To track continuing exposures to PFASs and assess the impact of the 2002 phase-out of production of PFOS and related chemicals in the US, nine perfluoroalkyl carboxylic acids (PFCAs; C4-C12), three perfluoroalkyl sulfonic acids (PFSAs; C4, C6, C8) and perfluorooctane sulfonamide (PFOSA, a PFOS precursor) were measured in SF Bay cormorant eggs in 2012 and harbor seal serum sampled between 2009 and 2014. PFOS remained the dominant perfluoroalkyl acid (PFAA) in both cormorant eggs (36.1–466 ng/g) and seals (12.6–796 ng/g) from 2012 and 2014, respectively. Concentrations in seal and bird eggs from the South Bay have declined approximately 70% in both matrices. To elucidate potential pathways of exposure, prey fish, sediments and wastewater effluent were analyzed for PFASs, and in the case of sediment and effluent, a suite of PFAA precursors. PFOS was the dominant PFAA in prey fish and sediment. In effluent, different mixtures of PFAAs were measured, with PFOS, PFHxA, and PFOA detected in the highest concentrations. Polyfluoroalkyl phosphate diesters (PFCA-precursors) were observed at concentrations over an order of magnitude higher than PFCAs in sediment, highlighting their importance as a potential, on-going source of PFCAs to SF Bay wildlife. These findings suggest that the PFOS phase-out has resulted in reduced burdens to wildlife in SF Bay, but that exposure to diverse and incompletely characterized PFASs continues.

This paper considers how farmers perceive and respond to climate change policy risks, and suggests that understanding these risk responses is as important as understanding responses to biophysical climate change impacts. Based on a survey of 162 farmers in California, we test three hypotheses regarding climate policy risk: (1) that perceived climate change risks will have a direct impact on farmer's responses to climate policy risks, (2) that previous climate change experiences will influence farmer's climate change perceptions and climate policy risk responses, and (3) that past experiences with environmental policies will more strongly affect a farmer's climate change beliefs, risks, and climate policy risk responses. Using a structural equation model we find support for all three hypotheses and furthermore show that farmers’ negative past policy experiences do not make them less likely to respond to climate policy risks through participation in a government incentive program. We discuss how future research and climate policies can be structured to garner greater agricultural participation. This work highlights that understanding climate policy risk responses and other social, economic and policy perspectives is a vital component of understanding climate change beliefs, risks and behaviors and should be more thoroughly considered in future work.

The near-term progression of ocean acidification (OA) is projected to bring about sharp changes in the chemistry of coastal upwelling ecosystems. The distribution of OA exposure across these early impact systems, however, is highly uncertain and limits our understanding of whether and how spatial management actions can be deployed to ameliorate future impacts. Through a novel coastal OA observing network, we have uncovered a remarkably persistent spatial mosaic in the penetration of acidified waters into ecologically-important nearshore habitats across 1,000 km of the California Current Large Marine Ecosystem. In the most severe exposure hotspots, suboptimal conditions for calcifying organisms encompassed up to 56% of the summer season, and were accompanied by some of the lowest and most variable pH environments known for the surface ocean. Persistent refuge areas were also found, highlighting new opportunities for local adaptation to address the global challenge of OA in productive coastal systems.

California's water managers face a climate that changes and is changing as a result of both natural and anthropogenic influences. In some settings and for some variables, California’s natural climate variability still dominates anthropogenic influences and will continue to do so for the foreseeable future. In other cases, anthropogenic influences are already evident in important aspects of California's climate. Much research is still required to unravel this tangled web of atmospheric interactions. In any case, California water planning under a changing climate needs to recognize that the causes of variations and changes include both anthropogenic and natural drivers. This technical information record summarizes the scientific and technical guidance and perspectives of the California Department of Water Resources’ (DWR’s) Climate Change Technical Advisory Group (CCTAG) on the use of climate models and associated technical tools for water resource planning. DWR values the work of the members of the CCTAG and will consider this advice as it moves forward in developing specific actions. DWR empaneled this CCTAG in February 2012 to advise DWR on the scientific aspects of climate change, its impacts on water resources, the use of planning approaches and analytical tools, and the development of adaptation responses. DWR requested specific assistance with developing: • A set of future climate scenarios and analysis procedures appropriate for DWR planning. • An approach to extreme climate change scenarios to provide “stress tests.” • Interim guidance on modeling extreme weather events that cause flooding (time permitting within the tenure of the CCTAG).

The State of Bay–Delta Science 2008 highlighted seven emerging perspectives on science and management of the Delta. These perspectives had important effects on policy and legislation concerning management of the Delta ecosystem and water exports. From the collection of papers that make up the State of Bay–Delta Science 2016, the authors derive another seven perspectives that augment those published in 2008. The new perspectives address nutrient and contaminant concentrations in Delta waters, the failure of the Delta food web to support native species, the role of multiple stressors in driving species toward extinction, and the emerging importance of extreme events in driving change in the ecosystem and the water supply. Despite these new tools and scientific insights, species conservation objectives for the Delta are not being met. The authors believe that this lack of progress stems in part from the fact that science and policy do not incorporate sufficiently long-term perspectives. Looking forward half a century was central to the Delta Visioning process, but science and policy have not embraced this conceptual breadth. The authors are also concerned that protection and enhancement of the unique cultural, recreational, natural resource, and agricultural values of the Delta as an evolving place, as required by the Delta Reform Act, has received no critical study and analysis. Adopting wider and longer science and policy perspectives immediately encourages recognition of the need for evaluation, analysis, and public discourse on novel conservation approaches. These longer and wider perspectives also encourage more attention to the opportunities provided by heavily invaded ecosystems. It is past time to turn scientific and policy attention to these issues.

Pesticide Concentrations Associated with Augmented Flow Pulses in the Yolo Bypass and Cache Slough Complex, California

Surface-water and suspended-sediment samples were collected and analyzed by the U.S. Geological Survey for multiple current-use pesticides and pesticide degradates approximately every 2 weeks at up to five sites in the Yolo Bypass and Cache Slough Complex before, during, and after augmented flow pulses in summer and fall 2016 and 2018 as well as during ambient flow conditions in summer and fall 2017 (no flow pulse). In 2016, augmented flows occurred during the summer (July) and required the pumping of Sacramento River water by local Reclamation Districts into the Colusa Basin Drain and Yolo Bypass Toe Drain. In contrast, augmented flows in 2018 occurred in the fall (August–September) and used agricultural tailwater (primarily rice field discharge water) to create the flow pulse. Water samples were analyzed by the U.S. Geological Survey for a suite of 175 current-use pesticides and pesticide degradates using gas chromatography with mass spectrometry and liquid chromatography with tandem mass spectrometry laboratory methods. Suspended sediments filtered from the water samples were analyzed for 143 pesticides and degradates by gas chromatography with mass spectrometry. During the study, 53 pesticides were detected, and all the samples contained mixtures of multiple pesticides at concentrations ranging from below method detection limits to 8,780 nanograms per liter. Pesticides used in growing rice were the dominant pesticides present at four of the five sites sampled and urban-use pesticides dominated at the remaining site. Overall, total pesticide concentrations tended to be higher at sites in the northern part of the Yolo Bypass and lower at southern sites, except for the farthest downstream site which received additional pesticide inputs from the Sacramento River. Flow-pulse water source influenced total pesticide concentrations in the Yolo Bypass and Cache Slough Complex, and the highest total pesticide concentrations at each site were detected either immediately before or during the flow pulse generated with agricultural tailwater in 2018. Data gathered during this study will aid the California Department of Water Resources and other agencies working in the region in adaptively managing pulse flows in the Yolo Bypass and Cache Slough Complex, as one of several California Natural Resources Agency’s Delta Smelt Resiliency strategies.

Managed flow pulses in the north Sacramento-San Joaquin Delta are an adaptive management tool used in efforts to enhance food availability in delta smelt (Hypomesus transpacificus) habitat as part of the North Delta Food Subsidies Action. The California Department of Water Resources (DWR) monitors non-managed seasonal and local flow pulses and managed flow pulses from agricultural drainage or main stem Sacramento River water redirected through Yolo By-Pass. Augmented flow pulses are hypothesized to improve net positive flow during summer and fall in Yolo By-Pass and enhance plankton availability in delta smelt habitat in Cache Slough complex. However, flow pulses may also result in unintended negative effects of increased pesticides that are transported through Yolo By-Pass. Here, we evaluate pesticides in surface water and suspended sediment correlated with flow pulses in Yolo By-Pass during the 2019–21 calendar years. Surface-water and suspended-sediment samples were collected by DWR personnel. Water samples were analyzed at the U.S. Geological Survey Organic Chemistry Research Laboratory in Sacramento, California, for a suite of as many as 178 current-use pesticides and pesticide degradates using gas chromatography with mass spectrometry (GC/MS), gas chromatography with tandem mass spectrometry, and liquid chromatography with tandem mass spectrometry. Suspended sediments filtered from water samples were analyzed for a suite of as many as 173 current-use pesticides and pesticide degradates. There were 52 different current-use pesticides and pesticide degradates detected in water samples collected throughout the study. Concentrations ranged from below method detection limits to 4,070 nanograms per liter. Five different compounds in water samples were detected with concentrations above U.S. Environmental Protection Agency aquatic life benchmarks. In suspended-sediment samples collected throughout the study, eight different current-use pesticides and pesticide degradates were detected. Total pesticide concentrations were highest at surface-water sites in the northern end of Yolo By-Pass and decreased farther downstream during the same sampling events. Total pesticide concentrations generally were higher for most surface-water sites immediately before or during the managed flow pulse in 2019 versus after the flow pulse. Finally, mean total pesticide concentrations for each surface-water site generally were higher during all of 2019 than 2021, regardless of sampling period.

An important goal for the applied ecological sciences is to understand the extent to which the biodiversity on conserved or managed lands is exposed to anthropogenic stressors. Among the various categories of conserved lands in the United States, the National Wildlife Refuge System is focused on the protection and management of native wildlife and plant populations. Refuge lands can be associated with wetlands and, especially in California, tend to be near areas of intense human use, including agriculture. The proximity of refuges to cultivated lands results in potential exposure to pesticide drift, which increases the possibility of non-target effects on plants and wildlife. We used a passive sampler approach to quantify aerial pesticide deposition during 28 days in spring of 2023, across five refuges in the Sacramento Valley of California. Pesticides were detected across all refuges and plots within the study area, with 36 individual compounds identified, including insecticides, herbicides, and fungicides, from 176 silicone bands from 49 plots. Distance to agriculture was not an important predictor in our models for most indices of contamination. However, our models revealed that the nearest crop type was an important mediator of the importance of distance to agriculture, as fungicide contamination decreased with distance to agriculture only when orchards were the nearest crop type. The overall lack of distance effects suggests that the interior of refuges in the study area do not necessarily provide more protection from pesticides than refuge edges, although larger refuges could offer more protection. We currently lack information on how the level of contamination found herein is biologically relevant to wildlife, and ongoing monitoring efforts have found productive communities of insects in the study area. The results of this study provide a foundation for future investigations on refuges to analyze impacts of specific pesticide compounds on plants and wildlife.
