While climatic triggers for collapse and population migrations of ancestral Pueblo communities have been proposed, little is known about the overall climatic backdrop for the entire pre-Hispanic Pueblo period (ca. 1300 to 460 B2K). Here, we report data from stalagmite HC-1, from Hidden Cave, Guadalupe Mountains, New Mexico, covering the past 3400 years, showing an interval of increased frequency of droughts from 1260 to 370 yr B2K that is coeval with the entire pre-Hispanic Pueblo period. Our record suggests that this puebloan Late Holocene climatic interval was the most arid and highly variable climatic period of the last 3400 years. Climatic conditions favoring the introduction of cultivation existed prior to the Pueblo period during more pluvial-like conditions from at least 3400 to 1260 yr B2K. Hence, the change from the Desert Archaic/Basketmaker to Pueblo cultures was associated with a quick transition to increasing aridity into and through the Pueblo period associated with greater urbanization and the establishment of pueblo population centers.

Coachella Valley Water District (CVWD) and Desert Water Agency (DWA) have been importing Colorado River water exchanged for State Water Project (SWP) water allocations to replenish the groundwater within the Coachella Valley Groundwater Basin since 1973. Groundwater replenishment within the East Whitewater River Subbasin began in 1997 through a pilot program at the Thomas E. Levy Groundwater Replenishment Facility (TEL Replenishment Facility). In 2004, the Martinez Canyon pilot project was brought online. If groundwater replenishment with imported water is eliminated, groundwater overdraft will result. Increased overdraft results in declining water levels, increased pump lifts, and increased energy consumption to pump groundwater for irrigation and domestic use. Extreme overdraft has the potential to cause ground surface subsidence and to impact water quality and groundwater storage volume.

The Colorado River Aqueduct pumps water from the Colorado River through, over, and across mountains and desert in a 242- mile-longmarchtothecoastalplainofSouthernCalifornia. When completed,itwasoneofthelongestwater-conveyancefacilitiesin the world. The aqueduct includes power lines, tunnels, siphons, covered conduits, open canals, dams, reservoirs, and five pumping plants, involving ingenious engineering solutions and newly- introduced construction equipment. The project also employed over 35,000 people during its eight-year span and as many as 10,000 at one time, making it southern California's single-largest work opportunity during the Great Depression. In 1995, the Colorado River Aqueduct was named a National Historic Civil Engineering Landmark by the American Society of Civil Engineers. Today, it is the major water supply for urban and suburban southern California.

The Colorado River Basin Tribes Partnership (a.k.a. Ten Tribes Partnership) and the Bureau of Reclamation (Reclamation) initially undertook the Colorado River Basin Tribal Water Study to augment the data produced for the Colorado River Basin Supply and Demand Study of 2012. With five tribes in the Upper Basin and five tribes in the Lower Basin, and between us, holding rights to more than 2.8 million acre-feet per year of water from the Colorado River and its tributaries, the Ten Tribes Partnership was uniquely positioned to explore these issues. However, in so doing, we learned that the effort would also serve to facilitate a broader and, we hope, a better understanding of the role tribal water plays, and will play, in the Colorado River Basin over the coming decades. In addition to producing technical information, the Tribes had other goals. First, we wanted to better understand how, at present, each of our individual water use scenarios fits into the overall scheme of Colorado River Basin management. Second, we wanted to know how future development of tribal water resources will alter Basin operations and affect other water users who are now using water to which a tribe may hold legal title, but which the title-holding tribe has not yet developed for its own use. Finally, we wanted to assess – to the extent present information allows – the role future development of tribal water rights will have on Basin operations. Along the way, we encountered data gaps, modeling limitations, and uncertainties, but nonetheless, with the support of Reclamation, we managed to address those issues sufficiently that we now provide this Report. If there is a ‘take-away’ that was surprising, it is that, even under the most favorable of circumstances for rapid tribal water development, the amount of water that will be used by the Tribes is dramatically overshadowed by the effect of climatic conditions on the overall supply of water in the Basin. Nature is still in charge. Challenges remain, but opportunities are in the offing. We hope this Report informs, resolves some uncertainty about how tribes perceive the future for their water uses, and establishes a baseline for discussions and development of relationships among tribes, states, the federal government, water managers, and water users throughout the Basin.

The Colorado River Basin Water Supply and Demand Study (Study), initiated in January 2010, was conducted by the Bureau of Reclamation’s (Reclamation) Upper Colorado and Lower Colorado regions, and agencies representing the seven Colorado River Basin States1 (Basin States) in collaboration with stakeholders throughout the Colorado River Basin (Basin). As defined in the Plan of Study, the purpose of the Study is to define current and future imbalances in water supply and demand in the Basin and the adjacent areas of the Basin States that receive Colorado River water over the next 50 years (through 2060), and to develop and analyze adaptation and mitigation strategies to resolve those imbalances. The Study does not result in a decision as to how future imbalances will or should be addressed. Rather, the Study provides a common technical foundation that frames the range of potential imbalances that may be faced in the future and the range of solutions that may be considered to resolve those imbalances.

The primary goal of the Colorado River Hydrologic Region (Colorado River region) groundwater update is to expand information about region-specific groundwater conditions for California Water Plan Update 2013, and to guide more informed groundwater management actions and policies. A second goal is to steadily improve the quality of groundwater information in future California Water Plan (CWP) updates to a level that will enable regional water management groups (RWMGs) to accurately evaluate their groundwater resources and implement management strategies that can meet local and regional water resource objectives within the context of broader statewide objectives. The final goal is to identify data gaps and groundwater management challenges meant to serve as a guidepost for prioritizing future data collection and funding opportunities relevant to the region. This regional groundwater update is not intended to provide a comprehensive and detailed examination of local groundwater conditions, or be a substitute for local studies and analysis. Where information is readily available, the update does report some aspects of the regional groundwater conditions in greater detail.
