Cities will face many challenges over the coming decades, from adapting to a changing climate to accommodating rapid population growth. A related suite of challenges threatens global biodiversity, and many species face potential extinction. While urban planners and conservationists have long treated these issues as distinct, there is growing evidence that cities not only harbor a significant fraction of the world’s biodiversity, but that they can also be made more livable and resilient for people, plants, and animals through nature-friendly urban design. Urban ecological science can provide a powerful tool to guide cities towards more biodiversity-friendly design. However, current research remains scattered across thousands of journal articles and largely inaccessible to practitioners. Making Nature’s City fills this gap, synthesizing global research to develop a science-based approach for supporting nature in cities. We identify seven key elements of urban form and function that work together to maximize biodiversity, and we illustrate these elements through a case study in California’s Silicon Valley. Using the framework developed in this report, urban designers and local residents can work together to link local parks, greenways, green roofs, street trees, stormwater basins, commercial landscaping, and backyards to support biodiversity while making cities better places to live. As we envision the healthier, and more resilient cities, Making Nature’s City provides practical guidance for the many actors who together will shape the nature of cities.

The Sacramento-San Joaquin Delta is the heart of California’s water delivery system, connecting the precipitation-rich regions of the north with the dry farmlands and demanding urban areas of the south and coast, including the Bay Area. Scarce water resources create conflicts between people and fishes; as demand by people for water grows, less water is available for the environment. This white paper explores the ways to keep the native fishes, and the functional ecosystems they require, from disappearing. Our analysis is fish-oriented because salmon, smelt, and other declining fishes are major drivers of decisions on where to focus aquatic restoration efforts.  The goals of this white paper are to first provide a brief introduction to the Delta and then to describe why restoration of native fishes and natural processes is such a challenge in this system. We follow this with some general guidelines for restoration projects in the Delta and apply those guidelines with a project evaluation tool. We used this tool to evaluate 26 projects, mostly part of EcoRestore, to provide insights to help determine action items. We then present 17 action items, listed below, some of which can be accomplished fairly quickly, some that will take longer, and few that will have to be continuous. But taken together, our recommended actions could significantly improve the welfare of native fishes and help to create a novel aquatic ecosystem with many desirable features.

In California, water and land management activities have substantially altered river flows and degraded river channels and their floodplains. The result has been a precipitous decline in native fish populations, including the collapse of valued salmon fisheries, and widespread imperilment of freshwater biodiversity. Environmental flows—flows in rivers and streams necessary to sustain ecosystem health—are essential to reversing these trends. Yet many rivers in California lack environmental flows. And for those rivers with such protections, environmental flows are typically established at static minimum levels, which fail to preserve the natural seasonal and interannual variability of flow that sustains healthy ecosystems. A new approach to managing environmental water is needed.

In California, surface water from rainfall, snowmelt, and distant rivers rarely meets the state’s urban and agricultural water needs. Groundwater is an essential water source, providing 35% of the fresh water used in California. However, when groundwater is used more rapidly than it is naturally replenished, groundwater management becomes necessary. One of the tools used by groundwater managers is managed aquifer recharge (MAR). Aquifers, the porous rocks and sediments that hold and transmit groundwater, are naturally replenished by surface water that seeps into the ground. MAR enhances the recharge rate by creating artificial streams and ponds where water trickles into the ground, or by using wells to directly inject water underground. MAR can also be used to improve groundwater quality and prevent some of the negative consequences of groundwater depletion, like ground sinking (subsidence) or the intrusion of salty groundwater from the oceans into coastal freshwater aquifers. Because of its arid climate and large population, California is home to some of the oldest and largest MAR projects in the United States. This case study highlights four of these projects, covering almost a century of MAR and water security in California.

The 2012–16 drought caused unprecedented stress to California’s ecosystems and pushed many native species to the brink of extinction. It also tested the laws, policies, and institutions charged with protecting the environment. Eight case studies on environmental water management during the drought reveal both strengths and weaknesses in federal, state, and local response that can inform how California addresses future droughts. Three areas of reform hold promise for improving ecosystem conditions and reducing conflict: * Improve water accounting. Drought management requires accurate and timely information about water use and availability and about likely environmental response to changes in water supply. But California’s current tracking systems are neither timely nor transparent. To address these gaps, environmental water accounting and ecosystem monitoring systems need an overhaul. * Prepare for drought. With a few significant exceptions, environmental water managers were unprepared for the environmental consequences of an extended drought, and were forced to make ad hoc decisions during a crisis. Developing watershed-level plans that set ecosystem priorities and identify trade-offs would help managers anticipate drought and drive implementation of habitat investments and water allocation. Annual watering plans that guide management under different types of water years would better engage and inform water users. * Develop ecosystem water budgets. Current methods of allocating water to support ecosystem health rely on minimum flow standards that are unevenly enforced and often insufficient during drought. Aquatic resources of the Sacramento-San Joaquin Delta and upper portions of San Francisco Bay have undergone significant declines over the past several decades. Species characteristic of the Delta and rivers, such as striped bass and salmon, began to decline during the late 1970s. Prolonged drought, large diversions of fresh water, and dramatic increases in populations of introduced aquatic species during the 1980s and 1990s brought a number of indigenous aquatic species to extremely low levels. Species that spend more of their lives downstream of the Delta, including Delta smelt, longfin smelt, and many zooplankton, maintained large populations through the 1970s, but declined sharply after the mid-1980s. Declines in aquatic resources have led to curtailed fishing seasons, to petitions for endangered species status, and general concern about the health of the estuarine ecosystem.
