2018 California Court of Appeal ruling found that groundwater pumping that reduces the flow or volume of water in a navigable stream (and tributaries that supply navigable streams) may violate the public trust. This Plan recognizes the importance of protecting public trust resources, including fish and wildlife, in the Subbasin’s streams that are connected to groundwater.

Groundwater pumping, even if only seasonal, may significantly impact groundwater-dependent ecosystems through increased streamflow depletion, particularly in semiarid and arid regions. The effects are exacerbated, under some conditions, by climate change. In social sciences, the management of groundwater-dependent ecosystems is generally considered a “wicked” problem due to the complexity of affected stakeholder groups, disconnected legal frameworks, and a divergence of policies and science at the cross road between groundwater and surface water, and between ecosystems and water quality. A range of often simplified scientific tools plays an important role in addressing such problems. Here we develop a spatiotemporally distributed soil water budget model that we couple with an analytical model for stream depletion from groundwater pumping to rapidly assess seasonal impacts of groundwater pumping on streamflow during critical low flow periods. We demonstrate the applicability of the tool for the Scott Valley in Northern California, where protected salmon depend on summer streamflow fed by cool groundwater. In this example, simulations suggest that increased recharge in the period immediately preceding the critical low streamflow season, and transfer of groundwater pumping away from the stream are potentially promising tools to address ecosystem concerns, albeit raising difficult infrastructure and water trading issues. In contrast, additional winter recharge at the expense of later spring recharge, whether intentional or driven by climate may reduce summer streamflows. Comparison to existing detailed numerical groundwater model results suggests that the coupled soil water mass balance—stream depletion function approach provides a viable tool for scenario development among stakeholders, to constructively inform the search for potential solutions, and to direct more detailed, complex site-specific feasibility studies. The tool also identifies important field monitoring efforts needed to improve the understanding and quantification of site-specific groundwater-stream interactions.

This report provides information on revenue losses experienced by small community water systems (SCWS) in the United States and debt accumulated by their customers during the COVID-19 pandemic. More than 45,000 SCWS, defined as systems serving fewer than 10,000 people, exist across the United States. The pandemic has exacerbated pre-existing challenges for these water systems and for poorer communities faced with rapidly rising water bills, including financial and cyber insecurity, and the rising costs of treating new contaminants in their water and wastewater. The report includes case studies illustrating the breadth and depth of challenges SCWS face due to the COVID-19 pandemic.
