Such large precipitation deficits exerted enormous stress on water resources in an already high water-demand region. The California Current ecosystem is highly dynamic at interannual to interdecadal time scales. Variability has been documented in pelagic and other fish species, but climate change may be altering the historical models of variation. This study investigates changes in productivity of 31 fish stocks in the California Current ecosystem. Productivity was measured from recent stock assessments, as the per-capita recruitment rate, estimated with a dynamic stock-recruitment model. Contrary to expectations, the dynamic stock-recruitment model fit better than the corresponding stationary model for only seven of the 31 stocks. There was little evidence of linear drift in productivity that might be expected to result from climate change. Climate variables improved forecast accuracy for a few stocks, but there was no common climate signal in productivity. One explanation of these results is that most of the west coast stocks are above their biomass levels for maximum sustainable yield, making them less susceptible to environmental variation. On the other hand, the dynamic recruitment models improved short-term forecasts for all stocks, which may be useful for quota setting. Finally, results for the subset of stocks with dynamic recruitment models could be used to establish dynamic biological reference points.

Pesticides are prevalent in wastewater, yet few studies have measured pesticides in biosolids and aqueous media from samples collected concurrently. Seventeen California wastewater treatment plants (WWTPs) were sampled in May 2020. Biosolids samples were analyzed for 27 analytes, and paired aqueous samples (influent and effluent) were analyzed for 23 analytes. Analytes included fipronil and its transformation products (fiproles), pyrethroids, novaluron, and several other pesticides with down-the-drain transport potential. Of the 27 compounds analyzed in biosolids samples, 16 were detected in at least one sample, and 10 had a detection frequency (DF) of at least 25 %. Fipronil sulfone, fipronil sulfide, and fipronil were the most frequently detected fiproles (DF = 100 %, 94 %, and 67 %, respectively); permethrin was the most frequently detected pyrethroid (DF = 100 %), followed by bifenthrin (DF = 94 %), cyhalothrin (DF = 89 %), and etofenprox (DF = 78 %). To elucidate fipronil transformation pathways within the treatment system, data from the three sample types were compared; findings were generally consistent with transformation pathways reported previously (e.g., some fiproles were rarely detected in influent or biosolids, but frequently detected in effluent, indicating their formation during the treatment process). No correlations were found between WWTP characteristics and pesticide concentrations in biosolids. The fraction of organic carbon (fOC) of each biosolids sample was measured, and a statistically significant negative correlation was observed between fOC and some fiproles, but not fipronil; possible explanations are discussed. Additional analysis for two major agricultural pesticides (bifenthrin and permethrin) indicated that estimated mass loads of these pesticides in biosolids applied to land as a soil amendment are minimal (approximately 2 to 3 orders of magnitude lower) compared to inputs from agricultural applications. This study provides insight on the magnitude of pesticides entering the environment via land-applied biosolids; existing regulations surrounding agricultural pesticide applications are expected to also be protective of the relatively low inputs from biosolids.

Traditional methods to assess the probability of storm-induced erosion and flooding from extreme water levels have limited use along the U.S. West Coast where swell dominates erosion and storm surge is limited. This effort presents methodology to assess the probability of erosion and flooding for the U.S. West Coast from extreme total water levels (TWLs), but the approach is applicable to coastal settings worldwide. TWLs were derived from 61 years of wave and water level data at shore-perpendicular transects every 100-m along open coast shorelines. At each location, wave data from the Global Ocean Waves model were downscaled to the nearshore and used to empirically calculate wave run-up. Tides were simulated using the Oregon State University’s tidal data inversion model and non-tidal residuals were calculated from sea-surface temperature and pressure anomalies. Wave run-up was combined with still water levels to generate hourly TWL estimates and extreme TWLs for multiple return periods. Extremes were compared to onshore morphology to determine erosion hazards and define the probability of collision, overwash, and inundation.

Many institutions worldwide are considering how to include uncertainty about future changes in sea-levels and storm surges into their investment decisions regarding large capital infrastructures. Here we examine how to characterize deeply uncertain climate change projections to support such decisions using Robust Decision Making analysis. We address questions regarding how to confront the potential for future changes in low probability but large impact flooding events due to changes in sea-levels and storm surges. Such extreme events can affect investments in infrastructure but have proved difficult to consider in such decisions because of the deep uncertainty surrounding them. This study utilizes Robust Decision Making methods to address two questions applied to investment decisions at the Port of Los Angeles: (1) Under what future conditions would a Port of Los Angeles decision to harden its facilities against extreme flood scenarios at the next upgrade pass a cost-benefit test, and (2) Do sea-level rise projections and other information suggest such conditions are sufficiently likely to justify such an investment? We also compare and contrast the Robust Decision Making methods with a full probabilistic analysis. These two analysis frameworks result in similar investment recommendations for different idealized future sea- level projections, but provide different information to decision makers and envision different types of engagement with stakeholders. In particular, the full probabilistic analysis begins by aggregating the best scientific information into a single set of joint probability distributions, while the Robust Decision Making analysis identifies scenarios where a decision to invest in near-term response to extreme sea-level rise passes a cost-benefit test, and then assembles scientific information of differing levels of confidence to help decision makers judge whether or not these scenarios are sufficiently likely to justify making such investments. Results highlight the highly-localized and context dependent nature of applying Robust Decision Making methods to inform investment decisions.

Widespread pesticide and herbicide use paired with frequent transport away from application sites has led to pesticide presence in nearly all terrestrial and aquatic environments globally. Pesticides have unintentional toxic effects on non-target organisms by interfering with cellular processes, behavior, feeding, reproduction, and disrupting endocrine processes. The aggregating anemone, Anthopleura elegantissima, is an important species along the North American Pacific coast due to its symbiotic relationships that contribute to high productivity, and its clonal abundance that structures the rocky intertidal habitat. Commonly used pesticides, atrazine, diuron, and carbendazim were previously detected in coastal waters of Oregon, U.S.A. This study examined the potential effects of these pesticides at environmentally relevant concentrations on reproduction, symbionts, and behavior of A. elegantissima over an eight-week period. Pesticides significantly decreased gonad development in all treatments, having the most significant effect in individual treatments of atrazine (p = 0.003), carbendazim (p = 0.003), and the mixture of all three pesticides (p = 0.008).All pesticide treatments significantly increased cloning behavior compared to the control, suggesting that cloning could be a stress response. Pesticide exposure also significantly increased tentacle retraction movement, suggesting possible metabolic or energy impairments. While other studies have previously found behavioral changes in anemones due to pollutants, our study is the first to document behavioral changes in anemones from pesticide exposure. All three pesticides significantly impacted a non-target marine invertebrate at environmentally relevant concentrations, which underscores the value of studies that focus on effects on marine invertebrates, paired with comprehensive pesticide monitoring in coastal areas.

Fully informed decisions are impossible without accurate and accessible data and information to support them. California already produces immense amounts of water-related data. However, agencies and stakeholders currently struggle to bring these data together to support routine decision making. Overall, we lack any systematic understanding of whether and how existing data can support the needs of decision makers.

Stream temperature science and management is rapidly shifting from single-metric driven approaches to multi-metric, thermal regime characterizations of streamscapes. Given considerable investments in recovery of cold-water fisheries (e.g., Pacific salmon and other declining native species), understanding where cold water is likely to persist, and how coldwater thermal regimes vary, is critical for conservation. California’s unique position at the southern end of cold-water ecosystems in the northern hemisphere, variable geography and hydrology, and extensive flow regulation requires a systematic approach to thermal regime classification. We used publicly available, long-term (> 8 years) stream temperature data from 77 sites across California to model their thermal regimes, calculate three temperature metrics, and use the metrics to classify each regime with an agglomerative nesting algorithm. Then, we assessed the variation in each class and considered underlying physical or anthropogenic factors that could explain differences between classes. Finally, we considered how different classes might fit existing criteria for cool- or cold-water thermal regimes, and how those differences complicate efforts to manage stream temperature through regulation. Our results demonstrate that cool- and cold-water thermal regimes vary spatially across California. Several salient findings emerge from this study. Groundwater-dominated streams are a ubiquitous, but as yet, poorly explored class of thermal regimes. Further, flow regulation below dams imposes serial discontinuities, including artificial thermal regimes on downstream ecosystems. Finally, and contrary to what is often assumed, California reservoirs do not contain sufficient cold-water storage to replicate desirable, reach-scale thermal regimes. While barriers to cold-water conservation are considerable and the trajectory of cold-water species towards extinction is dire, protecting reaches that demonstrate resilience to climate warming remains worthwhile.

Mountain meadows have high biodiversity and help regulate stream water release following the snowmelt pulse. However, many meadows are experiencing woody plant encroachment, threatening these ecosystem services. While there have been field surveys of individual meadows and remote sensing‐based landscape‐scale studies of encroachment, what is missing is a broad‐scale, ground‐based study to understand common regional drivers, especially at high elevations, where land management has often played a less direct role. With this study, we ask: What are the climate and landscape conditions conducive to woody plant encroachment at the landscape scale, and how has historical climate variation affected tree recruitment in subalpine meadows over time? We measured density of encroaching trees across 340 subalpine meadows in the central Sierra Nevada, California, USA, and used generalized additive models (GAMs) to determine the relationship between landscape‐scale patterns of encroachment and meadow environmental properties. We determined ages of trees in 30 survey meadows, used observed climate and GAMs to model the relationship between timing of recruitment and climate since the early 1900s, and extrapolated recruitment patterns into the future using downscaled climate scenarios. Encroachment was high among meadows with lodgepole pine (Pinus contorta Douglas ex Loudon var. murrayana (Balf.) Engelm.) in the immediate vicinity, at lower elevations, with physical conditions favoring strong soil drying, and with maximum temperatures above or below average. Climatic conditions during the year of germination were unimportant, with tree recruitment instead depending on a 3‐yr seed production period prior to germination and a 6‐yr seedling establishment period following germination. Recruitment was high when the seed production period had high snowpack, and when the seedling establishment period had warm summer maximum temperatures, high summer precipitation, and high snowpack. Applying our temporal model to downscaled output from four global climate models indicated that the average meadow will shift to forest by the end of the 21st century. Sierra Nevada meadow encroachment by conifers is ubiquitous and associated with climate conditions increasingly favorable for tree recruitment, which will lead to substantial changes in subalpine meadows and the ecosystem services they provide.
