The Bay Delta Conservation Plan (BDCP) is a collaborative effort involving numerous state and federal agencies with the goal of restoring and protecting the environmental health of the Sacramento-San Joaquin Delta while also improving the reliability of an important source of California’s water supply. Currently, the Delta provides vital water supplies to municipal, industrial and agricultural water users in the Central Valley and coastal and Southern California. These water deliveries are crucial to the state’s economy and represent a critical source of water for more than 25 million California residents. According to the BDCP documents, in the absence of the various conservation measures proposed in the plan, Delta water supplies are expected to become increasingly unreliable, water quality in the Delta would be vulnerable due to sea level rise and associated saltwater intrusion, and the state would be exposed to potentially severe public health consequences resulting from a major seismic event that could damage Delta facilities and temporarily halt water exports. This report provides a preliminary assessment of the affordability and financing considerations of the Delta conveyance facility. The report does not address the merits of the BDCP per se or the question of whether the state and other parties involved in the project should proceed with this project.

Although the pelagic fish community of the upper San Francisco Estuary historically has shown substantial variability, a recent collapse has captured the attention of resource managers, scientists, legislators, and the general public. The ecological and management consequences of the decline are most serious for delta smelt (Hypomesus transpacificus), a threatened species whose narrow range overlaps with large water diversions that supply water to over 25 million people. The decline occurred despite recent moderate hydrology, which typically results in at least modest recruitment, and investments of hundreds of millions of dollars in habitat restoration and environmental water allocations to support native fishes. In response to the pelagic fish collapse, an ambitious multi-agency research team has been working since 2005 to evaluate the causes of the decline, which likely include a combination of factors: stock-recruitment effects, a decline in habitat quality, increased mortality rates, and reduced food availability due to invasive species.

This economic analysis was written by Dr. Jeffrey Michael with the University of the Pacific Eberhardt School of Business. He writes, "The issue of a peripheral canal has returned to the center of the debate about the future of the Delta. The case for building a peripheral canal has recently received a major boost from a report by the Public Policy Institute of California (PPIC) that endorses the peripheral canal as the best long-run solution for the Delta. The PPIC report considers alternative strategies, most notably ending Delta water exports. They find that ending Delta water exports is significantly better for the environment than a peripheral canal, but reject the strategy because it is too costly. However, the PPIC’s cost estimates are exaggerated. They depend on inaccurate assumptions that utilize outdated, undocumented, or fabricated sources. When adjustments are made to their population growth, water recycling cost, and desalination cost assumptions to reflect the best, documented sources, the cost of ending Delta exports are likely to be similar to a peripheral canal. With similar costs, ending Delta exports is the best strategy due to its superior environmental benefits."

The paper reviews the history of Bay-Delta decision-making in California in order to highlight the continuity between what happened with CALFED and what happened in the preceding decades since water project deliveries began in 1949. Throughout this period, there has been intense conflict about whether and how to transfer water from the Bay-Delta to users elsewhere—a conflict marked by a fundamental opposition of interests among stakeholders. We document how the State of California has failed to organize itself effectively to resolve this conflict and make a decision on how to manage the Delta. The strategy consistently adopted by the State was to encourage the main parties – agricultural and urban water diverters, and fisheries and other instream-protection interests – to work out a solution among themselves, rather than imposing one externally. However, economic theory suggests that a bargaining solution is unlikely to exist because of the extreme opposition of interest among the parties. The Bay-Delta history amply confirms this theoretical prediction. Thus, the State’s strategy of relying on voluntary agreement to resolve the issue is fundamentally misconceived and is, at some level, an abdication of its responsibility.

Water is California’s most essential resource. It is limited in availability—in some years, extremely limited, forcing devastating delivery cut-backs to cities, farms and the environment. A recent paper in Frontiers in Ecology and the Environment concludes that the average flow in the Sacramento River—the state’s major source for developed surface water—could decrease by 20 percent by 2050 largely due to climate change. By that same year, California’s population is expected to top 50 million, up from the current figure of 38 million. In other words, our water supplies will dwindle as our population burgeons. Meanwhile, the state’s water delivery policies are already demonstrably incapable of providing water to citizens, agriculture and commerce while simultaneously sustaining essential ecosystems. In response, Governor Jerry Brown and his allies in the state legislature and agribusiness are promoting the “Twin Tunnels” boondoggle: a massive conveyance system that will shunt water under the Sacramento/San Joaquin Delta to the south state.
