Groundwater sustainability depends on balancing aquifer inflows and outflows. Extraction (pumping of groundwater, typically for human use) and recharge (inflow of water to an aquifer from the land surface and streams) are central components of this water balance. Often, increasing demands for groundwater are exacer- bated by stresses on limited surface water supplies. Changes in land use and shifting climate can result in less infiltration of precipitation into the ground, reducing recharge. Increasing water scarcity has led to increased pumping, and in turn, unsustainable management of groundwater in many basins, resulting in depleted supplies, degraded water quality, and other impacts.

The Department of Water Resources (DWR) is pleased to provide the following recommendations developed in response to the 2018 Legislation (Senate Bill 606 [Hertzberg] and Assembly Bill 1668 [Friedman]) enacted in support of “Making Water Conservation a California Way of Life.” The Legislation included provisions for advancing urban water use efficiency through developing and implementing various water use efficiency standards, variances for unique uses of water, and commercial, industrial, and institutional (CII) performance measures, among other requirements. Full reports detailing our methods, technical analyses, studies, public input, and recommendations will follow. These recommendations for long-term urban water use efficiency reflect technical considerations, public input, and the imperative to continue California’s progress in urban efficient use of water for future generations. If adopted DWR's recommendations on outdoor residential and CII water use on landscapes with dedicated irrigation meters, combined with the indoor residential water use standard recommendations submitted to the Legislature jointly by DWR and State Water Resources Control Board (State Water Board), pursuant to Water Code 10609.4 (b)(1), would result in expected long-term water savings of approximately 450,000 acre-feet per year starting in 2030 – considering 2019 population and 2017-2019 water use data, the water savings are enough to supply about 1.6 million homes or 4.7 million residents for both indoor and outdoor annual water needs.

Spatial patterns of hydrologic response were examined for the Northwest Volcanic Aquifer Study Area (NVASA). The utility of established hydrograph-separation methods for assessing hydrologic response in permeable volcanic terranes was assessed and a new three-component metric for hydrograph analysis was developed. The new metric, which partitions streamflow into subcomponents defined by the timescales of hydrologic response (e.g., fast-runoff, intermediate-interflow and slow-baseflow), was used to gain a fundamental understanding of the regional hydrology, investigate sub-regional differences, influencing factors, and ecohydrological implications. The combined effects of NVASA’s physiography, climate and geology create a strongly coupled surface-groundwater system that produces copious baseflow and limited quantities of runoff and interflow. Patterns of hydrologic response are influenced by the type and rate of precipitation and permeability of the underlying geology. Under variable precipitation conditions the hydrologic response of volcanic terranes with similar permeability and subsurface-storage capacity can be significantly different. From a water management and ecohydrology perspective, understanding regional patterns of hydrologic response and sub-regional differences is fundamental. Results indicate that minimum-flow methods provide the most conservative estimate of baseflow and may be the most robust for filtering out snowmelt bias in baseflow estimates. Baseflow contributes ∼75% of the perennial streamflow across the NVASA and represents a critical component of the regional water supply that provides critical cold-water habitat.

Atmospheric rivers (ARs) are characterized by intense moisture transport, which, on landfall, produce precipitation which can be both beneficial and destructive. ARs in California, for example, are known to have ended drought conditions but also to have caused substantial socio-economic damage from landslides and flooding linked to extreme precipitation. Understanding how AR characteristics will respond to a warming climate is, therefore, vital to the resilience of communities affected by them, such as the western USA, Europe, East Asia and South Africa. In this Review, we use a theoretical framework to synthesize understanding of the dynamic and thermodynamic responses of ARs to anthropogenic warming and connect them to observed and projected changes and impacts revealed by observations and complex models. Evidence suggests that increased atmospheric moisture (governed by Clausius–Clapeyron scaling) will enhance the intensity of AR-related precipitation — and related hydrological extremes — but with changes that are ultimately linked to topographic barriers. However, due to their dependency on both weather and climate-scale processes, which themselves are often poorly constrained, projections are uncertain. To build confidence and improve resilience, future work must focus efforts on characterizing the multiscale development of ARs and in obtaining observations from understudied regions, including the West Pacific, South Pacific and South Atlantic.

Persistent winter ridging events are a consistent feature of meteorological drought across the western and southwestern United States. In this study, a ridge detection algorithm is developed and applied on daily geopotential height anomalies to track and quantify the diversity of individual ridge characteristics (e.g., position, frequency, magnitude, extent, and persistence). Three dominant ridge types are shown to play important, but differing, roles for influencing the location of landfalling atmospheric rivers (ARs), precipitation, and subsequently meteorological drought. For California, a combination of these ridge types is important for influencing precipitation deficits on daily through seasonal time scales, indicating the various pathways by which ridging can induce drought. Furthermore, both the frequency of ridge types and reduced AR activity are necessary features for explaining drought variability on seasonal time scales across the western and southwestern regions. The three ridge types are found to be associated in different ways with various remote drivers and modes of variability, highlighting possible sources of subseasonal-to-seasonal (S2S) predictability. A comparison between ridge types shows that anomalously large and persistent ridging events relate to different Rossby wave trains across the Pacific with different preferential upstream locations of tropical heating. For the “South-ridge” type, centered over the Southwest, a positive trend is found in both the frequency and persistence of these events across recent decades, likely contributing to observed regional drying. These results illustrate the utility of feature tracking for characterizing a wider range of ridging features that collectively influence precipitation deficits and drought.

Existing law requires the Department of Water Resources to update every 5 years the plan for the orderly and coordinated control, protection, conservation, development, and use of the water resources of the state, which is known as “The California Water Plan.” Existing law requires the department to include a discussion of various strategies in the plan update, including, but not limited to, strategies relating to the development of new water storage facilities, water conservation, water recycling, desalination, conjunctive use, and water transfers, that may be pursued in order to meet the future needs of the state. Existing law requires the department to establish an advisory committee to assist the department in updating the plan. This bill would revise and recast certain provisions regarding The California Water Plan to, among other things, require the department to expand the membership of the advisory committee to include, among others, tribes, labor, and environmental justice interests. The bill would require the department, as part of the 2033 update to the plan, to update the interim planning target for 2050, as provided. The bill would require the target to consider the identified and future water needs for all beneficial uses, including, but not limited to, urban uses, agricultural uses, tribal uses, and the environment, and ensure safe drinking water for all Californians, among other things. The bill would require the plan to include specified components, including a discussion of the estimated costs, benefits, and impacts of any project type or action that is recommended by the department within the plan that could help achieve the water supply targets. The bill would require the department to report to the Legislature the amendments, supplements, and additions included in the updates of the plan, together with a summary of the department’s conclusions and recommendations, in the session in which the updated plan is issued. The bill would also require the department to conduct public workshops to give interested parties an opportunity to comment on the plan.
