The Northern Coast Ranges (NOCO) study unit is 633 square miles and consists of 35 groundwater basins and subbasins (California Department of Water Resources, 2003; Mathany and Belitz, 2015). These basins and subbasins were grouped into two study areas based primarily on locality. The groundwater basins and subbasins located inland, not adjacent to the Pacific Ocean, were aggregated into the Interior Basins (NOCO-IN) study area. The groundwater basins and subbasins adjacent to the Pacific Ocean were aggregated into the Coastal Basins (NOCO-CO) study area (Mathany and others, 2011). The primary aquifer system in the NOCO-IN study area occurs in alluvial basins made up of sand, silt, gravel, clay, and thin volcanic ash layers or lenses. Groundwater movement in the NOCO-IN study area follows the topography and direction of surface-water features. In the NOCO-CO study area, groundwater is present in alluvial fan, floodplain, and terrace deposits. Groundwater movement in the NOCO-CO study area is from east to west towards the Pacific Ocean. The primary aquifer system in the study unit generally is defined as those parts of the aquifer system corresponding to the perforated intervals of sites listed in the California Department of Public Health (CDPH) database of public drinking-water supply sources. Well depths in the NOCO-IN study area ranged from 36 to 400 feet below land surface (ft bls), and depths to top-of-perforations ranged from 15 to 148 ft bls. In the NOCO-CO study area, well depths ranged from 15 to 400 ft bls, and depths to top-of-perforations ranged from 10 to 356 ft bls. Water quality in the primary aquifer system may differ from that in the shallower and deeper parts of the aquifer system. Average annual rainfall in the NOCO study unit ranges from 22 to 79 inches. In the NOCO-IN study area, the climate is classified as Mediterranean, with warm to hot, dry summers and cold, wet winters. In the NOCO-CO study area, the climate is influenced by the Pacific Ocean and is characterized by cool to mild summers and cold, wet winters. The study unit is drained by several rivers and their principal tributaries: the Eel, Russian, Mad, Navarro, Smith, Klamath, Noyo, and Big Rivers. Land use in the study unit is about 60 percent (%) natural (mostly grassland and forest), 29% agricultural, and 11% urban. The primary uses of agricultural lands are pasture, row crops, hay, vineyards, and timberlands. The largest urban areas are the cities of Crescent City, Arcata, Eureka, Fort Bragg, Willits, Ukiah, and Lakeport. Recharge to the groundwater system is primarily from mixture of ambient sources, including direct percolation of precipitation and irrigation waters, infiltration of runoff from surrounding hills/areas, seepage from rivers and creeks, and subsurface inflow (from non-alluvial geologic units that bound the alluvial basins). The primary sources of discharge are evaporation, discharge to streams, and water pumped for municipal supply and irrigation.

The upper Klamath Basin encompasses about 8,000 square miles, extending from the Cascade Range east to the Basin and Range geologic province in south-central Oregon and northern California. The geography of the basin is dominated by forested volcanic uplands separated by broad interior basins. Most of the interior basins once held broad shallow lakes and extensive wetlands, but most of these areas have been drained or otherwise modified and are now cultivated. Major parts of the interior basins are managed as wildlife refuges, primarily for migratory waterfowl. The permeable volcanic bedrock of the upper Klamath Basin hosts a substantial regional groundwater system that provides much of the flow to major streams and lakes that, in turn, provide water for wildlife habitat and are the principal source of irrigation water for the basin’s agricultural economy. Increased allocation of surface water for endangered species in the past decade has resulted in increased groundwater pumping and growing interest in the use of groundwater for irrigation. The potential effects of increased groundwater pumping on groundwater levels and discharge to springs and streams has caused concern among groundwater users, wildlife and Tribal interests, and State and Federal resource managers. To provide information on the potential impacts of increased groundwater development, and to aid in the development of a groundwater management strategy, the U.S. Geological Survey, in collaboration with the Oregon Water Resources Department and the Bureau of Reclamation, has developed a groundwater model that can simulate the response of the hydrologic system to these new stresses. The groundwater model was developed using the U.S. Geological Survey MODFLOW finite-difference modeling code and calibrated using inverse methods to transient conditions from 1989 through 2004 with quarterly stress periods. Groundwater recharge and agricultural and municipal pumping are specified for each stress period. All major streams and most major tributaries for which a substantial part of the flow comes from groundwater discharge are included in the model. Groundwater discharge to agricultural drains, evapotranspiration from aquifers in areas of shallow groundwater, and groundwater flow to and from adjacent basins also are simulated in key areas. The model has the capability to calculate the effects of pumping and other external stresses on groundwater levels, discharge to streams, and other boundary fluxes, such as discharge to drains. Historical data indicate that the groundwater system in the upper Klamath Basin fluctuates in response to decadal climate cycles, with groundwater levels and spring flows rising and declining in response to wet and dry periods. Data also show that groundwater levels fluctuate seasonally and interannually in response to groundwater pumping. The most prominent response is to the marked increase in groundwater pumping starting in 2001. The calibrated model is able to simulate observed decadal-scale climate-driven fluctuations in the groundwater system as well as observed shorter-term pumping-related fluctuations. Example model simulations show that the timing and location of the effects of groundwater pumping vary markedly depending on the pumping location. Pumping from wells close (within a few miles) to groundwater discharge features, such as springs, drains, and certain streams, can affect those features within weeks or months of the onset of pumping, and the impacts can be essentially fully manifested in several years. Simulations indicate that seasonal variations in pumping rates are buffered by the groundwater system, and peak impacts are closer to mean annual pumping rates than to instantaneous rates. Thus, pumping effects are, to a large degree, spread out over the entire year. When pumping locations are distant (more than several miles) from discharge features, the effects take many years or decades to fully impact those features, and much of the pumped water comes from groundwater storage over a broad geographic area even after two decades. Moreover, because the effects are spread out over a broad area, the impacts to individual features are much smaller than in the case of nearby pumping. Simulations show that the discharge features most affected by pumping in the area of the Bureau of Reclamation’s Klamath Irrigation Project are agricultural drains, and impacts to other surface-water features are small in comparison. A groundwater management model was developed that uses techniques of constrained optimization along with the groundwater flow model to identify the optimal strategy to meet water user needs while not violating defined constraints on impacts to groundwater levels and streamflows. The coupled groundwater simulation-optimization models were formulated to help identify strategies to meet water demand in the upper Klamath Basin. The models maximize groundwater pumping while simultaneously keeping the detrimental impacts of pumping on groundwater levels and groundwater discharge within prescribed limits. Total groundwater withdrawals were calculated under alternative constraints for 2 Groundwater Simulation and Management Models for the Upper Klamath Basin, Oregon and California drawdown, reductions in groundwater discharge to surface water, and water demand to understand the potential benefits and limitations for groundwater development in the upper Klamath Basin. The simulation-optimization model for the upper Klamath Basin provides an improved understanding of how the groundwater and surface-water system responds to sustained groundwater pumping within the Bureau of Reclamation’s Klamath Project. Optimization model results demonstrate that a certain amount of supplemental groundwater pumping can occur without exceeding defined limits on drawdown and stream capture. The results of the different applications of the model demonstrate the importance of identifying constraint limits in order to better define the amount and distribution of groundwater withdrawal that is sustainable.

In spite of forecasts for anomalous dryness based on the canonical La Niña signal, Water Years 2011, 2017, and 2023 brought copious precipitation to California and the Southwestern United States (SWUS). Although El Niño–Southern Oscillation (ENSO) is the main source of seasonal precipitation predictability for the region, outstanding Atmospheric River (AR) activity produced the unexpected regional wetness in each of these heretical water years (WYs). We define heretical WYs as those that result in precipitation anomalies that oppose those expected based on ENSO canon. We assess the contribution of ARs and other storms to these WYs, finding that heretical La Niña/El Niño WYs were characterized by anomalously robust/deficient AR activity. In California, precipitation accumulation during the heretical La Niña WYs was comparable to or even exceeded that observed during the exceedingly wet WY1998—the textbook canonical El Niño year. Our findings indicate a weaker/stronger relationship between ENSO and AR/non-AR precipitation, primarily driven by storm frequency. Although ARs can disrupt the ENSO-precipitation signal, ENSO still influences the frequency of AR precipitation in the southwestern U.S. desert, the region influenced by ARs that make landfall in Baja California, Mexico. These results highlight the complexity of ENSO's impact on precipitation in the Western US and underscore the need for a nuanced understanding of ENSO’s influence on ARs to improve seasonal precipitation prediction.

The Hoopa Valley Tribal Council pursuant to Title 37 of the Hoopa Tribal Code has assigned the primary responsibility for the protection and enhancement of water quality on the Hoopa Valley Indian Reservation to the Riparian Review Committee (RRC). The RRC along with the Hoopa Valley Tribal Environmental Protection Agency provides Reservation-wide coordination of the water quality control program by developing, reviewing and recommending for Tribal approval Reservation wide policies and plans for the implementation of Tribal and Federal law. This Water Quality Control Plan recognizes the unique characteristics of each watershed with regard to natural water quality, existing, potential, and historical beneficial uses, and water quality problems. The goal of this plan is to provide a definitive program of actions designed to preserve and enhance water quality on the Reservation, and to protect the beneficial uses of water for the next 10 years to 20 years. The plan is concerned with all factors and activities that might affect water quality. However, the plan emphasizes actions to be taken by the Riparian Review Committee, the Hoopa Valley Tribal Fisheries, Forestry, Public Utility Departments, and Tribal Environmental Protection Agency, as they have responsibility for maintaining water quality on the Reservation. The Water Quality Control Plan (WQCP) is comprehensive in scope. The WQCP describes the Hoopa Valley Reservation waters, the quality and quantity issues, and the existing, potential and historical beneficial uses of the Reservation’s waters. The plan also prescribes criteria for the protection of the Reservation waters and includes plans and policies that describe the basis for the management of water quality and protection of human health. The Hoopa Valley Tribe has recognized authority for setting water quality standards for its Reservation waters, including both the Trinity and Klamath Rivers (U.S. EPA, 2002). Included in the plan are specific criteria that apply to the Lower Klamath River on the Hoopa Valley Reservation (Figure 1.1).

Gridded hourly precipitation observations over the conterminous U.S., from 1948 to 2002, are analyzed to determine climatological characteristics of storm precipitation totals. Despite generally lower hourly intensities, precipitation totals along the U.S. West Coast (USWC) are comparable to those in southeast U.S. (SEUS). Storm durations, more so than hourly intensities, strongly modulate precipitation-total variability over the USWC, where the correlation coefficients between storm durations and storm totals range from 0.7 to 0.9. Atmospheric rivers (ARs) contribute 30–50% of annual precipitation on the USWC and make such large contributions to extreme storms that 60–100% of the most extreme storms, i.e., storms with precipitation-total return intervals longer than 2 years, are associated with ARs. These extreme storm totals are more strongly tied to storm durations than to storm hourly or average intensities, emphasizing the importance of AR persistence to extreme storms on the USWC.

California’s food and economic security depends on water availability, particularly under increasingly extreme climate scenarios. A key component of the water balance is evapotranspiration, the combination of soil and surface evaporation and plant transpiration. Evapotranspiration is influenced by natural drivers (e.g., climate, vegetation cover) and human intervention (e.g., irrigation, land management). Here, we analyze the transition between one of California’s driest years (2022) to an exceptionally wet year (2023) to assess evapotranspiration responses to climate extremes. Despite increased precipitation, total statewide evapotranspiration changed less than 10%. In 2022, human contributions accounted for 30% of statewide evapotranspiration and 80% in managed lands. In 2023, natural evapotranspiration increased, and human contributions fell by 30%, yet still comprised nearly 50% of evapotranspiration in managed areas. Our findings underscore the enduring role of human activity on California’s hydrology, even during wet years, and demonstrate a framework to separate natural and anthropogenic controls on evapotranspiration.
