Since the winter of 2013–2014, California has experienced its most severe drought in recorded history, causing statewide water stress, severe economic loss and an extraordinary increase in wildfires. Identifying the effects of global warming on regional water cycle extremes, such as the ongoing drought in California, remains a challenge. Here we analyse large-ensemble and multi-model simulations that project the future of water cycle extremes in California as well as to understand those associations that pertain to changing climate oscillations under global warming. Both intense drought and excessive flooding are projected to increase by at least 50% towards the end of the twenty-first century; this projected increase in water cycle extremes is associated with a strengthened relation to El Niño and the Southern Oscillation (ENSO)—in particular, extreme El Niño and La Niña events that modulate California’s climate not only through its warm and cold phases but also its precursor patterns.

Snow is a vital resource for a host of natural and human systems. Global warming is projected to drive widespread decreases in snow accumulation by the end of the century, potentially affecting water, food, and energy supplies, seasonal heat extremes, and wildfire risk. However, over the next few decades, when the planning and implementation of current adaptation responses are most relevant, the snow response is more uncertain, largely because of uncertainty in regional and local precipitation trends. We use a large (40-member) single-model ensemble climate model experiment to examine the influence of precipitation variability on the direction and magnitude of near-term Northern Hemisphere snow trends. We find that near-term uncertainty in the sign of regional precipitation change does not cascade into uncertainty in the sign of regional snow accumulation change. Rather, temperature increases drive statistically robust consistency in the sign of future near-term snow accumulation trends, with all regions exhibiting reductions in the fraction of precipitation falling as snow, along with mean decreases in late-season snow accumulation. However, internal variability does create uncertainty in the magnitude of hemispheric and regional snow changes, including uncertainty as large as 33 % of the baseline mean. In addition, within the 40-member ensemble, many mid-latitude grid points exhibit at least one realization with a statistically significant positive trend in net snow accumulation, and at least one realization with a statistically significant negative trend. These results suggest that the direction of near-term snow accumulation change is robust at the regional scale, but that internal variability can influence the magnitude and direction of snow accumulation changes at the local scale, even in areas that exhibit a high signal-to-noise ratio.

This study develops a modeling framework to better understand surface and groundwater interactions in the Martis Valley Basin. Prior to the current study there were no physical or statistical models of the Martis Valley Basin that could be used for long term water resource planning in the Basin. Currently, groundwater is the primary source for municipal and industrial water supply in Martis Valley, and surface water from the surrounding watersheds are partly stored in Donner, Prosser reservoirs and allowed to runoff into the Truckee River. This study presents the development, calibration, and verification of the physically based surface and groundwater GSFLOW model for Martis Valley. The model was calibrated for the historical 1981-2011 observed period. Various observations were used to calibrate the model during different periods, which helped verify the model’s ability to capture the dynamics of the hydrologic system. The model was calibrated to multiple fluxes and states in the hydrological system including streamflow, snow water equivalent, groundwater heads, and wetland and spring locations. In addition to comparing fluxes to multiple observations, consistency at internal gauges was also verified apart from simulating fluxes at the outlet. For future projections of hydrology, the GSFLOW model was forced with five future climate scenarios provided by CH2M HILL. Future simulations of snow water equivalent indicate reductions for all scenarios due to increasing temperatures. Groundwater recharge and its contribution to streamflow also decrease in the future for the warmer drier and hotter drier scenarios. The reduction in snowpack and earlier melt complicates the seasonally dependent nature of water resources and when combined, these results will likely add further stress to long term water availability in the Martis Valley Basin and the downstream consumers of the waters generated in the Basin.

Interbasin water transfers (IBTs) can have a significant impact on the environment, water availability, and economies within the basins importing and exporting water, as well as basins downstream of these water transfers. The lack of comprehensive data identifying and describing IBTs inhibits understanding of the role IBTs play in supplying water for society, as well as their collective hydrologic impact. We develop three connected datasets inventorying IBTs in the United States and Canada, including their features, geospatial details, and water transfer volumes. We surveyed the academic and gray literature, as well as local, state, and federal water agencies, to collect, process, and verify IBTs in Canada and the United States. Our comprehensive IBT datasets represent all known transfers of untreated water that cross subregion (US) or subdrainage area (CA) boundaries, characterizing a total of 641 IBT projects. The infrastructure-level data made available by these data products can be used to close water budgets, connect water supplies to water use, and better represent human impacts within hydrologic and ecosystem models.

The population of California is projected to increase from 38 million to 50 million by the year 2049. This population increase will have a dramatic impact on the water needs of the State. To address this increased water need, the State will take a variety of actions as outlined in the Governor’s California Water Action Plan, first released in 2014 and recently updated in 2016 (CA Natural Resources Agency, 2016). One component of that plan is to increase the use of recycled water. The State Water Board has set a mandate of increasing the use of recycled water by 200,000 acre-foot per year (AFY) by 2020 and an additional 300,000 AFY by 2030. Although the use of recycled water for non-potable uses such as agricultural and landscape irrigation is already well established and has been regulated for decades in California, increasing the use of recycled water for both non-potable uses as well as a source of potable water (“potable reuse”) is important for the State to be able to meet this mandate. For example, groundwater replenishment (groundwater recharge), which is an indirect form of potable reuse, has the capacity to reuse 200,000 acre-feet of recycled water a year via just eight projects throughout California. Accordingly, the State Water Board revised and adopted uniform water recycling criteria for groundwater replenishment in 2014 and is in the process of establishing uniform water recycling criteria for the augmentation of surface water reservoirs used as a source of drinking water supply, which is another form of indirect potable reuse.

We all know the mantra Keep It Simple—the principle KISS. I have been thinking of another mantra for ground water—It Is the Discharge. Let me explain: In a recent conversation with one of my distinguished colleagues, he bemoaned our lack of understanding of ground water recharge. I keep thinking about that conversation. In a broad sense as hydrogeologists, we are hoping to understand how aquifer systems function, more particularly how much water is flowing through a particular system—the focus on recharge is simply one facet of the larger task. In studying the system, there are at least three aspects that we can focus on—(1) the recharge; (2) the aquifer itself as a transmission mechanism; and (3) the discharge from the aquifer.

Moisture delivery in California is largely regulated by the strength and position of the North Pacific jet stream (NPJ), winter high-altitude winds that influence regional hydroclimate and forest fire during the following warm season. We use climate model simulations and paleoclimate data to reconstruct winter NPJ characteristics back to 1571 CE to identify the influence of NPJ behavior on moisture and forest fire extremes in California before and during the more recent period of fire suppression. Maximum zonal NPJ velocity is lower and northward shifted and has a larger latitudinal spread during presuppression dry and high-fire extremes. Conversely, maximum zonal NPJ is higher and southward shifted, with narrower latitudinal spread during wet and low-fire extremes. These NPJ, precipitation, and fire associations hold across pre–20th-century socioecological fire regimes, including Native American burning, postcontact disruption and native population decline, and intensification of forest use during the later 19th century. Precipitation extremes and NPJ behavior remain linked in the 20th and 21st centuries, but fire extremes become uncoupled due to fire suppression after 1900. Simulated future conditions in California include more wet-season moisture as rain (and less as snow), a longer fire season, and higher temperatures, leading to drier fire-season conditions independent of 21st-century precipitation changes. Assuming continuation of current fire management practices, thermodynamic warming is expected to override the dynamical influence of the NPJ on climate–fire relationships controlling fire extremes in California. Recent widespread fires in California in association with wet extremes may be early evidence of this change.
