Submitted to the Department of Water Resources (DWR) in January 2022, the first version of this GSP was reviewed by DWR in January 2024 and determined to be incomplete (DWR, 2024). Two deficiencies were identified by DWR. The first of these involves provision of sufficient information (namely, analysis of potential impacts on wells) to support the selection of sustainable management criteria for chronic lowering of groundwater levels. The second involves provision of sufficient details on the projects and management actions to mitigate overdraft in the Subbasin and provide a feasible path to achieve sustainability. Corrective actions, including a resolution approved by both GSAs to arrest groundwater level declines by 2027 and raise groundwater levels after 2027, are incorporated into this revised July 16, 2024, GSP for resubmittal to DWR. The terms and conditions of a Stipulation in the Santa Maria Valley Groundwater Basin Litigation passed down by the Superior Court of the State of California, County of Santa Clara, on June 30, 2005, are intended to “impose a physical solution establishing a legal and practical means for ensuring the Basin’s long-term sustainability.” Under the Stipulation, the groundwater, imported and developed water, and storage space of the Basin are to be managed in three management areas, including one for the Santa Maria Valley (SMVMA) (Figure 1). The management area is approximately 175 square miles in size encompassing the Santa Maria and Sisquoc Valleys, extending north to the Nipomo Mesa, east to the cliffs above the Santa Maria River and terraces along the Sisquoc River, south to the Casmalia and Solomon Hills, and west to the coast. According to the Stipulation, a monitoring program is to be established for each of the three management areas to collect and analyze data regarding water supply and demand such that the following objectives are met: 1) assessment of groundwater conditions, both levels and quality; 2) determination of land use, water requirements, and water supply; and 3) accounting of amounts and methods of disposition of water utilized. This monitoring program has been prepared to meet these objectives in the SMVMA. Also in accordance with the Stipulation, it is expected that the monitoring results will be utilized for preparation of annual reports on the SMVMA, including an assessment of whether conditions of severe water shortage are present. The monitoring program for the SMVMA, with minor revisions from October 2008, is described by individual element in the following section. Among other components, the monitoring program includes networks of historically monitored wells, stream gauges, and climatic stations. These monitoring points were selected based on publicly available information about their locations, characteristics, and historical data records with the intent of continuing those records as much as possible. It is recognized that, as implementation of the program proceeds, the inclusion of some network wells may be determined to be impractical or impossible due to problems of access or abandonment. Further, the reestablishment of inactive (or installation of new) wells, stream gauges and climatic stations will depend on interagency coordination, permitting procedures, and budgetary constraints. Thus, it is anticipated that the overall monitoring program will be incrementally implemented as practicalities like those mentioned above dictate. Similarly, it is expected that, with time, the program will undergo modification in response to various factors (e.g. replacing network wells abandoned in the future, revising well classifications by aquifer depth zone), while maintaining the overall goal of facilitating interpretation and reporting on water requirements, water supplies, and the state of groundwater conditions in the SMVMA.

A total of six new monitoring wells and seven replacement monitoring wells were drilled and constructed, and 13 monitoring well destroyed between February 7 and April 26, 2012 for the Soquel Creek Water District (District). This work took place at six different locations in the Soquel-Aptos area. The work was accomplished in order to meet the basin management objectives of the Soquel-Aptos Groundwater Management Plan (Soquel Creek Water District and Central Water District, 2007) and recommendations made in the Water Year 2010 Annual Report and Review (HydroMetrics WRI, 2011). A summary of the work performed and monitoring well construction details at each of the six locations are provided below.

In 1992, California State Legislature adopted the Groundwater Management Act (California Water Code Part 2.7, §10753), originally enacted as Assembly Bill (AB) 3030 and amended by Senate Bill (SB) 1938 in 2002. The Groundwater Management Act provided the authority to prepare groundwater management plans and encouraged local agencies to work cooperatively to manage groundwater resources within their jurisdictions and groundwater basins. Monterey County Water Resources Agency (MCWRA), recognizing that management of its natural water resources is critical to ensuring a long-term sustainable and reliable good quality water supply, has prepared this Groundwater Management Plan (GWMP). The purpose of the GWMP is to provide a comprehensive overview of the Salinas Valley Groundwater Basin and to recommend various management strategies for the basin. Specifically, this document provides the framework for the management of groundwater resources in the Salinas Valley Groundwater Basin (exclusive of the Seaside and Paso Robles subareas) and acts as a guidance document for future groundwater projects. While this edition of the GWMP focuses on the Salinas Valley Groundwater Basin, MCWRA is responsible for the management of the water resources for all of Monterey County. Future GWMP versions will incorporate the additional groundwater basins in the County. This document has been prepared in accordance with existing regulations as outlined in the California Water Code (as referenced above) and was prepared in coordination with local agencies and interested residents through public outreach activities.

The U.S. Geological Survey (USGS), in cooperation with the California State Water Resources Control Board, is evaluating several questions about oil and gas development and groundwater resources in California, including (1) the location of groundwater resources; (2) the proximity of oil and gas operations and groundwater and the geologic materials between them; (3) evidence for or against fluids from oil and gas sources in groundwater; and (4) the pathways or processes responsible when fluids from oil and gas sources are present in groundwater (U.S. Geological Survey, 2019). As part of this evaluation, the USGS installed a multiple-well monitoring site in the southern San Joaquin Valley near Lost Hills, California, adjacent to the Lost Hills oil field. Data collected at the Lost Hills multiple-well monitoring site (LHSP) provide information about the geology, hydrology, geophysics, and geochemistry of the aquifer system, thus enhancing understanding of relations between adjacent groundwater and the Lost Hills oil field in an area where there is little groundwater data. This report presents construction information for the LHSP and initial geohydrologic data collected from the site.

The Poso Creek Oil Field is one of the many fields selected for regional groundwater mapping and monitoring by the California State Water Resources Control Board as part of the Oil and Gas Regional Monitoring Program (RMP; California State Water Resources Control Board, 2015, 2022b; U.S. Geological Survey, 2022a). The U.S. Geological Survey (USGS), in cooperation with the California State Water Resources Control Board, is evaluating several questions about oil and gas development and groundwater resources in California, including (1) the location of groundwater resources; (2) the proximity of oil and gas operations to groundwater and the geologic materials between them; (3) evidence (or no evidence) of fluids from oil and gas sources in groundwater; and (4) the pathways or processes responsible when fluids from oil and gas sources are present in groundwater (U.S. Geological Survey, 2022a). As part of this evaluation, the USGS installed a multiple-well monitoring site within the administrative boundary of the Poso Creek Oil Field about 12 miles north of Bakersfield, California (fig. 1). Data collected at the Poso Creek multiple-well monitoring site (PCCT) provide information about the geology, hydrology, geophysical properties, and water quality of the aquifer system overlying the oil-bearing zone, thus enhancing understanding of relations between adjacent groundwater and the Poso Creek Oil Field in an area where groundwater data are limited, particularly at different depths in the aquifer. This report presents construction information for the PCCT and initial geohydrologic data collected from the site. Similar sites installed on the east side of the Lost Hills Oil Field and North and South Belridge Oil Fields were described by Everett and others (2020a, b).
