The primary goal of the North Coast Hydrologic Region (North Coast region) groundwater update is to expand information about region-specific groundwater conditions for California Water Plan Update 2013, and to guide more informed groundwater management actions and policies. A second goal is to steadily improve the quality of groundwater information in future California Water Plan (CWP) updates to a level that will enable regional water management groups (RWMGs) to accurately evaluate their groundwater resources and implement management strategies that can meet local and regional water resource objectives in the context of broader statewide objectives. The final goal is to identify data gaps and groundwater management challenges that will guide prioritizing of future data collection and funding opportunities relevant to the region. This regional groundwater update is not intended to provide a comprehensive and detailed examination of local groundwater conditions, or be a substitute for local studies and analysis. Nonetheless, where information is readily available, this update does report some aspects of the regional groundwater conditions in greater detail.

The North Coast Region receives more precipitation than any other part of California. Abundant in surface water and groundwater resources, the North Coast Region constitutes only about 12 percent of the area of California but produces about 40 percent of the annual runoff. Encompassing some 19,390 square miles, including 340 miles of coastline and remote wilderness, urban and agricultural areas, the North Coast Region is divided into two natural drainage basins—the Klamath River Basin and the North Coastal Basin.

The 770-square-mile Smith River Basin and Plain in the northwestern corner of California has adequate water supplies overall, but a problem exists in distributing the water to the areas of use. The present water needs are now met, and can probably continue to be met, from groundwater pumping and direct diversion of unregulated streamflow. The Bertsch Tract and surrounding area near Crescent City has experienced serious groundwater problems such as low well yields, high iron content, bad taste, and sewage contamination. Existing and proposed subdivision development around Lakes Earl and Talawa could eventually pose a water quality threat to the lakes and ground water if individual septic systems are used for sewage disposal. The Smith River Basin, including Lakes Earl and Talawa, is subject to periodic flooding which does considerable damage to roads, bridges, and agricultural land. Urban encroachment onto floodplain lands would increase the damages of these floods tremendously. A large part of the study area's projected water demand will come from areas near Crescent City that could be served by the Crescent City system. The Department of Water Resources recommends that Del Norte County encourage the extension of Crescent City water service to such areas, including the Bertsch Tract. The Department further recommends that the water in Lakes Earl and Talawa be tested periodically to determine if pollution from septic systems is reaching the lakes, that a floodplain management program be developed for the Smith River, that adequate water well construction and sealing standards be adopted and enforced, and that all levels of government make a concerted effort to preserve the outstanding natural beauty and aesthetic character of the Smith River Basin.

Water management issues surrounding the Sacramento-San Joaquin Delta continue to challenge water resource planners in California. Many agree there are problems and urge that they be corrected, but a consensus on how best to solve them has not yet been reached. Problems include frequent flooding due to unstable levees and constricted channels, flow patterns that are unfavorable for fish and water quality, and water level and circulation patterns that hinder irrigation. During the last several years, various water resources problems have been corrected through application of the public environmental documentation and regulatory permit process. This process has also shown the importance of Federal permit regulations in governing projects in the Delta estuary. To facilitate planning, the estuary has been divided into three study areas for evaluation of problems and needs unique to each area -- North, South, and West. This report discusses concepts for a North Delta Water Management Program. The long-term planning and environmental documentation process will includeother reports and will take about three years to complete. Planning flexibility afforded by the environmental documentation and regulatory permit process is expected to allow many of the concerns surrounding Delta water management to be resolved.

The California Department of Water Resources and the U.S. Bureau of Reclamation, working in cooperation with other federal, state, and local agencies, are studying the potential feasibility of alternative plans to build an offstream surface storage north of the Sacramento-San Joaquin Delta as part of the North-of-the-Delta Offstream Storage (NODOS) Investigation. NODOS would provide a robust set of benefits, including water supply reliability for municipal and industrial uses, agriculture, and wildlife refuges; ecosystem enhancement actions to improve fish survival in major northern California rivers and the Sacramento-San Joaquin Delta (Delta); water quality improvements for Delta water users and estuarine species; flexible hydropower generation to support renewable energy sources such as wind and solar; recreation opportunities at the new reservoir and improved recreation at existing reservoirs; and local flood damage reduction below the new reservoir. Total water supply benefits of NODOS would be up to 500 thousand acre-feet (TAF) per year on average and over 600 TAF per year during dry and critical years. The mix of NODOS benefits would also support improved flexibility and long-term viability of the Central Valley Project (CVP) and State Water Project (SWP). As the current drought is showing, flexibility of these projects is impaired during multiple dry years or droughts. In addition to providing the benefits described above, NODOS would improve CVP and SWP flexibility by increasing water in storage, including during drought conditions. Average annual improved storage would be up to 1.4 million acre-feet (MAF); annual drought period storage would be improved by up to 1.1 MAF. The potential environmental effects of constructing and operating NODOS are evaluated and potential mitigation measures are described in the NODOS Preliminary Administrative Draft Environmental Impact Report.  The preliminary benefits and costs are presented in the NODOS Preliminary Design and Cost Estimate Report.

The North San Benito Groundwater Basin (Basin) is the plan area for this Groundwater Sustainability Plan (GSP), developed consistent with the Sustainable Groundwater Management Act (SGMA). This basin was formed in 2019 by consolidating the Bolsa, Hollister, and San Juan Bautista Subbasins of the Gilroy-Hollister Basin and the Tres Pinos Valley Basin. Including about 200 square miles, the Basin is predominantly in San Benito County with small areas in Santa Clara County. The Basin shares a boundary along the Pajaro River with the Llagas Subbasin in Santa Clara County. This GSP applies best available information to describe the plan area, groundwater resources, and associated surface water resources. Analysis of the groundwater basin condition, made with reference to sustainability indicators defined in SGMA, indicates that the North San Benito Basin has been managed sustainably, given availability of imported Central Valley Project (CVP) water. Projections have been made into the future (simulated with the numerical groundwater flow model) of existing conditions, climate change, and reasonably anticipated growth. These projections indicate that the Basin can continue to be sustainable, assuming reasonable availability of CVP water, with implementation of projects and management actions to avoid undesirable results. These projects and management actions do not include any long-term planned reductions in groundwater pumping.
