Atmospheric rivers (ARs) are characterized by intense moisture transport, which, on landfall, produce precipitation which can be both beneficial and destructive. ARs in California, for example, are known to have ended drought conditions but also to have caused substantial socio-economic damage from landslides and flooding linked to extreme precipitation. Understanding how AR characteristics will respond to a warming climate is, therefore, vital to the resilience of communities affected by them, such as the western USA, Europe, East Asia and South Africa. In this Review, we use a theoretical framework to synthesize understanding of the dynamic and thermodynamic responses of ARs to anthropogenic warming and connect them to observed and projected changes and impacts revealed by observations and complex models. Evidence suggests that increased atmospheric moisture (governed by Clausius–Clapeyron scaling) will enhance the intensity of AR-related precipitation — and related hydrological extremes — but with changes that are ultimately linked to topographic barriers. However, due to their dependency on both weather and climate-scale processes, which themselves are often poorly constrained, projections are uncertain. To build confidence and improve resilience, future work must focus efforts on characterizing the multiscale development of ARs and in obtaining observations from understudied regions, including the West Pacific, South Pacific and South Atlantic.

Sustainable Urban Drainage Systems (SuDS) are known to help mitigate flooding whilst simultaneously delivering other positive outcomes, such as the provision of environmental, economic, educational, and business benefits. Despite this, there has been a relatively low uptake of SuDS in new developments and even less of an uptake in the opportunities for retrofitting SuDS in existing buildings. A major barrier to uptake has been a lack of understanding regarding the value of the benefits provided by SuDS. This study presents an appraisal of the costs and benefits derived from the retrofitting of SuDS in existing buildings and reveals some of the key decision-making considerations during the design and installation of such schemes. A qualitative research approach that included a number of case studies of successfully retrofitted SuDS schemes within public buildings was conducted. A novel feature of the research was the use of the Willingness to Pay (WTP) approach to value the tangible and intangible benefits provided by the various schemes from the perspectives of the property owners. The findings revealed that the retrofit provided a net value to the client of over £100,000 over 10 years, a mean CBA ratio of 5.3/10, and a return on investment (ROI) that would be achieved in less than 3 years. The importance of stakeholder engagement during the decision-making process was highlighted in helping to overcome many of the design, installation, and maintenance challenges. The findings demonstrate a significant ROI for these SuDs retrofit schemes and highlight useful approaches to overcoming the barriers in valuing the importance of the intangible benefits. In supporting the uptake of the retrofitting of SuDS, it is recommended that these benefits are given full consideration by property owners, urban planners, and architects during the design of retrofit schemes and throughout the decision-making stage.

Increasing hydrologic volatility—more extreme rain, and larger variations between wet and dry years—has become apparent in some regions, but few data exist to determine how intensifying hydrologic extremes affect sedimentary systems. Using uniquely high-resolution records of fluvial suspended sediment and coastal morphology, we quantify sedimentary responses from a steep, 357-km2 watershed in California under extreme wet and dry hydrologic conditions. In years with multiple 2- to 10-year floods, fluvial sediment coarsened significantly as the wet season progressed, with late-season floods delivering dominantly sand-sized material to the coast. Greater and coarser sediment supply under wetter antecedent conditions affected nearshore geomorphic evolution for 4–5 years. The watershed and coastal changes we documented point to an increasing role of sediment-related hazards (flooding and hillslope erosion) and resources (nearshore accretion) as wet seasons intensify.

In response to extensive flooding and damages experienced in 1997, the United States Congress authorized the U.S. Army Corps of Engineers, Sacramento District (USACE) to provide a comprehensive analysis of the Sacramento and San Joaquin river basin flood management systems and to partner with the State of California to develop master plans for flood damage reduction. The USACE and the State Reclamation Board of California are leading this Comprehensive Study to improve flood management and integrate ecosystem restoration in the Sacramento and San Joaquin river basins. The authorization for the Comprehensive Study directed the development of hydrologic and hydraulic models for both river basins that will allow systematic evaluation. These models incorporate reservoir operations and flow along the major river systems to evaluate the performance of the flood management systems. The models can be used to assess the performance of the current systems or modified systems under a wide range of hydrologic conditions. This report documents the work conducted for the Sacramento and San Joaquin River Basins Comprehensive Study to develop reservoir operation models, specifically Phase II – Model Refinement and Simulation of both existing operational conditions and evaluation of flood management alternatives. The main product components of this effort include: HEC-5 Reservoir Operation Models for the Sacramento and San Joaquin River basins, which will include headwater and major flood management reservoirs. The first part of this document is limited to the use of reservoir models to identify and describe baseline conditions. It does not include the formulation or evaluation of flood management alternatives. The performance of modified flood management strategies is addressed within subsequent sections of this document. Future work will continue to use these models in the analysis of alternatives for reducing flood damages in California’s Central Valley.

Sacramento Valley has a history of floods and management of floods that goes back as long as people have populated the region. Prior to flood management, the valley floor would be blanketed by seasonal runoff nearly every year; the Sacramento Valley was once nicknamed the “inland sea.” This tendency to flood results from the geography of the region as well as the weather. The occasionally large amounts of rain that fall in the surrounding Coastal ranges and the relatively steep Sierra Nevada mountain ranges produce rapid surface water runoff to the Sacramento River. The amount of this surface water runoff can be quite large, depending on the amount of rainfall, snow melt, and soil moisture of the watershed. Fast water flowing from the mountains is blunted by the relatively shallow grade of the Sacramento River south of the city of Red Bluff, and would often overtop the river banks. In addition, The Sacramento River would begin depositing sediment in the more shallow grades that would often alter its direction of flow. In order to control these storm flows that would otherwise flood farmland and cities, the Sacramento River Flood Control Project (the Project) was created. The Project was designed with the understanding that runoff from many of the storm events experienced in the Sacramento River watershed cannot be contained within the banks of the river. Nor could this flow be fully contained within a levee system without periodically flooding adjacent property. Thus, the Project was designed to occasionally spill through a system of weirs and flood relief structures into adjacent basins. These basins are designed to contain flood waters and channel them downstream, to eventually be conveyed back into the Sacramento River near Knights Landing and Rio Vista. Dry weather flows are contained within levees near the river banks and land within the flood basins is then used for agricultural purposes.

The purpose of this Bay shore inventory is to create a comprehensive and consistent picture of today’s Bay shore features to inform regional planning. This dataset includes both structures engineered expressly for flood risk management (such as accredited levees) and features that affect flooding at the shore but are not designed or maintained for this purpose (such as berms, road embankments, and marshes). This mapping covers as much of the ‘real world’ influence on flooding and flood routing as possible, including the large number of non-accredited structures. This information is needed to: 1. identify areas vulnerable to flooding; 2. identify adaptation constraints due to present Bay shore alignments; and 3. suggest opportunities where beaches, wetlands, and floodplains can be maintained or restored and integrated into flood risk management strategies.

The purpose of this Bay shore inventory is to create a comprehensive and consistent picture of today’s Bay shore features to inform regional planning. This dataset includes both structures engineered expressly for flood risk management (such as accredited levees) and features that affect flooding at the shore but are not designed or maintained for this purpose (such as berms, road embankments, and marshes). This mapping covers as much of the ‘real world’ influence on flooding and flood routing as possible, including the large number of non-accredited structures. This information is needed to: identify areas vulnerable to flooding. identify adaptation constraints due to present Bay shore alignments; and suggest opportunities where beaches, wetlands, and floodplains can be maintained or restored and integrated into flood risk management strategies. The primary focus of the project is therefore to inform regional planners and managers of Bay shore characteristics and vulnerabilities. The mapping presented here is neither to inform FEMA flood designation nor is it a replacement for site-specific analysis and design. The mapping consists of two main elements: Mapping of Bay shore features (levees, berms, roads, railroads, embankments, etc.) which could affect flooding and flood routing. Attributing Bay shore features with additional information including elevations, armoring, ownership (when known), among others. SFEI delineated and characterized the Bay shore inland to 3 meters (10ft) above mean higher high water (MHHW) to accommodate observed extreme water levels and the commonly used range of future sea level rise (SLR) scenarios. Elevated Bay shore features were mapped and classified as engineered levees, berms, embankments, transportation structures, wetlands, natural shoreline, channel openings, or water control structures. Mapped features were also attributed with elevation (vertical accuracy of <5cm reported in 30 meter (100ft) segments from LiDAR derived digital elevation models (DEMs), FEMA accreditation status, fortification (e.g., riprap, buttressing), frontage (e.g., whether a feature was fronted by a wetland or beach), ownership, and entity responsible for maintenance. Water control structures, ownership, and maintenance attributes were captured where data was available (not complete for entire dataset). The dataset was extensively reviewed and corrected by city, county, and natural resource agency staff in each county around the Bay. This report provides further description of the Bay shore inventory and methods used for developing the dataset. The result is a publicly accessible GIS spatial database.
