With increasing concerns about the impact of warming temperatures on water resources, more attention is being paid the relationship between runoff and precipitation, or runoff efficiency. Temperature is a key influence on Colorado River runoff efficiency, and warming temperatures are projected to reduce runoff efficiency. Here, we investigate the nature of runoff efficiency in the upper Colorado River (UCRB) basin over the past 400 years, with a specific focus on major droughts and pluvials, and to contextualize the instrumental period. We first verify the feasibility of reconstructing runoff efficiency from tree-ring data. The reconstruction is then used to evaluate variability in runoff efficiency over periods of high and low flow, and its correspondence to a reconstruction of late runoff season UCRB temperature variability. Results indicate that runoff efficiency has played a consistent role in modulating the relationship between precipitation and streamflow over past centuries, and that temperature has likely been the key control. While negative runoff efficiency is most common during dry periods, and positive runoff efficiency during wet years, there are some instances of positive runoff efficiency moderating the impact of precipitation deficits on streamflow. Compared to past centuries, the 20th century has experienced twice as many high flow years with negative runoff efficiency, likely due to warm temperatures. These results suggest warming temperatures will continue to impact runoff efficiency in wet or dry years, and that future flows will be less than anticipated from precipitation due to warming temperatures.

Chemical-contaminant mixtures are widely reported in large stream reaches in urban/agriculture-developed watersheds, but mixture compositions and aggregate biological effects are less well understood in corresponding smaller headwaters, which comprise most of stream length, riparian connectivity, and spatial biodiversity. During 2014–2017, the U.S. Geological Survey (USGS) measured 389 unique organic analytes (pharmaceutical, pesticide, organic wastewater indicators) in 305 headwater streams within four contiguous United States (US) regions. Potential aquatic biological effects were evaluated for estimated maximum and median exposure conditions using multiple lines of evidence, including occurrence/concentrations of designed-bioactive pesticides and pharmaceuticals and cumulative risk screening based on vertebrate-centric ToxCast™ exposure-response data and on invertebrate and nonvascular plant aquatic life benchmarks. Mixed-contaminant exposures were ubiquitous and varied, with 78% (304) of analytes detected at least once and cumulative maximum concentrations up to more than 156,000 ng/L. Designed bioactives represented 83% of detected analytes. Contaminant summary metrics correlated strong-positive (rho (ρ): 0.569–0.719) to multiple watershed-development metrics, only weak-positive to point-source discharges (ρ: 0.225–353), and moderate- to strong-negative with multiple instream invertebrate metrics (ρ: −0.373 to −0.652). Risk screening indicated common exposures with high probability of vertebrate-centric molecular effects and of acute toxicity to invertebrates, respectively. The results confirm exposures to broad and diverse contaminant mixtures and provide convincing multiple lines of evidence that chemical contaminants contribute substantially to adverse multi-stressor effects in headwater-stream communities.

The conservation of biological resources relies on the successful management of ecological and physiological research data. The Western Ecological Research Center of the U.S. Geological Survey is working with researchers, land managers, and decision makers from non-government organizations and city, county, state, and federal resource agencies to develop data management methods. Access to the most current and applicable research data available in making sound decisions to conserve species diversity is foundational. We sought to accomplish several goals in developing the data management strategy used in the Multi-Taxa database. Data persistence and availability are primary goals of well-developed databases. By documenting and sharing the structure and definitions of Multi-Taxa database, we hope to further the successful management of these crucial data.

Past severe droughts over North America have led to massive water shortages and increases in wildfire frequency. Triggering sources for multi-year droughts in this region include randomly occurring atmospheric blocking patterns, ocean impacts on atmospheric circulation, and climate’s response to anthropogenic radiative forcings. A combination of these sources translates into a difficulty to predict the onset and length of such droughts on multi-year timescales. Here we present results from a new multi-year dynamical prediction system that exhibits a high degree of skill in forecasting wildfire probabilities and drought for 10–23 and 10–45 months lead time, which extends far beyond the current seasonal prediction activities for southwestern North America. Using a state-of-the-art earth system model along with 3-dimensional ocean data assimilation and by prescribing the external radiative forcings, this system simulates the observed low-frequency variability of precipitation, soil water, and wildfire probabilities in close agreement with observational records and reanalysis data. The underlying source of multi-year predictability can be traced back to variations of the Atlantic/Pacific sea surface temperature gradient, external radiative forcings, and the low-pass filtering characteristics of soils.

This volume, the fourth in the American Geophysical Union's Water Resources Monograph Series, is an exposition of multiobjective water resource planning. The multiobjective approach is, I believe, an approach that will enable water resource planners to improve substantially the social value of the projects that they build or, in the case of management plans, implement. As a not unwelcome side effect the multiobjective approach should provide a more satisfying professional life to planners and engineers. It requires more effort in the early stages of planning than simpler criteria such as the traditional benefit-cost analysis that it replaces, but at the same time, multiobjective analysis frees the planner from the burden of designing projects that are not fully representative of the social, economic, environmental, and other objectives that govern public investment in water resources.

California farmers have made progress in updating and modernizing irrigation practices, but despite past efforts, great untapped potential remains to use water more efficiently. Water efficiency – defined as measures that reduce water use while maintaining the benefits water provides – has been shown to be a cost-effective and flexible tool to adapt to drought as well as to address longstanding water challenges in California. Moreover, today’s investments in efficiency will provide a competitive advantage in the future and ensure the ongoing strength of the agriculture sector in California. Water-efficiency strategies provide important benefits to farmers, ecosystems, and society. Some of the water saved represents new supply that can be dedicated to other uses. But there are also compelling reasons to seek reductions in total water withdrawals, e.g., allowing farmers to maintain and even improve crop yields and quality; protecting water quality; reducing fertilizer, water, and energy costs; and boosting profits. The multiple benefits associated with reducing both consumptive and non-consumptive water uses argues for a comprehensive approach for promoting water-efficiency improvements that allows us to address complex and interrelated water management challenges in California, including water-supply reliability, conflicts among water users, the risks of droughts, worsening water quality, and ecological degradation.
