Climate change is expected to warm, deoxygenate, and acidify ocean waters. Global climate models (GCMs) predict future conditions at large spatial scales, and these predictions are then often used to parameterize laboratory experiments designed to assess biological and ecological responses to future change. However, nearshore ecosystems are affected by a range of physical processes such as tides, local winds, and surface and internal waves, causing local variability in conditions that often exceeds global climate models. Predictions of future climatic conditions at local scales, the most relevant to ecological responses, are largely lacking. To fill this critical gap, we developed a 2D implementation of the Regional Ocean Modeling System (ROMS) to downscale global climate predictions across all Representative Concentration Pathway (RCP) scenarios to smaller spatial scales, in this case the scale of a temperate reef in the northeastern Pacific. To assess the potential biological impacts of local climate variability, we then used the results from different climate scenarios to estimate how climate change may affect the survival, growth, and fertilization of a representative marine benthic invertebrate, the red abalone Haliotis rufescens, to a highly varying multi-stressor environment. We found that high frequency variability in temperature, dissolved oxygen (DO), and pH increases as pCO2 increases in the atmosphere. Extreme temperature and pH conditions are generally not expected until RCP 4.5 or greater, while frequent exposure to low DO is already occurring. In the nearshore environment simulation, strong RCP scenarios can affect red abalone growth as well as reduce fertilization during extreme conditions when compared to global scale simulations.

Urbanization decreases the natural storage of a watershed, which changes the timing characteristics of the runoff. Stormwater management (SWM) basins are an attempt to put the storage lost through development back into the runoff process. While SWM basins provide the proper volume of storage, they fail to return the timing characteristics to those that existed prior to development. The changes in storage and timing characteristics may have adverse effects on flow rates and bedload transport in downstream channel reaches. A study of a 2.12-sq mile watershed in Montgomery County, Md., showed that a SWM basin increased both peak flows and bedload transport rates in the channel downstream from the facility. This results from both the change in timing characteristics and the increased duration of bankfull flow. These results indicate that SWM policies must require evaluation of SWM plans on a regional basis and not just using on-site control criteria. Also, methods that can evaluate storage and timing changes must be used in the design of SWM facilities.

The California Department of Water Resources (Department), as the lead agency under the California Environmental Quality Act (CEQA), prepared the environmental impact report (EIR) for the Monterey Amendment to the State Water Project Contracts (Including Kern Water Bank Transfer) and Associated Actions as Part of a Settlement Agreement (Monterey Plus) (Monterey Plus EIR). The Department certified the Monterey Plus EIR on February 1, 2010. Several parties challenged the adequacy of the Monterey Plus EIR under CEQA. In 2014, the Monterey Plus EIR was found by the Sacramento County Superior Court (Court) to comply with CEQA in all aspects except with respect to the development, use, and operation of the Kern Water Bank (KWB). The Court specified that the Department is to correct the deficiencies and recertify the EIR without reopening the non-defective portions of the EIR. Upon recertification, only those portions of the Revised EIR (REIR) that are new or changed shall be subject to challenge under CEQA by petitioners or other interested parties. For these reasons, the Department has developed this three-volume Monterey Plus Draft Revised EIR. Document A1 presents all the changes to the Monterey Plus EIR made as a result of the Department’s reanalysis of the Kern Fan Element (KFE) property transfer and new analysis of the KWB development and continued use and operation.  Since DWR decertified the Monterey Plus EIR, pursuant to the Court’s order, the Revised EIR also includes, without modification, the 2007 Draft EIR (Document B, including Volumes I and II) and the 2010 Final EIR (Document C, including Volumes I and II). Together, the three documents constitute the Monterey Plus Draft Revised EIR (Figure P-1). The Draft Revised EIR focuses on the development and continued use and operations of the KWB near Bakersfield. Potentially significant impacts before mitigation were related to groundwater levels and quality, Kern River water quality, the Cross Valley Canal, terrestrial biological resources, erosion, hazardous materials, waterborne disease, cultural and paleontological resources, greenhouse gas emissions, and cumulative impacts.  Potentially significant and unavoidable impacts were related to cumulative growth-related impacts. The Draft Revised EIR identifies hazardous sites on or near KWB Lands that have been remediated.

The Borrego Valley Groundwater Sustainability Agency (GSA, Agency), which comprises the Borrego Water District (BWD) and the County of San Diego (County), developed a Groundwater Sustainability Plan (GSP, Plan) to provide a structure to enable local government, groundwater users and the local community to work together to achieve sustainable use of groundwater resources in the Borrego Springs Groundwater Subbasin (Subbasin) (California Department of Water Resources (DWR) Basin No. 7.024.01) of the Borrego Valley Groundwater Basin. The GSP was subsequently repurposed as a Groundwater Management Plan (GMP), an integral part of a Physical Solution in a groundwater rights adjudication consistent with the requirements of the Sustainable Groundwater Management Act (SGMA). The purpose of this GMP is to refine and expedite implementation of the Physical Solution and to avoid litigation over the GSP and its associated Project and Management Actions (PMAs). The GSP and this resulting GMP was developed through a process of stakeholder negotiation among major water users, landowners and government agencies. Specifically, this GMP is adopted as part of the Physical Solution by means of a Judgment. The Judgment was agreed to by Stipulating Parties accounting for more than 75% of groundwater production and more than 50% of non-minimal producer well owners as an alternative to the GSA/GSP process for the Borrego Springs Subbasin under SGMA (California Water Code Sections 10733.6 and 10737.4). This GMP includes and is to be interpreted and implemented consistent with and subject to the provisions of the Judgment. The proposed Demonstration Project is a 5-year experiment to validate a new delta smelt behavioral model and study the effects of modifying flows in the Sacramento-San Joaquin Delta (Delta) to protect delta smelt and other sensitive aquatic species from entrainment in Central Valley Project (CVP) and State Water Project (SWP) export pumps. Research suggests that the pre-spawning migration of adult delta smelt is tied to sediment/suspended particles in the water (turbidity). Temporary gates would be placed across Old River and Connection Slough in the central Delta and operated from December to March to keep turbid water away from the CVP and SWP export pumps, thus keeping adult delta smelt away from the pumps, and in March and June to prevent larvae and juvenile delta smelt from being entrained by the export pumps.

Delta Estuary (Bay–Delta Plan), as amended through 2006, the State Water Resources Control Board (State Water Board) set salinity objectives for the interior southern Delta. In Water Right Decision 1641 (D-1641), as part of the implementation of the 1995 Bay–Delta Plan, the California Department of Water Resources (DWR) and U.S. Bureau of Reclamation (Reclamation) were assigned partial responsibility for meeting these objectives, including maintaining Specific Conductance (EC) levels at three monitoring stations (Interagency Stations No. C-6, C-8, and P-12) in the interior southern Delta waterways (Figure 3-1)1. In 2018, the State Water Board adopted amendments to the Bay–Delta Plan. Per the 2018 Bay-Delta Plan amendments, DWR and Reclamation are working to develop a Monitoring Special Study (MSS). This document serves as the study plan for the MSS and identifies three goals, consistent with section B(1)(iv) of the 2018 Bay–Delta Plan. Since early 2021, using best-science practices, DWR and Reclamation have been soliciting input from participating agencies and working with State Water Board staff to design technical studies to accomplish the following goals. 1) Characterize the spatial and temporal distribution and associated dynamics of water level, flow, and salinity conditions in the southern Delta waterways. 2) Identify the extent of low- or null-flow conditions and any associated concentration of local salt discharges. 3) Inform the development of a Long-Term Monitoring and Reporting Plan that will: a. Assess attainment of the salinity objective in the interior southern Delta; and b. Include long-term monitoring and reporting protocols, including specific compliance monitoring locations in, or monitoring protocols for, the three river segments that comprise the interior southern Delta salinity compliance locations.

Agricultural drainage problems in California’s San Joaquin Valley have been a threat to the environment and to agriculture for at least the last forty years. Though some improvements have been made, inaction - not progress - has been the most characteristic result of efforts to deal with the problem. A recent federal appeals court ruling has focused the debate by establishing that there is no legal mandate to build the San Luis Drain and granting the federal government discretion to propose the best means of providing drainage service. This Briefing Book explores opportunities to break the decades-old political logjam and proposes a strategy for making long-needed progress on the agricultural drainage problem in the San Joaquin Valley.

Mountain snowpack stores a significant quantity of water in the western US, accumulating during the wet season and melting during the dry summers and supplying much of the water used for irrigated agriculture, and municipal and industrial uses. Updating our earlier work published in 2005, we find that with 14 additional years of data, over 90% of snow monitoring sites with long records across the western US now show declines, of which 33% are significant (vs. 5% expected by chance) and 2% are significant and positive (vs. 5% expected by chance). Declining trends are observed across all months, states, and climates, but are largest in spring, in the Pacific states, and in locations with mild winter climate. We corroborate and extend these observations using a gridded hydrology model, which also allows a robust estimate of total western snowpack and its decline. We find a large increase in the fraction of locations that posted decreasing trends, and averaged across the western US, the decline in average April 1 snow water equivalent since mid-century is roughly 15–30% or 25–50 km3, comparable in volume to the West’s largest man-made reservoir, Lake Mead.

There is increasing recognition of the importanceof groundwater to the survival and function of terrestrial ecosystems (e.g., Ribeiro et al. 2013), which has grown from understanding of the intimate connections between groundwater and surface water (Winter et al.1998). In this context, management strategies that can protect groundwater-dependent ecosystems (GDEs) such as springs and groundwater-fed streams are of critical importance. One strategy being adopted in some casesis the use of “drawdown triggers.” This involves specifying an amount of acceptable drawdown relative to baseline at a particular monitoring point, which if exceeded, triggers a management response. This technical commentary examines this strategy, highlighting potential pit-falls. There are important aspects of the response of groundwater and connected springs and streams which may be overlooked if drawdown triggers are adopted as the primary strategy for GDE protection. A case study of a recently approved mining project is discussed and some additional and/or alternative approaches proposed.
