This report presents the results of a mineral survey of part of the Jacumba (In-ko-pah) Wilderness Study Area (CDCA-368) that was designated by the Bureau of Land Management as suitable for mineral surveys. In this report, the area studied is referred to as the "wilderness study area", or simply "the study area." The study area encompasses approximately 28,443 acres in southwestern Imperial County, Calif. Field work for this report was carried out between 1983 and 1985. Numerous mines, prospects, and claims are present in the study area, but none are being actively mined or prospected. Three sites inside the study area have identified limestone resources that total about 1.8 million tons. Four areas in the northwestern, northern, and eastern parts of the study area have high potential for undiscovered limestone resources. Two north-trending belts in the western and eastern parts of the study area have low resource potential for tungsten.

Following recent changes in state law and voter-approved initiatives, California’s commercial cultivation of cannabis for recreational and medical use is expected to grow significantly. The State Water Resources Control Board has adopted a state cannabis policy to set up strict environmental standards, and a permitting system to protect local surface water from dewatering, protect water habitat and prevent pollution in the state’s rivers and streams. Left unregulated, cannabis cultivation can pose serious threats to water quality and the environment. Cannabis cultivation impacts include the release of fertilizers, pesticides and other supplements that degrade water quality and threaten wildlife. Excessive water diversions can injure fish or even dewater smaller streams. The physical alteration of the land can harm stream habitat and wildlife by the sediment and debris that is deposited in waterways by unregulated cultivation. Overview: The State Water Board’s “Cannabis Cultivation Policy, Principles and Guidelines for Cannabis Cultivation” (Policy) will be implemented through a water quality permit and a water right. The water quality permit is referred to as a Statewide General Order for Cannabis Cultivation Activities (Cannabis General Order). The water right is referred to as a Cannabis Small Irrigation Use Registration. Tiered Approach: The Cannabis General Order consists of a tiered permit structure based on threat to water quality. Tier 1 Cannabis Cultivators have a disturbed area greater than 2,000 square feet and less than 1 acre (43,560 square feet). Tier 2 Cannabis Cultivators have a disturbed area equal to or greater than 1 acre.

The purpose of this report is to present current information on the nature and extent of mining toxins in the Sierra, the problems they pose to human and environmental health, and recommendations for action to address these problems. This is accomplished by examining the best available science from the perspective of communities in the Gold Country, and directing the results to regional nonprofit organizations and local, state, federal, and tribal governments. The area considered by this Initiative is defined to be consistent with the State of California’s Sierra Nevada Conservancy service boundary. Areas of the Sierra Nevada in the State of Nevada were also considered as a secondary topic. This enabled the Initiative to address both the east and west sides of the Sierra, as well as some parts of the Cascade region, all of which were heavily impacted by historic mining. Though the impact of gold mining is the primary focus of the Initiative, gold prospectors found other commodities, including iron, copper, lead, silver, and tungsten which they then mined and sold. This report considers the impact of these mining activities as a secondary topic and in less detail.

Population growth and increasing water‐use pressures threaten California's freshwater ecosystems and have led many native fishes to the brink of extinction. To guide fish conservation efforts, we provide the first systematic prioritization of river catchments and identify those that disproportionately contribute to fish taxonomic diversity. Using high‐resolution range maps of exceptional quality, we also assess the representation of fish taxa within the state's protected areas and examine the concordance of high‐priority catchments with existing reserves and among distinct taxonomic groups. Although most of the state's native fishes are found within protected areas, only a small proportion of their ranges are represented. Few high‐priority catchments occur within protected areas, suggesting that fish conservation will require active management and targeted river restoration outside of reserves. These results provide the foundation for systematic freshwater conservation planning in California and for prioritizing where limited resources are allocated for fish recovery and protection.

The Pacific Institute for Studies in Development, Environment, and Security is pleased to announce the release of Missing Water: The Uses and Flows of Water in the Colorado River Delta Region. This new study describes the fate of the millions of acre-feet of water diverted from the Colorado River at and below Imperial Dam, and the total inflows to and outflows from the Colorado River delta region more generally. This study uses the classic hydrologic boundaries of the delta region described by Godfrey Sykes in 1937, encompassing some 3,325 square miles (8,611 square kilometers) in the states of Arizona, Baja California, California, and Sonora, including the Imperial, Mexicali, and San Luis valleys, Yuma Project lands, and the lower Coachella Valley. The study period examines the flows and uses of water in the years 1991-1998, divided into Flood and Non-Flood years to reflect the tremendous variability of mainstem Colorado River flows. Missing Water compiles flow data along the mainstem and along diversions within the delta region, the first time such data has been compiled for the region as a whole. The study also report consumptive uses of water in the agricultural and urban sectors, and estimates such use by the environment. Agricultural use is also reported for the major crops in the region, both by acreage and by water use.

This technical memorandum is intended to document the archives consulted during the reconnaissance study, summarize the collected and compiled data, and to identify potential next steps. Mitigating land subsidence in the Coachella Valley, California, USA: An emerging success story

Groundwater has been a major source of agricultural, municipal, and domestic water supply since the early 1920s in the Coachella Valley, California, USA. Land subsidence, resulting from aquifer-system com- paction and groundwater-level declines, has been a concern of the Coachella Valley Water District (CVWD) since the mid-1990s. As a result, the CVWD has implemented several projects to address groundwater overdraft that fall under three categories – groundwater substitution, conservation, and managed aquifer-recharge (MAR). The implementation of three projects in particular – replacing groundwater extraction with surface water from the Colorado River and recycled water (Mid-Valley Pipeline project), reducing water usage by tiered-rate costs, and increasing groundwater recharge at the Thomas E. Levy Groundwater Replenishment Facility – are potentially linked to markedly improved groundwater levels and subsidence conditions, including in some of the historically most overdrafted areas in the southern Coachella Valley. Groundwater-level and subsidence monitoring have tracked the effect these projects have had on the aquifer system. Prior to about 2010, water levels persistently declined, and some had reached historically low levels by 2010. Since about 2010, however, groundwater levels have stabilized or partially recovered, and subsidence has stopped or slowed substantially almost every- where it previously had been observed; uplift was observed in some areas. Furthermore, results of Interferometric Synthetic Aperture Radar analyses for 1995–2017 indicate that as much as about 0.6 m of subsidence occurred; nearly all of which occurred prior to 2010. Continued monitoring of water levels and subsidence is necessary to inform the CVWD about future mitigation measures. The water management strategies implemented by the CVWD can inform managers of other overdrafted and subsidence-prone basins as they seek solutions to reduce overdraft and subsidence.

Raw seawater is used for a variety of purposes, including as source water for desalination plants and to cool coastal power plants. Raw seawater is, however, not just cold and salty but an ecosystem that contains diverse and abundant organisms including the young stages of numerous invertebrates and fishes. Whether impinged (large individuals stuck on screens prior to entering the plant or killed during other plant processes such as heat treatment) or entrained (small individuals carried into the plant with the water) the organisms are killed, essentially eliminating the living production in the water used (review in York and Foster 2005). Considerable research has have been done in California to better estimate losses to this ecosystem by coastal power plant intakes (York and Foster 2005, Steinbeck et al. 2007), and to determine how these losses can be mitigated (Strange et al. 2004).  The information from this research has contributed to State of California policy regulating water used by power plants.  The policy now applies only to power plants but the intent to protect marine organisms is also broadly applicable to desalination plants and other users of large volumes of seawater. The State’s Once-through Cooling Policy (Policy) states that plants must implement measures to mitigate interim impacts occurring after October 1, 2015, and until the plant comes into full compliance through conversion to closed cycle cooling or by using operational controls and/or structural control technology that results in comparable reductions in impingement and entrainment (IM&E).
