The San Joaquin Valley and urban Southern California are worlds apart in many ways. Yet each face growing water challenges and a shared interest in ensuring reliable, affordable water supplies to safeguard their people and economies. Both regions’ water futures could be more secure if they take advantage of shared water infrastructure to jointly develop and manage some water supplies.  Increasing climate volatility is heightening concerns about droughts of the future. And two major shifts in California’s water landscape have generated new opportunities for collaboration between urban and agricultural interests. For urban areas, significant declines in water demand have reduced pressure on supplies during normal and wet years for many agencies, making reliability for future droughts the primary concern. For the overdrafted San Joaquin Valley, the requirement to manage groundwater sustainably has heightened interest in expanding water supplies and underground storage.  Partnerships between Southern California cities and San Joaquin Valley farms could help alleviate groundwater overdraft in the valley while building drought resilience in Southern California. More flexible supplies can help agencies adapt to changing conditions. By coordinating the location of infrastructure investments, agencies can use partnerships to bring the water where and when it is most needed, at least cost.  This report explores a variety of solutions that could benefit both regions. For the San Joaquin Valley, we look for ways to augment water supplies to ease the transition to groundwater sustainability, while for Southern California we explore options that would increase cities’ ability to deal effectively with extended droughts. By diversifying water supplies, building connections to share water more flexibly, and preparing for the extreme events to come, such partnerships would support Governor Newsom’s Water Resilience Portfolio, and pave the way for a shared effort to make the state’s water system more resilient to a changing climate.

This report summarizes the results of water quality monitoring and special  studies conducted by the Environmental Monitoring Program (EMP) within the Sacramento-San Joaquin Delta (Delta) and Suisun and San Pablo bays (the upper San Francisco estuary) during calendar year 2009. This monitoring is mandated by Water Right Decision 1641 (D-1641) and this report is being submitted to fulfill the reporting requirements of this decision. The EMP monitored water quality using a protocol implemented in 1996. Under this monitoring protocol, 13 sampling sites—2 of which were added after 1996—representing 8 regions of the upper San Francisco estuary (estuary) were monitored for 15 physical and chemical water quality parameters. The results gathered from the sampling of these 15 parameters are described in this report. Parameters such as water temperature, Secchi disk depth, dissolved oxygen (DO) concentration, specific conductance, dissolved inorganic nitrogen, orthophosphate, and volatile suspended solids were within their historical range. Measured parameters exhibited seasonal variation as well as changes in response to significant rainfall events and in flow rates. In addition to monitoring physical and chemical water quality parameters, biological sampling was conducted to monitor the productivity and community composition of phytoplankton, zooplankton, and benthic communities.

Water Quality Control Plans or “Basin Plans” provide the foundation for all Central Valley Water Board regulatory actions. Basin Plans identify beneficial uses of surface and ground waters, water quality objectives to protect those uses, implementation actions to achieve objectives, and a monitoring and surveillance program to insure that implementation actions are effective. All actions by the Board must be compliant with the Basin Plans. The Central Valley Water Board has two Basin Plans: one for the Sacramento and San Joaquin River Basins and one for the Tulare Lake Basin. A public review process is conducted every three years (Triennial Review) to identify and prioritize actions needed to address water quality concerns and maintain effectiveness of the Basin Plans. Upon Board approval of the Triennial Review work plan, staff investigates water quality issues and proposes amendments to the Basin Plans for Board consideration. Amendments may range from developing site specific water quality objectives for a single constituent such as copper, to basin-wide control programs for a suite of potential pollutants such as pyrethroids, to policy recommendations and strategies for addressing emerging contaminants and/or climate change. The State Water Resources Control Board (State Water Board or Board) has previously adopted water quality control plans and policies to protect water quality and control the water resources that affect the beneficial uses of the Bay-Delta. These plans and policies were adopted consistent with section 13000 et seq. of the California Water Code and pursuant to the authority contained in section 13170. This Water Quality Control Plan covers the Bay-Delta estuary and tributary watersheds (Bay-Delta Plan or plan). The State Water Board will periodically review this plan, as discussed in section 4.6, pursuant to Water Code section 13240, to ensure that it provides reasonable protection for the designated beneficial uses. A water quality control plan consists of: (1) beneficial uses to be protected; (2) water quality objectives for the reasonable protection of beneficial uses; and (3) a program of implementation for achieving the water quality objectives. This Plan establishes water quality objectives for which implementation can be accomplished by assigning responsibility to water right holders and water users to mitigate for the effects on the designated beneficial uses of their diversions and use of water. Together, the beneficial uses and the water quality objectives established to reasonably protect the beneficial uses are called water quality standards under the terminology of the federal Clean Water Act. Water quality is routinely monitored at about 30 stations throughout the State Water Project (SWP). Water quality samples are collected by staff of the five field divisions in the Division of Operations and Maintenance and sent to Bryte Laboratory for analysis. SWP stations include those located in the Feather River watershed, North Bay Aqueduct, South Bay Aqueduct, and the California Aqueduct with its four terminus lakes in Southern California (Figure 1-1). Samples are collected on the third Wednesday of each month at the regular stations. Analyses include minerals, metals, metalloids, nutrients, organic chemicals, and disinfection by-product precursors. Further, around 15 automated water quality stations continuously monitor parameters such as salinity and turbidity on a real-time basis. Station descriptions and water quality constituents analyzed are detailed in Appendix A. Monitoring in the SWP is done on a routine basis to identify trends and assess water quality conditions with respect to long-term trends, operations, hydrology, seasons, emergencies, water treatment issues, and drinking water standards. Primary and secondary Maximum Contaminant Levels (MCLs) apply to drinking water and were compared to SWP data to provide a relative indication of raw water quality. MCLs are presented in Appendix B. Water quality trend assessment focused on salinity, bromide, and organic carbon. Water quality in the California and South Bay Aqueducts was good during 2000 due, in part, to above normal water year conditions in the Sacramento and San Joaquin Valleys. Drier conditions in 2001 resulted in less favorable water quality with respect to mineralogy. North Bay Aqueduct exports exhibited the usual impairments during winter as a result of organic carbon and turbidity increases. Water quality in the Feather River watershed was excellent, as usual, with low to non-detectable levels of minerals and minor elements.
