The Colorado River Aqueduct pumps water from the Colorado River through, over, and across mountains and desert in a 242- mile-longmarchtothecoastalplainofSouthernCalifornia. When completed,itwasoneofthelongestwater-conveyancefacilitiesin the world. The aqueduct includes power lines, tunnels, siphons, covered conduits, open canals, dams, reservoirs, and five pumping plants, involving ingenious engineering solutions and newly- introduced construction equipment. The project also employed over 35,000 people during its eight-year span and as many as 10,000 at one time, making it southern California's single-largest work opportunity during the Great Depression. In 1995, the Colorado River Aqueduct was named a National Historic Civil Engineering Landmark by the American Society of Civil Engineers. Today, it is the major water supply for urban and suburban southern California.

The Sacramento-San Joaquin Delta (Delta) is the confluence point of the Sacramento and San Joaquin rivers as water is naturally conveyed westward from upstream water basins to the bays connected to the Pacific Ocean (Figure 1). In its natural state, the Delta was a vast marsh and floodplain dissected by meandering channels and sloughs. Even in today’s highly altered environment, the Delta remains a critical ecosystem and dynamic habitat that is home to hundreds of aquatic and terrestrial species, including many species endemic to the area and a number that are designated as threatened or endangered by the federal Endangered Species Act (ESA) and California Endangered Species Act (CESA). The Delta is also a centerpiece of California’s water system. The conveyance of water through the Delta supplies water for more than 25 million Californians. The water conveyed through the Delta also supports farms and ranches stretching from the north Delta to California-Mexico border, which collectively produce nearly half of the nation’s domestically grown fresh produce and supports a $27 billion agricultural industry. In addition to being a key agricultural region itself and recreational destination, the Delta supports extensive infrastructure of statewide importance, such as aqueducts, natural gas pipelines, electricity transmission lines, railroads, shipping channels, and highways.

Conveyance provides for the movement of water, geographically connecting the supply to the demand. Conveyance infrastructure includes natural watercourses as well as human-made facilities like canals, pipelines, and flood bypasses. Examples of natural watercourses include streams, rivers, floodplains, and groundwater aquifers. Conveyance facilities range in size from small, local, end-user distribution systems to the large systems that move water to and from distant areas. Conveyance facilities also require associated infrastructure such as pumping plants, diversion structures, fish ladders, and fish screens. Regulation is critical for protecting public and environmental health but is often perceived as a barrier to innovation in the U.S. municipal wastewater sector. Before a wastewater utility can implement a new technology, it must navigate applicable regulatory processes and obtain necessary approvals, often including obtaining an updated wastewater discharge permit. While all regulatory processes involve interactions between regulators and regulated entities, innovative projects may require them to engage in new ways, heightening the importance of the relationships between them. We investigated four case studies to examine how regulatory relationships affect municipal wastewater utilities’ efforts to adopt new technologies. Through cross-case analysis, we identified five interconnected characteristics of regulatory relationships that appear to facilitate innovation, and whose absence could impede it: clarity, capacity building, continuity, trust, and bounded flexibility. Appropriately applied bounded flexibility—such as using regulatory discretion to tailor permits to reflect the particular risks, benefits, and information needs of the technology at issue—may be key for enabling socially and environmentally beneficial innovation. Yet all five characteristics play important and mutually reinforcing roles in supporting innovation. By cultivating these characteristics in their relationships, both utilities and regulators can take responsibility for enabling appropriate implementation of innovative technologies. However, some parties, particularly small and under-resourced utilities, may find cultivating these characteristics difficult. Therefore, sector-wide support for effective utility-regulator relationships, including coordinated regulatory and funding programs targeted to meet small utilities’ needs, may be needed to bring beneficial innovation within reach for many wastewater utilities and the communities they serve.

Dam removal is often proposed for restoration of anadromous salmonid populations, which are in serious decline in California. However, the benefits of dam removal vary due to differences in affected populations and potential for environmental impacts. Here, we develop an assessment method to examine the relationship between dam removal and salmonid conservation, focusing on dams that act as complete migration barriers. Specifically, we (1) review the effects of dams on anadromous salmonids, (2) describe factors specific to dam removal in California, (3) propose a method to evaluate dam removal effects on salmonids, (4) apply this method to evaluate 24 dams, and (5) discuss potential effects of removing four dams on the Klamath River. Our flexible rating system can rapidly assess the likely effects of dam removal, as a first step in the prioritization of multiple dam removals. We rated eight dams proposed for removal and compared them with another 16 dams, which are not candidates for removal. Twelve of the 24 dams evaluated had scores that indicated at least a moderate benefit to salmonids following removal. In particular, scores indicated that removal of the four dams on the Klamath River is warranted for salmonid conservation. Ultimately, all dams will be abandoned, removed, or rebuilt even if the timespan is hundreds of years. Thus, periodic evaluation of the environmental benefits of dam removal is needed using criteria such as those presented in this paper.
