When it was created by Governor Schwarzenegger’s Executive Order S-17-06 in 2006, the charge of the Delta Vision Blue Ribbon Task Force (Task Force) was nothing less than to create a vision to repair the ecological damage to the Sacramento-San Joaquin River Delta (Delta), and then prepare a strategic plan which would sustain the Delta in future decades while ensuring a reliable water supply for the two-thirds of California’s population who depend in whole or in part on water from the Delta.

The Delta Working Landscapes Program (Program) is a group of projects which demonstrate how farmers can integrate habitat restoration into farming practices. The objectives of the Program are to improve the environmental quality of existing landscapes in the Delta; coordinate programs with local farmers; understand the social, economic, environmental and governmental policy hurdles and/or incentives to perform conservation practices; and communicate to farmers the advantages of implementing wildlife friendly agricultural practices. The Delta Protection Commission was awarded a three year grant to construct the program through the California Bay-Delta Program in 2005. Program partners included California Department of Fish and Wildlife Ecosystem Restoration Program, Hart Restoration (Hart) and Ducks Unlimited (DU). Hart established vegetative buffers along irrigation ditch banks and hedgerow grass plantings. These plantings were designed to provide habitat for wildlife, improve water quality by reducing runoff of pesticides and sediment, enhance levee stability, and retard levee erosion. DU coordinated restoration enhancement projects which included creating seasonal and permanent wetlands on marginal farmlands. These projects provide waterfowl brooding habitat, a food source, and additional habitat sites which promote healthier waterfowl flocks. These projects total 312 acres of seasonal and permanent wetlands and 6.5 miles enhanced levees and waterways. Project areas established native plant life, have been repopulated by wildlife, and filter agricultural drainage which improves water quality and enhances levee stability. Multiple species of waterfowl are using the restoration habitat for brooding and feeding as well as staying later into the season. No easements, MOUs, fee purchases, or eminent domain were used. Challenges to Working Landscapes projects include prior long term use of pesticides and herbicides which have created a hostile environment for native plants and wildlife. Additionally, some cultural practices are not conducive to habitat creation such as practices which rely on herbicides instead of tillage. Furthermore, economic costs are affiliated with physical land alterations, and in some cases permit requirements are cumbersome. Despite these challenges, successful public/private partnerships are possible. Working Landscapes projects can be expanded through better communication between policy and regulatory agencies and publicizing successful projects.

The U.S. Department of the Interior, Bureau of Reclamation (Reclamation) is evaluating the feasibility of using recirculation strategies to improve water quality and flow in the lower San Joaquin River (SJR). Specifically, Reclamation is evaluating the feasibility of the Delta-Mendota Canal (DMC) Recirculation Project (Project) in which water from the Sacramento–San Joaquin River Delta (Delta) would be recirculated through the Central Valley Project (CVP) pumping and conveyance facilities to the SJR upstream from Vernalis. The DMC, which is part of the CVP, would be the primary conveyance facility utilized. The DMC is 120-mile canal that begins at the C.W. “Bill” Jones Pumping Plant (Jones) and ends at Mendota Pool, near the town of Mendota. Jones pumps water from the Delta into the canal. Water would be released from the canal into either Newman Wasteway or Westley Wasteway and would flow back into SJR near its confluence with the Merced River (Newman Wasteway) or with the Tuolumne River (Westley Wasteway). The water would re-enter the Delta near the town of Vernalis. In 2004, Reclamation initiated the DMC Recirculation Project Feasibility Study (Study). The Study is authorized by the CALFED (California Federal Bay-Delta Program) Bay-Delta Authorization Act of 2004 (118 Stat. §§ 1681-1702.; Public Law 108-361) and a similar study is required by the State Water Resources Control Board (SWRCB) as part of Water Right Decision 1641 (D-1641). The purposes of the PFR are (1) to provide information on the existing and potential resources that may be affected by the Project and (2) to present the results of the evaluation of the alternative plans that were carried forward from the 2008 Initial Alternatives Information Report (IAIR). The alternative plans are compared and ranked and the next steps in the study are presented.

The Delta-Mendota Subbasin (subbasin) is located in the western portion of the San Joaquin Valley, in portions of Fresno, Madera, Merced, San Joaquin, San Benito, and Stanislaus counties, and contains the cities of Dos Palos, Firebaugh, Gustine, Los Banos, Mendota, Newman, and Patterson. It is critically overdrafted and managed by 7 GSA Groups, comprised of 23 GSAs, which include: the Aliso Water District GSA Group, the Farmers Water District GSA Group, the Fresno County Management Areas A and B GSA Group, the Grassland GSA Group, the Northern Delta-Mendota GSA Group, the Central Delta-Mendota GSA Group, and the San Joaquin River Exchange Contractors GSA Group. During most years, agriculture accounts for more than 85% of groundwater use in the subbasin (Water Year 2019–Water Year 2024 Annual Reports). The state intervention process for the Delta-Mendota Subbasin was initiated in March 2023 when DWR determined the subbasin’s six 2022 GSPs were inadequate.  The GSAs released a single revised draft GSP in May 2024, which they adopted with slight revisions in July 2024 (2024 GSP). State Water Board staff evaluated the 2024 GSP to determine if identified deficiencies were resolved. The GSAs made significant progress. State Water Board staff concludes the GSAs amended the GSP such that a probationary designation of the Delta-Mendota Subbasin is unnecessary and recommends the Board return the subbasin to DWR’s jurisdiction for continued evaluation of local management under SGMA.

Arsenic (As) is a contaminant of top public health concern, due to its range of detrimental health effects. Arsenic exposure has not been well-characterized among the US Hispanic populations and has been particularly understudied in this population during pregnancy. As part of the MADRES ongoing pregnancy cohort of predominantly lower-income, Hispanic women in Los Angeles, CA, we examined levels of maternal first trimester urinary As, including total As and As metabolites (inorganic (iAs), monomethylated (MMA) and dimethylated As (DMA)), in relation to participant demographics, lifestyle characteristics, and rice/seafood consumption, to identify factors that may influence As exposure and its metabolites during pregnancy (N = 241). Total As concentrations ranged from low to high (0.8–506.2 μg/L, mean: 9.0 μg/L, SD: 32.9) in our study population. Foreign-born Hispanic women had 8.6% higher %DMA (95% CI: 3.3%, 13.9%) and −7.7% lower %iAs (95% CI: −12.6%, −2.9%) than non-Hispanic women. A similar trend was observed for US-born Hispanic women. In addition, maternal age was associated with 0.4% higher %iAs (95% CI: 0.1%, 0.6%) and 0.4% lower %DMA (95% CI: −0.7%, −0.1%) per year, which may indicate poor As methylation capacity. Individual factors may predict As exposure and metabolism in pregnancy, and in turn, greater risk of adverse health effects.

This summary memorandum presents technical recommendations to the 401 Certification and Waste Discharge Program (401 Program) of the State Water Resources Control Board (State Board) for a coherent, scientifically sound, repeatable, watershed approach to wetland restoration site evaluation, compliance monitoring and assessment, and Tracking. The recommendations are drawn from the previous four memoranda produced for the Pilot Demonstration Project (Project) that address the following subjects: project work plan and information flow diagram; scientific literature review; landscape scenario planning (to map and prioritize restoration opportunities); and a framework for a watershed-approach to evaluate and report the capacity of a wetland restoration site to protect wetland beneficial uses. This Project focused on a sub-watershed of the Santa Rosa Plain, in Sonoma County, California. The area was chosen for the Project for three reasons: (1) it is integral to an existing nutrient TMDL and therefore is supported relatively well with hydrological and nutrient data; (2) the historical and existing wetlands and streams of the area were mapped recently in sufficient detail to inform landscape planning; and (3) implementation of the TMDL will involve wetland restoration to reduce downstream nutrient loads, and therefore the Project may help implement the TMDL. The primary overall purpose of this Project was to explore how numerical simulation and statistical modeling could be combined with existing wetland assessment and reporting tools to create a coherent, watershed-based approach to wetland beneficial use protection. Any relevance to the existing nutrient TMDL for the demonstration area is an intentional, but secondary benefit of this Project.
