Our results clearly show that it is possible to establish linkages between the screening level in in vitro assays and higher order endpoints in fish that are influenced by estrogen, such as growth and gonadal sex differentiation (Table 1). As expected, the in vitro responses are the most sensitive endpoints tested and using them as a monitoring tool can provide a margin of safety for aquatic organisms that may be more sensitive to estrogenic chemicals than Menidia. Moreover, the margin of safety provided, represented by the ratio of in vivo to in vitro EC50s ranged from 0.9 to 9 for the potent estrogen E2 to 1.2 for E1 and 2.4 to 3.4 for NP (Table 1). There were no significant effects on growth, but merely trends, by any of the chemicals tested, suggesting that a higher “n” may be required to see appropriate effects on this endpoint. Using more concentrations for in vivo tests can refine these ratios.

Study Region: We created a 270-m coupled model of land-use and groundwater conditions, LUCAS-W[ater], for California’s Central Coast. This groundwater-dependent region is undergoing a dramatic reorganization of groundwater management under California’s 2014 Sustainable Groundwater Management Act (SGMA). Study Focus: Understanding land-use and land-cover change supports long-term sustainable water management. Anthropogenic water demand has depleted groundwater aquifers worldwide, while future water shortages will likely affect land-use change, creating system feedbacks. Our novel participatory approach fused changes in land-use and associated water use from county-scale data to local water agencies’ estimates of total sustainable supply, scaling up local hydro-geologic knowledge from heterogeneous aquifers and diverse management approaches to a regional level. We assessed five stakeholder-driven scenarios with the same historic rates of urban and agricultural land-use change, but different water and land-use management, analyzing how management strategies altered both the spatial pattern of development and subsequent water sustainability from 2001 to 2061. New Hydrological Insights for the Region: Transformative strategies using demand-side interventions that coupled water availability to land use more effectively achieved long-term sustainability than adaptive strategies using supply-side interventions to increase water supplies. Limiting water withdrawals within SGMA regulated basins resulted in leakage of development into unregulated basins, increasing groundwater pumping there. Protecting ecosystems, farmlands, and recharge areas from development reduced leakage into undeveloped basins without negatively affecting water sustainability.

Recent wildfire activity in semi-arid regions like western North America exceeds the range of historical records. High-resolution paleoclimate archives such as stalagmites could illuminate the link between hydroclimate, vegetation change, and fire activity in pre-anthropogenic climate states beyond the timescale of existing tree-ring records. Here we present an analysis of levoglucosan, a combustion-sensitive anhydrosugar, and lignin oxidation products (LOPs) in a stalagmite, reconstructing fire activity and vegetation composition in the California Coast Range across the 8.2 kyr event. Elevated levoglucosan concentrations suggest increased fire activity while altered LOP compositions indicate a shift toward more woody vegetation during the event. These changes are concurrent with increased hydroclimate volatility as shown by carbon and calcium isotope proxies. Together, these records suggest that climate whiplash (oscillations between extreme wetness and aridity) and fire activity in California, both projected to increase with anthropogenic climate change, were tightly coupled during the early Holocene.

Efforts to conserve stream and river biota could benefit from tools that allow managers to evaluate landscape-scale changes in species distributions in response to water management decisions. We present a framework and methods for integrating hydrology, geographic context and metapopulation processes to simulate effects of changes in streamflow on fish occupancy dynamics across a landscape of interconnected stream segments. We illustrate this approach using a 482 km2 catchment in the southeastern US supporting 50 or more stream fish species. A spatially distributed, deterministic and physically based hydrologic model is used to simulate daily streamflow for sub-basins composing the catchment. We use geographic data to characterize stream segments with respect to channel size, confinement, position and connectedness within the stream network. Simulated streamflow dynamics are then applied to model fish metapopulation dynamics in stream segments, using hypothesized effects of streamflow magnitude and variability on population processes, conditioned by channel characteristics. The resulting time series simulate spatially explicit, annual changes in species occurrences or assemblage metrics (e.g. species richness) across the catchment as outcomes of management scenarios. Sensitivity analyses using alternative, plausible links between streamflow components and metapopulation processes, or allowing for alternative modes of fish dispersal, demonstrate large effects of ecological uncertainty on model outcomes and highlight needed research and monitoring. Nonetheless, with uncertainties explicitly acknowledged, dynamic, landscape-scale simulations may prove useful for quantitatively comparing river management alternatives with respect to species conservation.

California’s water system is facing a series of challenges affecting water availability, reliability, and delivery. Reevaluating how groundwater is managed is necessary if it is to achieve its full potential as a reliable source of water. In this report, we present the Legislature with a series of actions that would be phased in over a period of time to address current and emerging groundwater management issues, including bringing science and law together to accurately reflect the physical interconnection of surface water and groundwater.

In 1992 Congress directed the Department of Interior to develop and implement a program that makes “all reasonable efforts” to ensure and sustain on a long-term basis a doubling of the number of naturally produced anadromous fish in Central Valley rivers and streams by 2002. Doubling did not happen by the legislative goal of 2002, or by 2008, nor is it likely to ever occur unless renewed commitments and improvements are made to the CVPIA program. The specific “doubling” mission itself may make little scientific or policy sense, especially within the time frames demanded. Yet it is also far from clear that the agencies have done what is possible and necessary to improve freshwater conditions to help these species weather environmental variability, halt their decline and begin rebuilding in a sustainable way. A number of the most serious impediments to survival and recovery are not being effectively addressed, especially in terms of the overall design and operation of the Central Valley Project system. Underlying this independent review of the CVPIA anadromous fish program, asked for by the federal agencies, is the question why the CVPIA program has not been successful in achieving its mission. In this report, we identify scientific, institutional and programmatic obstacles to the success of the CVPIA, drawing conclusions from the information provided. Based on these conclusions, we make recommendations to Reclamation and the Service on how these obstacles might be overcome.

Lithium in groundwater used for drinking-water supply in the United States

Lithium concentrations in untreated groundwater from 1464 public-supply wells and 1676 domestic-supply wells distributed across 33 principal aquifers in the United States

Lithium concentrations in untreated groundwater from 1464 public-supply wells and 1676 domestic-supply wells distributed across 33 principal aquifers in the United States were evaluated for spatial variations and possible explanatory factors. Concentrations nationwide ranged from <1 to 396 μg/L (median of 8.1) for public supply wells and <1 to 1700 μg/L (median of 6 μg/L) for domestic supply wells. For context, lithium concentrations were compared to a Health Based Screening Level (HBSL, 10 μg/L) and a drinking-water only threshold (60 μg/L). These thresholds were exceeded in 45% and 9% of samples from public-supply wells and in 37% and 6% from domestic-supply wells, respectively. However, exceedances and median concentrations ranged broadly across geographic regions and principal aquifers. Concentrations were highest in arid regions and older groundwater, particularly in unconsolidated clastic aquifers and sandstones, and lowest in carbonate-rock aquifers, consistent with differences in lithium abundance among major lithologies and rock weathering extent. The median concentration for public-supply wells in the unconsolidated clastic High Plains aquifer (central United States) was 24.6 μg/L; 24% of the wells exceeded the drinking-water only threshold and 86% exceeded the HBSL. Other unconsolidated clastic aquifers in the arid West had exceedance rates comparable to the High Plains aquifer, whereas no public supply wells in the Biscayne aquifer (southern Florida) exceeded either threshold, and the highest concentration in that aquifer was 2.6 μg/L. Multiple lines of evidence indicate natural sources for the lithium concentrations; however, anthropogenic sources may be important in the future because of the rapid increase of lithium battery use and subsequent disposal. Geochemical models demonstrate that extensive evaporation, mineral dissolution, cation exchange, and mixing with geothermal waters or brines may account for the observed lithium and associated constituent concentrations, with the latter two processes as major contributing factors.

Lithologic and ground-water data were collected at 85 monitoring sites constructed in the Mojave Water Agency Management area in San Bernardino County, California, as part of a series of cooperative studies between the U.S. Geological Survey and the Mojave Water Agency. The data are being used to evaluate and address water-supply and water-quality issues. This report presents a compilation of the data collected at these sites from 1992 through 1998, including location and design of the monitoring sites, lithologic data, geophysical logs, ground-water-level measurements, and water-quality analyses. One to five small (generally 2-inch) diameter wells were installed at each of the 85 monitoring sites to collect depth-dependent hydrologic data. Lithologic logs were compiled from descriptions of drill cuttings collected at each site and from observations recorded during the drilling of the borehole. Generalized stratigraphic columns were compiled by grouping similar lithologic units. Geophysical logs provide information on the character of the lithologic units and on the presence of ground water and the chemical characteristics of that water. Water-level and water-quality data were collected periodically from the sites during 1992 through 1998.

In California, severe precipitation events (SPEs) are often associated with winter season atmospheric rivers. These SPEs can generate hurricane-scale precipitation, creating a variety of natural hazards such as floods and landslides. For California, the most complete SPE-flood record yet generated is a 9000-year paleoflood reconstruction from the Santa Barbara Basin (Du et al. in Mar Geol 397:29–42, 2018). Finding terrestrial counterparts to compare to the Santa Barbara Basin is a challenge in Southern California where lake basins are rare and the terrestrial spatiotemporal signature of SPE floods remains largely unconstrained. Here, we present five 1–2 m sediment cores from a sag pond along the San Andreas Fault in the southern Carrizo Plain. The most complete record (core CLPC21-4) was selected for a variety of chronological, sedimentological, and biological analyses. Principal Component Analysis on these data reveals two end member sediment unit types: event versus ambient sedimentation. We focus on the two thickest sediment units likely generated by SPEs. These two units (EU 1 and EU 2) are especially distinct within CLPC21-4, characterized by erosive bases, above average sand content, normal grading, low magnetic susceptibility, and low total organic matter. Moreover, they are visually apparent across all five cores within the sag pond and thin from source to sink. Age control for the two units is constrained by AMS 14C dates on discrete organic materials and supported by the identification of Erodium’s first appearance ca. 1750–1765 CE in the Santa Barbara region. Using these age constraints, we infer the maximum limiting age range for Event Unit 1 from 1470 to 1640 CE and Event Unit 2 from 1740 to 1800 CE. Within the limits of dating, site-specific proxy sensitivities, and inherent meteorological heterogeneity, we propose a probable correlation to Santa Barbara Basin flood events at 1525 CE and 1760 CE. Our results suggest that sag ponds may represent a viable and untapped paleoclimatic archive for California. Future work will focus on a latitudinal series of sag ponds to determine the spatiotemporal sequence and correlativity of SPEs in the sediment record.
