The Southwest region encompasses diverse ecosystems, cultures, and economies, reflecting a broad range of climateconditions, including the hottest and driest climate in the United States. Arizona, California, Colorado, New Mexico, Nevada, and Utah occupy one-fifth of U.S. land area, extending across globally unique ecosystems from the Sonoran Desert to the Sierra Nevada to the Pacific Coast. The region is home to 60 million people, with 9 out of 10 living in urban areas and the total population growing 30% faster than the national average. The Nation depends on the region for more than half of its specialty crops such as fruits, nuts, and vegetables. The Southwest also drives the U.S. technology sector, with more than 80% of the country’s technology capitalization located in California. Significant changes in water quantity and quality are evident across the country. These changes, which are expected to persist, present an ongoing risk to coupled human and natural systems and related ecosystem services. Variable precipitation and rising temperature are intensifying droughts, increasing heavy downpours, and reducing snowpack. Reduced snow-to-rain ratios are leading to significant differences between the timing of water supply and demand. Groundwater depletion is exacerbating drought risk. Surface water quality is declining as water temperature increases and more frequent high-intensity rainfall events mobilize pollutants such as sediments and nutrients. The emergence of comparable landscape approaches to wildlife conservation and water quality improvement through federal and California state regulatory and management programs provides an opportunity for their coordination to better protect California’s aquatic resources, especially streams, wetlands, and riparian areas. Such coordination is patently desirable. A framework has been developed to help coordinate restoration and compensatory mitigation across policies governing wildlife conservation and water quality in the landscape context. The framework is based on the Wetland and Riparian Area Monitoring Plan (WRAMP) of the California Wetland Monitoring Workgroup (CWMW) of the Water Quality Monitoring Council. The framework presented here is a version of the standard WRAMP framework. It only differs from the standard framework to better accommodate wildlife conservation planning, assessment and reporting. To distinguish this version from the standard version, it is termed theWRAMP for wildlife (WRAMPw).

Since 2009, the California Statewide Groundwater Elevation Monitoring (CASGEM) Program has tracked seasonal and long-term groundwater elevation trends in groundwater basins statewide. The program’s mission is to establish a permanent, locally-managed program of regular and systematic monitoring in all of California's alluvial groundwater basins. Senate Bill x7-6, passed by the legislature in 2009, established collaboration between local monitoring parties and DWR to collect statewide groundwater elevations, to be made available to the public. In response to the law, we developed the CASGEM program. Collecting and evaluating these groundwater data on a statewide scale is a fundamental step toward improving management of California's groundwater resources. The CASGEM program relies and builds upon the many previously established local long-term groundwater monitoring and management programs. California Water Code Section 10004.6 requires the California Department of Water Resources (DWR) to quantify current and future water conditions in the state. This information is published in the California Water Plan (Water Plan), which is updated every five years. Water managers and planners constantly face the challenges of planning for an uncertain future where the only constant is change. To address the potential future changes and mitigate the probable risks, water managers must consider and quantify uncertainties and their impacts on water system vulnerability. Although it is not possible to know for certain how population growth, land use decisions, climate, and other factors change over time, water planners must consider these system stressors in long-term planning to evaluate future risks and uncertainty. The Water Plan evaluates many alternative future scenarios as an integral part of its analytical approach to quantify system vulnerability under a range of population and urban growth scenarios, land use, and climate uncertainties.

From 2012 to 2016, California experienced one of the worst droughts since the start of observational records. As in previous dry periods, precipitation-inducing winter storms were steered away from California by a persistent atmospheric ridging system in the North Pacific. Here we identify a new link between Arctic sea-ice loss and the North Pacific geopotential ridge development. In a two-step teleconnection, sea-ice changes lead to reorganization of tropical convection that in turn triggers an anticyclonic response over the North Pacific, resulting in significant drying over California. These findings suggest that the ability of climate models to accurately estimate future precipitation changes over California is also linked to the fidelity with which future sea-ice changes are simulated. We conclude that sea-ice loss of the magnitude expected in the next decades could substantially impact California’s precipitation, thus highlighting another mechanism by which human-caused climate change could exacerbate future California droughts.
