From early 1995 through 2001, nitrate (NO3) concentrations in ground water in the Warren subbasin, California, increased from a background concentration of 10 milligrams per liter (mg/L) to more than the U.S. Environmental Protection Agency (USEPA) water-quality maximum contaminant level of 44 mg/L (10 mg/L as nitrogen). This increase coincided with an artificial ground-water recharge program implemented by the local water district, Hi-Desert Water District (HDWD), to reverse ground-water level declines of as much as 300 ft. Major findings on ground-water quality from this study are the following: •Septage from septic tanks was the primary source of NO3 to the ground-water system. •Rising ground-water levels, resulting from the artificial-recharge program, entrained high-NO3 septage stored in the unsaturated zone. •The potential for ground-water contamination should be evaluated before beginning an artificial- recharge program in an area that uses septic tanks.

Atmospheric rivers (ARs) are responsible for up to 90% of major flood events along the U.S. West Coast. The time scale of subseasonal forecasting (from 2 weeks to 1 month) is a critical lead time for proactive mitigation of flood disasters. The NOAA Climate Testbed Subseasonal Experiment (SubX) is a research-to-operations project with almost immediate availability of forecasts. It has produced a reforecast database that facilitates evaluation of flood forecasts at these subseasonal lead times. Here, we examine the SubX-driven forecast skill of AR-related flooding out to 4-week lead using the Distributed Hydrology Soil Vegetation Model (DHSVM), with particular attention to the role of antecedent soil moisture (ASM), which modulates the relationship between meteorological and hydrological forecast skill. We study three watersheds along a transect of the U.S. West Coast: the Chehalis River basin in Washington, the Russian River basin in Northern California, and the Santa Margarita River basin in Southern California. We find that the SubX-driven flood forecast skill drops quickly after week 1, during which there is relatively high deterministic forecast skill. We find some probabilistic forecast skill relative to climatology as well as ensemble streamflow prediction (ESP) in week 2, but minimal skill in weeks 3–4, especially for annual maximum floods, notwithstanding some probabilistic skill for smaller floods in week 3. Using ESP and reverse-ESP experiments to consider the relative influence of ASM and SubX reforecast skill, we find that ASM dominates probabilistic forecast skill only for small flood events at week 1, while SubX reforecast skill dominates for large flood events at all lead times.

Changes in evapotranspiration (ET) affect water availability and ecosystem health. Higher evaporative demand during drought acts to increase ET, but droughts also reduce the moisture supply necessary for ET, limiting predictions of even the sign of ET anomalies. Drought-driven increases in ET (ET+drought) are of particular concern because they quickly deplete water resources, causing flash droughts and acute stress on ecosystems. Here, using a water balance approach, we show that ET+drought is globally widespread, occurring in 44.4% of drought months. The sign of ET’s drought response depends most on the magnitude of precipitation and total water storage anomalies, rather than its location. The Coupled Model Intercomparison Project Phase 6 Earth system models underestimate the ET+drought probability by nearly one-half, and more so in drier regions, primarily due to missing representations of soil structure effects on soil evaporation, as well as incorrectly parameterized plant and soil traits. These processes should be prioritized to reduce model uncertainties in the water–energy–food nexus.

In this study, we examine the November–February California droughts of 2012/13 and 2013/14. During 2013/14, California had its warmest and third driest rainy season on record (1895–2014), while the 2012/13 season registered as the 45th warmest and 38th driest (Vose et al. 2014). The 2013 January–December calendar year was the driest on record (Water CA 2014). These consecutive below-normal seasons conspired with warm temperatures to reduce California’s snowpack to the second lowest level since 1960, when recording began, with snowpack at 24% of normal (Water CA 2014). Between January 2013 and January 2014, satellite observations documented dramatic snowpack-related land cover change (NASA Earth Observatory 2014): in 2014, the Cascade, Sierra Nevada, and Coastal ranges were almost completely devoid of snow. In February and March of 2014, air temperatures were extremely warm (NOAA NCDC 2014; HPRC 2014), and U.S. Geological Survey (USGS) observations indicated extreme or moderate hydrologic drought (USGS 2014) and high levels of vegetation stress (VegDRI 2014). The state declared a drought emergency (NIDIS 2014). While it is too soon to assess the full impact of the 2012/13 and 2013/14 California droughts, they seem likely to substantially impact the state’s ability to generate hydrologic power, support agriculture, reduce the risk of forest and bush fires, and protect fragile ecosystems (Huffington Post 2014). *Chapter 4, Explaining Extreme Events of 2013 from a Climate Perspective, Bull. The Southwestern United States has a greater vulnerability to climate change impacts on water security due to a reliance on snowmelt driven imported water. The State of California, which is the most populous and agriculturally productive in the United States, depends on an extensive arti cial water storage and conveyance system primarily for irrigated agriculture, municipal and industrial supply and hydropower generation. Here we take an integrative high-resolution ensemble modeling approach to examine near term climate change impacts on all imported and local sources of water supply to Southern California. While annual precipitation is projected to remain the same or slightly increase, rising temperatures result in a shift towards more rainfall, reduced cold season snowpack and earlier snowmelt. Associated with these hydrological changes are substantial increases in the frequency and the intensity of both drier conditions and ooding events. The 50 year extreme daily maximum precipitation and runoff events are 1.5–6 times more likely to occur depending on the water supply basin. Simultaneously, a clear de cit in total annual runoff over mountainous snow generating regions like the Sierra Nevada is projected. On one hand, the greater probability of drought decreases imported water supply availability. On the other hand, earlier snowmelt and signicantly stronger winter precipitation events pose increased flood risk requiring water releases from control reservoirs, which may potentially decrease water availability outside of the wet season. Lack of timely local water resource expansion coupled with projected climate changes and population increases may leave the area in extended periods of shortages.

Tribal rights to groundwater have not been legally established to the same extent as rights to other natural resources (e.g., surface water, timber, minerals). A March 2017 decision of the U.S. Court of Appeals for the Ninth Circuit upheld the rights of a California Indian tribe (the Agua Caliente band of Cahuilla Indians) to groundwater beneath the tribe's reservation in the Coachella Valley. In November 2017, the U.S. Supreme Court declined to review the decision; the case now proceeds to other phases that may partially shape this ruling's significance. This is the first case in which an appellate court has held that a tribe's "reserved" rights under the Winters doctrine apply to groundwater. Pursuant to Winters, when Congress reserves land for a reservation, it also reserves a right to water necessary to accomplish the purposes for which the reservation was created. For decades, tribal reserved rights for surface water have been established and have required settlements between the federal government (as authorized by Congress), tribes, and nonfederal users. Thus, some have raised concerns about the implications of interpreting Winters rights to include groundwater. This Insight explores three aspects of groundwater relevant to Agua Caliente: quantity, quality, and "pore space." The legal outcome may affect how groundwater is allocated among tribal and nontribal interests and may influence groundwater allocations at other federal reservations. The Supreme Court has not declared outright that groundwater is subject to the Winters doctrine, but declining to review the Ninth Circuit decision essentially upheld phase one of the three-phase case: a federally reserved right to the groundwater resource for the tribe. Phase two will address whether the tribe has the right to receive groundwater of a certain quality from the aquifer and whether it owns the pore space beneath tribal lands. Phase three will determine the quantity of groundwater to which the tribe is entitled, pursuant to its reserved rights. The outcome of phases two and three could have implications for expanding the scope of federal preemption of state water law. It also could affect how much groundwater is available for nontribal water agencies and water districts and those entities' ability to store water in an aquifer beneath federally reserved lands. Congress has authority over federal water law and could influence this legal framework.

Code Regs., tit. 14, § 15000 et seq.), this document is the Final Environmental Impact Report (Final EIR) for the adoption of statewide regulations setting the maximum contaminant level (MCL) for hexavalent chromium (Proposed Regulations). The Proposed Regulations include a maximum contaminant level (MCL) of 10 μg/L for hexavalent chromium. (Cal. Code Regs. tit. 22, § 64431 Table 64431-A.) The Proposed Regulations also include a compliance schedule based on public water system size, by adding subdivision (p) and Table 64432-B to section 64432 of title 22 of the California Code of Regulations, identifies a detection limit for purposes of reporting, sets monitoring and reporting requirements and public notice requirements for violations of the MCL, and establishes the Best Available Technologies (BAT) for treating hexavalent chromium in drinking water.
