The purpose of the One Water LA 2040 Plan (Plan) is to increase sustainable water management for the City of Los Angeles (City). The City launched One Water LA with two primary goals: 1. Develop a vision and implementation strategy to more sustainably and cost-effectively manage water. 2. Identify ways for City departments and regional agencies to integrate their water management strategies. Los Angeles Sanitation (LASAN) and the Los Angeles Department of Water and Power (LADWP) led the Plan's development, partnering with other City departments, regional agencies, academia, the business community, and other stakeholders. The Plan provides a comprehensive strategy for managing water in a more integrated, collaborative, and sustainable way through new project, program, and policy opportunities. The Implementation Strategy provides a roadmap to make the One Water LA Vision a reality. Additional water projects, programs, or policies that are the sole responsibility of one agency, including LADWP's aqueduct or groundwater remediation project, are contained in each agency's appropriate plans. This plan is divided into an Executive Summary and ten sections. Aggregate one‐dimensional compaction (consolidation) of a series of aquitards in a compacting aquifer system has been simulated through use of a finite difference representation of the vertical stress distribution within an idealized aquitard. Among the parameters affecting the simulated compaction are two storage coefficients (compressibility values), one for recoverable and the other for nonrecoverable compression. These two storage coefficients introduce a transient heterogeneity within an aquitard that is generally ignored by hydrologists. A computer program with two sets of constant coefficients calculates the daily deformation due to observed changes in applied stress near Pixley, California. Although water levels fluctuate annually, no long‐term water level decline occurred near Pixley between January 1, 1959, and February 4, 1971. During this period, 3.19 ft (0.972 m) of compaction was observed. The net difference between simulated and observed compaction on February 4, 1971, was 1.3% of the observed value. Maximum deviation occurred in mid‐1964 and equaled 7% of the observed compaction.

The purpose of this Policy is to allow the continued use of OWTS, while protecting water quality and public health. This Policy recognizes that responsible local agencies can provide the most effective means to manage OWTS on a routine basis. Therefore as an important element, it is the intent of this policy to efficiently utilize and improve upon where necessary existing local programs through coordination between the State and local agencies. To accomplish this purpose, this Policy establishes a statewide, risk-based, tiered approach for the regulation and management of OWTS installations and replacements and sets the level of performance and protection expected from OWTS. In particular, the Policy requires actions for water bodies specifically identified as part this Policy where OWTS contribute to water quality degradation that adversely affect beneficial uses. This Policy only authorizes subsurface disposal of domestic strength, and in limited instances high strength, wastewater and establishes minimum requirements for the permitting, monitoring, and operation of OWTS for protecting beneficial uses of waters of the State and preventing or correcting conditions of pollution and nuisance. And finally, this Policy also conditionally waives the requirement for owners of OWTS to apply for and receive Waste Discharge Requirements in order to operate their systems when they meet the conditions set forth in the Policy. Nothing in this Policy supersedes or requires modification of Total Maximum Daily Loads or Basin Plan prohibitions of discharges from OWTS. This Policy also applies to OWTS on federal, state, and Tribal lands to the extent authorized by law or agreement.

Urban stormwater systems traditionally used “grey” infrastructure to manage runoff. Contemporary designs now incorporate “green” infrastructure, which offers additional potential benefits such as urban amenities and health. Understanding how green and grey infrastructure investments are distributed across urban areas is important for new goals of promoting environmental justice in planning. In California, for instance, public investments increasingly require a percentage of funds to be spent in disadvantaged communities. Recent advancements in the availability of high-detail geographic data in cities can support prioritising investments to fulfil these multiple benefits. This paper analyses the distribution of stormwater infrastructure in Los Angeles (LA) County in relation to design criteria, urban structure and sociodemographic information. It demonstrates an approach for identifying projects that simultaneously address engineering needs and promote equity. Statistical analysis of high-detail sewer locations reveals geographic correlations with key local design parameters, urban characteristics and sociodemographic indicators. Watershed areas in LA County were identified that support multi-benefit projects, meeting dual criteria for infrastructure improvements and disadvantaged community status. As stormwater systems are increasingly designed for multi-benefit outcomes, new design frameworks can emphasise both performance and social equity.

We live in times of both declining public agency resources and increasing complexity of environmental and public health problems, like the increasing occurrence, intensity, and duration of harmful algal blooms and precursors to disinfection by-products in drinking water. These and other problems are compounded by population growth, climate extremes, and excess water in some places as well as insufficient water in others. Complex times demand creative and thoughtful approaches to challenges. It is critical that we find innovative solutions that leverage expertise, resources, efficiencies, and authorities to achieve our Nation’s water quality and source water protection goals. As part of a State-U.S. Environmental Protection Agency (EPA) collaboration initiative, a workgroup was formed to identify opportunities to coordinate among clean water and drinking water programs. This workgroup recognizes that many difficult issues cross program boundaries, and thus a coordinated approach has the potential to make greater headway nationally. In developing the product that follows, the workgroup also drew on the experiences of states and EPA practitioners managing these programs. This Toolkit is a result of state and EPA collaboration. It could not have been developed without the time, effort and dedication of those who contributed to it and particularly the expertise of the state and EPA regional participants who are implementing the practices in this report. This initiative and Toolkit invite a more holistic and coordinated planning and funding approach between the clean water and drinking water programs, and with other public and private partners at the federal, state, and local levels, including water and wastewater utilities. The opportunities outlined in this Toolkit do not reflect all possible environmental authorities that may work together to protect drinking water; it is beyond the scope of this document to acknowledge all threats to, and challenges involved in, protecting drinking water. Instead, the suggestions below describe the fundamental steps toward protective actions that may catalyze broader collaboration among a diversity of programs and entities. It is important to note that this Toolkit does not impose legally binding requirements on EPA, states, tribes, or the regulated community, nor does it confer legal rights or impose legal obligations on any member of the public. This Toolkit does not constitute a regulation, nor does it change or substitute for any Clean Water Act or Safe Drinking Water Act1 provision or EPA regulations. Rather, this Toolkit is designed to support discussion, institutional change, and advance water quality goals and the protection of drinking water sources of public water systems (PWSs)2, also known as source water protection.
