This report was produced by the OPC-SAT working group and Ocean Science Trust on behalf of the Ocean Protection Council (OPC) and the broader community of California managers with the aim of: • communicating emerging scientific understanding of the ability of seagrass and macroalgae (kelps) to ameliorate ocean acidification (OA) in a California-specific context, • summarizing knowledge gaps and opportunities for filling them through research and monitoring, and • providing guidance on next steps for the State as it considers future nature-based actions to reduce the negative impacts of OA in California and beyond.

Knowledge of coastal hydrogeology and hazards as groundwater responds to sea-level rise (SLR) can be improved through installation of shallow groundwater monitoring piezometers and continuous observations. Interpolation of site data enables mapping of the present-day state of groundwater elevation, depth to groundwater (DTW), their temporal statistical variation, and differing spatial responses to tides and rainfall. Future DTW and its variability can be projected under increments of SLR, with assumptions and caveats, to show where and when episodic and/or permanent inundation can be expected. This methodology is outlined in a case study of Dunedin, New Zealand, which enabled comparison of rising groundwater's contribution to pluvial flooding and groundwater emergence with coastal inundation. Changes in relative land exposure with SLR shows evolution in flood hazard from current pluvial-dominated events, into “flooding from below” and groundwater emergence, in advance of any overland coastal inundation. Dunedin exemplifies how groundwater transfers effects of SLR surprisingly far inland, but the lowest-lying or shoreline-proximal suburbs are not necessarily the most vulnerable. Unlike coastal inundation, rising groundwater is unconstrained by protective topography and presents as a creeping hazard, or contributor to hazards such as pluvial flooding, which can be widespread, occurring already and difficult to defend against. The empirical models contain assumptions and uncertainties important to the veracity of results and application. While conservative (“risk averse”) and a compromise from computationally expensive numerical solutions, their value is in providing the spatial and temporal precision needed for multi-source hazard assessment and holistic adaptive planning.

As we work to reduce water use on the post-2026 Colorado River, two paths lie open before us. One is to incentivize conservation by giving water users the chance to bank saved water for later use. Known most commonly as Intentionally Created Surplus (ICS), and more broadly in a series of increasingly creative implementations as “Assigned Water,” this creates short term savings. But in the long run, the approach entitles the users to take the water back out of thE bank. The other involves permanent reductions – “System Water.” Water use is reduced for the benefit of the Colorado River as a whole. Investment in Assigned Water, attractive to water managers because of the allure that they can get their water back, has crowded out investment in the more durable System Water reductions that will be needed to bring the Colorado River into balance. As we develop new operating rules for the river, we need to be mindful of the differences involved. Accounting for water as Assigned Water is a means to reduce total water use in the short-term but the basin requires a means to reduce total water use over the long-term. Enduring solutions on the river can only be found by addressing overallocation, which at its most basic means that there needs to be more unassigned water in Lake Mead. Click here for Part II

Conserving water now in reservoir savings banks, as a hedge against future risks associated with drought and declining flows, has emerged as one of the central tools for managing the Colorado River. The Lower Basin "Intentionally Created Surplus" program, created in the 2007 Interim Guidelines, has shown the idea's promise and given the basin nearly two decades to learn the strengths and weaknesses of the approach. With tweaks to allow similar efforts in the Upper Basin and other modifications based on what we have learned about the current ICS approach, such "Floating Pools" are one of the key tools being considered as negotiators try to thread the needle of a seven-state agreement for post-2026 Colorado River management.mDone properly, they have the potential to finesse the states' disagreement over the terms of the 1922 Colorado River Compact in a way that could avoid potentially disruptive litigation. Solar power development over canals is an emerging response to the energy–water–food nexus that can result in multiple benefits for water and energy infrastructure. Case studies of over-canal solar photovoltaic arrays have demonstrated enhanced photovoltaic performance due to the cooler microclimate next to the canal. In addition, shade from the photovoltaic panels has been shown to mitigate evaporation and potentially mitigate aquatic weed growth. However, the evaporation savings and financial co-benefits have not been quantified across major canal systems. Here we use regional hydrologic and techno-economic simulations of solar photovoltaic panels covering California’s 6,350 km canal network, which is the world’s largest conveyance system and covers a wide range of climates, insolation rates and water costs. We find that over-canal solar could reduce annual evaporation by an average of 39 ± 12 thousand m3 per km of canal. Furthermore, the financial benefits from shading the canals outweigh the added costs of the cable-support structures required to span the canals. The net present value of over-canal solar exceeds conventional overground solar by 20–50%, challenging the convention of leaving canals uncovered and calling into question our understanding of the most economic locations for solar power.

California has been through its share of scorching droughts and energy shortages, but many residents of the western United States may not realize the close con- nections between water and power resources. Water utilities use large amounts of energy to treat and deliver water. Even after utilities deliver water, consumers burn more energy to heat, cool, and use the water. The California State Water Project is the largest single user of energy in California. In the process of delivering water from the San Francisco Bay-Delta to Southern California, the project uses 2 to 3 percent of all electricity consumed in the state. The State Water Project burns energy pumping water 2,000 feet over the Tehachapi Mountains—the highest lift of any water system in the world. The amount of energy used to deliver that water to residential customers in Southern California is equivalent to approximately one-third of the total average household electric use in the region. Ninety percent of all electricity used on farms is devoted to pumping groundwater for irrigation.

The Safe, Clean Water Program (SCWP) reflects the will of the voters of Los Angeles County, who approved Measure W in 2018 by close to 70%. The ballot measure established a perpetual parcel tax “to fund projects and programs to increase stormwater capture and reduce stormwater and urban runoff pollution” in Los Angeles County “to increase water supply, improve water quality, and, where appropriate, provide community enhancements such as the greening of schools, parks, and wetlands, and increased public access to rivers, lakes, and streams.” In an ordinance implementing the Safe Clean Water Program, the county Board of Supervisors included provisions to prioritize equity in implementation and affirmed an intention to address inequity in infrastructure in August 2021. Those provisions gave rise to this report, which provides advice drawn from research and stakeholder engagement to the Los Angeles County Flood Control District (LACFCD) for measuring community engagement and Disadvantaged Community Benefits to better achieve the equitable impact sought by the SCWP. As part of a broader SCWP Metrics and Monitoring Study (MMS) commissioned by the LACFCD, we were charged with conducting research, consulting with stakeholders, and giving advice to the SCWP for metrics to measure community engagement and Disadvantaged Community Benefits.
