In 2014 and 2015, the U.S. Geological Survey (USGS) sampled water wells in the Los Angeles Basin and southern San Joaquin Valley, California, and oil wells in the San Joaquin Valley for analysis of multiple chemical, isotopic, and groundwater-age tracers (fig. 1). The purpose of this reconnaissance sampling was to evaluate the utility of tracers for assessing the effects of oil and gas production activities on groundwater quality in California. The study was done in cooperation with the California State Water Resources Control Board. Results of the study are intended to help design a regional groundwater monitoring program to be implemented as part of California Senate Bill 4 (SB 4 statutes of 2013). The regional monitoring program plans to assess the effects of oil and gas production activities on groundwater quality and to provide a regional context for local monitoring of the groundwater-quality effects from well-stimulation treatments, which are techniques used to improve oil and gas production by increasing their rate of flow to the well. California SB 4 mandates that this local monitoring is to be done by oil-well operators in accordance with monitoring criteria established by the State Water Board. This report evaluates the utility of the chemical, isotopic, and groundwater-age tracers for assessing sources of salinity, methane, and petroleum hydrocarbons in groundwater overlying or near several California oil fields. Tracers of dissolved organic carbon in oil-field-formation water are also discussed. Tracer data for samples collected from 51 water wells and 4 oil wells are examined.

Please note that if multiple GSAs develop multiple GSPs for a basin, the coordinated submission of those GSPs shall not occur until the entire basin is covered by GSPs. The California State Water Resources Control Board initiated a regional monitoring program in July 2015 to determine where and to what degree groundwater quality may be adversely impacted by oil and gas development activities. A key issue in the implementation of the regional groundwater monitoring program is that each year, detailed characterization work can be done in only a few of California’s 487 onshore oil and gas fields. The first step in monitoring groundwater near petroleum development is to prioritize oil and gas fields using consistent statewide analysis of available data that indicate potential risk of groundwater to oil and gas development. The U.S. Geological Survey compiled data for four factors that characterize the intensity of petroleum resource development and proximity to groundwater resources: petroleum-well density, volume of water injected in oil fields, vertical proximity of groundwater resources to oil and gas resource development, and water-well density. An overall priority ranking for each field was determined by computing summary metrics, analyzing statewide distributions of summary metrics for all oil and gas fields, using those distributions to define relative categories of potential risk for each factor, and combining relative risk rankings for different factors into an overall priority ranking. This preliminary assessment does not represent an evaluation of groundwater risk to oil and gas development, which needs to be based on detailed analysis and data related to development activities including well stimulation, well integrity issues, produced water ponds, and underground injection. Based on the prioritization analysis, 22 percent (107 fields) of the total number of oil and gas fields in California were ranked as high priority, 23 percent (114 fields) as moderate priority, and 55 percent (266 fields) as low priority. These results indicate that between 100 and 200 oil fields are principal candidates for the next steps in the regional monitoring program. The land area of fields that ranked high priority accounted for 41 percent of the total field area (3,392 square miles). More than half of the high priority fields were in the southern San Joaquin Valley and the Los Angeles Basin. Some of the larger fields tended to have higher rankings because of greater intensity of petroleum development, sometimes coupled with proximity to groundwater resources. The U.S. Geological Survey, in collaboration with the California State Water Resources Control Board and other agencies, has begun regional groundwater monitoring near oil and gas fields selected for study through the California Oil, Gas, and Groundwater cooperative program. Groundwater monitoring includes compiling, analyzing, and developing three-dimensional visualizations of existing data, including geological frameworks, salinity mapping, identification of surface features that could potentially affect groundwater quality, locations and depths of oil/gas and water wells, cataloging well-construction integrity issues, and evaluating the directions of groundwater flow. These analyses are required to determine where existing wells should be monitored and where new monitoring wells may need to be drilled.

Subsidence caused by groundwater pumping in the Central Valley has been a problem for decades. Over the last few years, interferometric synthetic aperture radar (InSAR) has been used from satellites and aircraft to produce maps of subsidence with sensitivity of fractions of an inch. For this study, we have obtained and analyzed data from the European Space Agency’s satellite-borne Sentinel-1A from the period March 2015 – September 2016 and the NASA airborne UAVSAR for the period March 2015 – June 2016, and produced maps of total subsidence from the two data sets. These data add to the earlier data processed from the Japanese PALSAR for 2006 – 2010, Canadian Radarsat-2 for the period May 2014 – January 2015, and UAVSAR for July 2013 - March 2015, for which subsidence measurements were reported previously (Farr et al., 2015). Here we also present results for the South-Central coast of California including Ventura, Oxnard, Santa Barbara and north to the San Joaquin Valley as well as the Santa Clara Valley from colleagues who have processed Sentinel-1A data covering March 2015 – March 2016. As multiple scenes were acquired during these periods, we can also produce time histories of subsidence at selected locations and transects showing how subsidence varies both spatially and temporally.

Accurate and detailed knowledge of California’s groundwater is of paramount importance for statewide water resources planning and management, and to sustain a multi-billion-dollar agriculture industry during prolonged droughts. In this study, we use water supply and demand information from California’s Department of Water Resources to develop an aggregate groundwater storage model for California’s Central Valley. The model is evaluated against 34 years of historic estimates of changes in groundwater storage derived from the United States Geological Survey’s Central Valley Hydrologic Model (USGS CVHM) and NASA’s Gravity Recovery and Climate Experiment (NASA GRACE) satellites. The calibrated model is then applied to predict future changes in groundwater storage for the years 2015–2050 under various precipitation scenarios from downscaled climate projections. We also discuss and project potential management strategies across different annual supply and demand variables and how they affect changes in groundwater storage. All simulations support the need for collective statewide management intervention to prevent continued depletion of groundwater availability.

This Groundwater Sustainability Plan (GSP) is prepared in accordance with the 2014 Sustainable Groundwater Management Act (SGMA) and covers the Western Management Area (WMA) of the Santa Ynez River Valley Groundwater Basin (Basin or SYRVGB) located in coastal central California. There are two principal aquifers within the WMA: an Upper Aquifer, consisting of younger alluvial sediments that are primarily associated with river and surface water geomorphic processes, and a Lower Aquifer, which is more extensive throughout the Basin and consists of older geologic depositions. Marginal geologic formations containing perched water-bearing soils are also identified within the Basin but are not principal aquifers managed under SGMA. The Santa Ynez River is the primary surface water source within the Basin. The subflow of the Santa Ynez River is considered part of the river flow and is managed as surface water pursuant to the administrative authority and jurisdiction of the State Water Resources Control Board (SWRCB) over waters flowing in known and definite channels. The analyses conducted for this GSP indicate that current Basin conditions are generally sustainable. Potential undesirable results (defined as significant and unreasonable impacts to sustainability indicators) have been identified and specific minimum thresholds have been developed to help ensure that undesirable results do not occur under future conditions. Potential project operations and management actions designed to maintain and improve groundwater conditions and sustainability have been identified and are described within this GSP.

Year 2013 closed as the driest in recorded history for many areas of California. On January 17, 2014, Governor Brown signed a Proclamation of a State of Emergency in response to the drought. This Public Update addresses Order #11 of the Governor’s Proclamation and provides information regarding groundwater basins with potential water shortages and gaps in groundwater monitoring. Groundwater is a vital resource in California providing close to 60 percent of the state’s water supply in a dry year. Drought conditions typically result in an increase of groundwater well activity and pumping to compensate for water supply shortages. Increased groundwater pumping can lead to adverse conditions including dry wells, subsidence, decreased water quality, saline intrusion, and stream depletion. Evaluation of available data produced the following: Groundwater levels have decreased in nearly all areas of the state since spring 2013, and more notably since spring 2010. Since spring 2008, groundwater levels have experienced all-time historical lows (for period of record) in most areas of the state and especially in the northern portion of the San Francisco Bay Hydrologic Region, the southern San Joaquin Valley, and also for the South Lahontan and South Coast hydrologic regions. In many areas of the San Joaquin Valley, recent groundwater levels are more than 100 feet below previous historical lows. The greatest concentration of recently deepened wells is in the fractured bedrock foothill areas of Nevada, Placer, and El Dorado counties. The Kaweah and Kings subbasins have the greatest numbers of deepened wells in an alluvial groundwater basin. Thirty-six alluvial groundwater basins that have a high degree of groundwater use and reliance may possess greater potential to incur water shortages as a result of drought. The basins exist in the North Coast, Central Coast, Sacramento River, Tulare Lake, and South Coast hydrologic regions. Of California’s 515 alluvial groundwater basins, 169 are fully or partially monitored under the California Statewide Groundwater Elevation Monitoring (CASGEM) Program. Forty of the 126 High and Medium priority basins are not monitored under CASGEM. There are significant CASGEM groundwater monitoring data gaps in the Sacramento, San Joaquin River, Tulare Lake, Central Coast, and South Lahontan hydrologic regions. Although there are 4,122 CASGEM wells and 39,429 Voluntary wells in the Water Data Library groundwater level database, gaps in groundwater monitoring persist. Several areas of the state lack a current groundwater management plan that addresses all related requirements of the California Water Code. DWR is contracting with National Aeronautics and Space Administration (NASA) Jet Propulsion Laboratory for use of satellite-based radar data to measure subsidence in the Sacramento and San Joaquin valleys. NASA, the U.S. Geological Survey, and U.S. Department of Agriculture are developing an automated system for estimating fallowed agricultural acreage.

California’s Water Year 2014 (October 1, 2013 through September 30, 2014) was one of the driest in decades and followed two consecutive dry years throughout the state. Water year 2014 was the fourth driest year on record after 1924, 1931, and 1977, based on the Sacramento Valley water year index, and the second driest year on record after 1977, based on the San Joaquin Valley water year index. On January 17, 2014, Governor Brown signed a Proclamation of a State of Emergency in response to the drought. In accordance with the proclamation, the Department of Water Resources (DWR) prepared Public Update for Drought Response, Groundwater Basins with Potential Water Shortages and Gaps in Groundwater Monitoring, dated April 30, 2014. On April 25, 2014, the governor issued a second emergency proclamation to strengthen the state’s ability to manage water and habitat effectively in drought conditions and called on all Californians to redouble their efforts to conserve water. In accordance with Order #11 of the April proclamation, this report provides additional and expanded information on groundwater basins with potential water shortages, gaps in groundwater monitoring, monitoring of land subsidence, and agricultural land fallowing.
