Drought is heating up around the warming world. Particularly hot drought has cost more than US$40 billion and claimed 218 human lives since 2010 in the United States alone. These hot and dry conditions have also contributed to unusually widespread and devastating wildfires, fuelled by wide expanses of weakened and dead trees that were unable to deal with heat stress and subsequent insect attack. Yet, to get a real sense of how this recent change in drought severity might shape the future, one has to look to the past. An analysis of regional and pan-continental North American drought over the past 1,000 years, reported by Cook et al in the Journal of Climate, makes it clear that recent droughts, as costly as they have been, are only a taste of what might lie ahead, independently of any big climate change.

Changing weather patterns, droughts and competing water demands are dramatically altering the landscape and creating conditions conducive to the production of wind-blown dust and dust storms. In California, such factors are leading to the rapid shrinking of the Salton Sea, a 345 mile2 land-locked “sea” situated near the southeastern rural border region known as the Imperial Valley. The region is anticipated to experience a dramatic increase in wind-blown dust and existing studies suggest a significant impact on the health and quality of life for nearby residents of this predominantly low-income, Mexican-American community. The discussion calls attention to the public health dimensions of the Salton Sea crisis. We know little about the possible long-term health effects of exposure to mobilized lakebed sediments or the numerous toxic contaminants that may become respirable on entrained particles. We draw on existing epidemiological literature of other known sources of wind-blown dust, such as desert dust storms, and related health effects to begin to understand the potential public health impact of wind-blown dust exposure. The increased production of wind-blown dust and environmental exposures to such non-combustion related sources of particulate matter are a growing health threat, due in part to drought coupled with increasing pressures on limited water resources. Recent population-based studies have linked dust storms with cardiovascular mortality, asthma hospitalization and decrease in pulmonary function in both adults and children. A growing number of studies provide evidence of the acute health effects of wind-blown dust exposures among children, which with repeated insults have the potential to influence respiratory health over time. The shrinking of the Salton Sea illustrates a public health and environmental justice crisis that requires action and attention to protect the health and well-being of local communities.

The composition of ambient particulate matter (PM) and its sources were investigated at the Salton Sea, a shrinking saline lake in California. To investigate the influence of playa exposure on PM composition, PM samples were collected during two seasons and at two sites around the Salton Sea. To characterize source composition, soil samples were collected from local playa and desert surfaces. PM and soil samples were analyzed for 15 elements using mass spectrometry and X-ray diffraction. The contribution of sources to PM mass and composition was investigated using Al-referenced enrichment factors (EFs) and source factors resolved from positive matrix factorization (PMF). Playa soils were found to be significantly enriched in Ca, Na, and Se relative to desert soils. PMF analysis resolved the PM10 data with four source factors, identified as Playa-like, Desert-like, Ca-rich, and Se. Playa-like and desert-like sources were estimated to contribute to a daily average of 8.9% and 45% of PM10 mass, respectively. Additionally, playa sources were estimated to contribute to 38–68% of PM10 Na. PM10 Se concentrations showed strong seasonal variations, suggesting a seasonal cycle of Se volatilization and recondensation. These results support the importance of playas as a source of PM mass and a controlling factor of PM composition.

This report explores the impact of droughts on domestic and irrigation well operations. Well completion reports and groundwater depth data obtained from the Department of Water Resources were used in the analysis. The percentages of wells in which the top, middle or bottom of the screened interval became exposed above the pumping water level were calculated and implied maintenance or replacement costs were estimated. Increases in pumping costs from greater depths to groundwater were estimated as well. For our case study, we selected a 27 square mile area in Tulare County, where the California Department of Water Resources has determined that groundwater is in a state of critical overdraft and designated the basin as High Priority under the Sustainable Groundwater Management Act. Results indicate that for the 2015 drought, there was significant potential for incurring well maintenance and replacement costs as a result of drought conditions and water levels approaching critical points in the screened intervals. While the assumptions associated with the current method appear to result in overestimation of impacts, the current drought may have resulted in several million dollars in well maintenance and replacement costs. For irrigation wells that remained in operation, increased depths to groundwater would increase overall pumping costs. About $5.31 per acre ($1.7 per acre-foot) were estimated as increased pumping costs in the recent 2012-2015 drought. While these costs are not large on a per acre basis, they may be significant when incurred across large agricultural areas. This proof of concept analysis highlights the value of information on groundwater levels and well constructions for estimating impacts of droughts on long term groundwater pumping capacity and operation. This analysis can be extended for the entire Central Valley in an effort to quantify the impacts of drought and the importance of groundwater management.

Many operational drought indices focus primarily on precipitation and temperature when depicting hydroclimatic anomalies, and this perspective can be augmented by analyses and products that reflect the evaporative dynamics of drought. The linkage between atmospheric evaporative demand E0 and actual evapotranspiration (ET) is leveraged in a new drought index based solely on E0—the Evaporative Demand Drought Index (EDDI). EDDI measures the signal of drought through the response of E0 to surface drying anomalies that result from two distinct land surface–atmosphere interactions: 1) a complementary relationship between E0 and ET that develops under moisture limitations at the land surface, leading to ET declining and increasing E0, as in sustained droughts, and 2) parallel ET and E0 increases arising from increased energy availability that lead to surface moisture limitations, as in flash droughts. To calculate EDDI from E0, a longterm, daily reanalysis of reference ET estimated from the American Society of Civil Engineers (ASCE) standardized reference ET equation using radiation and meteorological variables from the North American Land Data Assimilation System phase 2 (NLDAS-2) is used. EDDI is obtained by deriving empirical probabilities of aggregated E0 depths relative to their climatologic means across a user-specific time period and normalizing these probabilities. Positive EDDI values then indicate drier-than-normal conditions and the potential for drought. EDDI is a physically based, multiscalar drought index that that can serve as an indicator of both flash and sustained droughts, in some hydroclimates offering early warning relative to current operational drought indices. The performance of EDDI is assessed against other commonly used drought metrics across CONUS in Part II.

The event: 2013/14 drought in California. Nearly the entire state of California experienced extremely dry conditions during 2013 (Fig. 2.1a). Statewide, 12-month accumulated precipitation was less than 34% of average (Fig. 2.1b), leading to a wide range of impacts. In early 2014, state and federal water agencies announced that agricultural water users in the Central Valley would receive no irrigation water during 2014 (DWR 2014; USBR 2014), and that a number of smaller communities throughout California could run out of water entirely within a 90-day window (USDA 2014a). Low rainfall, unusually warm temperatures, and stable atmospheric conditions affected the health of fisheries and other ecosystems (CDFW 2014), created highly unusual mid-winter wildfire risk (CAL FIRE 2014), and caused exceptionally poor air quality (BAAQMD 2014). Such impacts ultimately resulted in the declaration of a state-level “drought emergency” and the federal designation of all 58 California counties as “natural disaster areas” (USDA 2014b).
