What happens at one place in a landscape influences and is influenced by what happens in other places. Consequently, management and restoration that focus on individual places may fail to recognize and incorporate interactions across entire landscapes. The science of landscape ecology, which emphasizes the interplay of landscape structure, function, and change at multiple scales, offers a perspective that can integrate the spatial relationships of ecological processes and the functional interconnections of land and water in the Delta. Although the Delta is one of the most studied estuaries in the world, applications of landscape science have been limited. We describe why it is important to incorporate landscape science into management and restoration, emphasizing how Delta landscapes have changed over the past centuries. The land–water linkages of the past have been broken, waterways have been over-connected, and hard boundaries have replaced the gradual and dynamic transitions among landscape patches. The contemporary landscape also has new, novel assemblages of species and stressors that were not there in the past. This historical perspective indicates how knowledge of past landscape functions can contribute to the restoration and management of contemporary landscapes. We illustrate these points with case studies of inundation dynamics and riparian woodlands, and use a third example to describe a landscape approach to restoration. We propose that science that encompasses the multiple, interacting components of functional landscapes in the Delta will foster resilient and enduring restoration and management outcomes that benefit both people and wildlife. We suggest several ways of moving landscape science to the forefront of management and restoration in the Delta.

Delta science needs to push beyond its tendency to focus on short-term policy mandates and near-term crises. Taking a longer, 50- to 100-year viewpoint has been part of various planning exercises including Delta Vision. That kind of long-range thinking now needs to be more strongly incorporated into the whole Delta science and management endeavor. An appreciation of the changes that are coming, particularly those associated with climate change, needs to inform all our research and planning. In the meantime, despite management actions that in some instances appear heroic, native fish continue to decline in the Delta. The food web has changed dramatically, new stressors are added daily to existing ones, and several native species are virtually extinct. While we must continue to try to shore up the delta smelt, for example, it is time for serious debate about more radical alternatives to habitat restoration, including assisted relocation, assisted evolution, even perhaps cryopreservation (freezing of genetic materials). Agency mandates based on the past should not prevent us from taking actions that prepare us for a very different future. The capacity of the Delta to absorb extremes of all kinds is declining. In the future, water managers will have to adjust to reduced and more variable inflows to the Delta and to less predictable sources of water supply. Sustaining a Delta ecosystem hospitable to native species will be much more difficult. In that case, it may become necessary to refocus on managing for novel plant and animal communities that provide desirable ecosystem services. Delaying action until the next crisis is upon us will greatly increase the risk and costs of failure.

The Delta Plan is a comprehensive, long-term management plan for the Delta. Required by the 2009 Delta Reform Act, it creates new rules and recommendations to further the state’s coequal goals for the Delta: Improve statewide water supply reliability, and protect and restore a vibrant and healthy Delta ecosystem, all in a manner that preserves, protects and enhances the unique agricultural, cultural, and recreational characteristics of the Delta. Now the Council is considering updates to the Delta Plan. For information about the amendment process, please click here. Developed through eights drafts, hundreds of hours of public meetings and thousands of public comments over two years, the Delta Plan is guided by the best available science and is founded on cooperation and coordination among federal, State and local agencies. The Delta Plan is enforceable through regulatory authority in the Delta Reform Act that requires state and local agencies to be consistent with the Delta Plan. The Delta Plan was unanimously adopted by the Delta Stewardship Council on May 16, 2013. Subsequently its 14 regulatory policies were approved by the Office of Administrative Law, a state agency that ensures the regulations are clear, necessary, legally valid, and available to the public. The Delta Plan became effective with legally-enforceable regulations on September 1, 2013.

The population growth of top predators depends largely on environmental conditions suitable for aggregating sufficient and high‐quality prey. We reconstructed numerically the size of a resident population of California sea lions in the Gulf of California during 1978–2019 and its relation with multi‐decadal sea surface temperature anomalies. This is the first multi‐decadal examination of the sea surface temperature of the Gulf of California and of one of its major predators. A three‐decade sustained warming explained the population’s trend accounting for 92% of the variance, including a 65% decline between 1991 and 2019. Long‐term warming conditions started in the late 80s, followed by the population’s decline from 43,834 animals (range 34,080–58,274) in 1991 to only 15,291 (range 11,861–20,316) in 2019. The models suggested a century‐scale optimum sea surface habitat occurring in mildly temperate waters, from 0.18 to 0.39 °C above the 100‐year mean. The mechanistic links of this relation are still untested, but apparent diversification of pelagic fish catches suggests a reduction of high quality prey. We propose this population should be considered vulnerable to any disturbance that could add to the negative effects of the current warm sea surface conditions in the Gulf of California.

Development of regional nutrient criteria is one component of a larger strategy to address water quality problems associated with nutrient over-enrichment and culturally-induced accelerated rates of eutrophication of waterbodies in the U.S. The U.S. Environmental Protection Agency (EPA) and Department of Agriculture have several active program initiatives to address the nutrient overenrichment problem. These programs address point and nonpoint sources of pollution, evaluate public health impacts from animal feeding operations, conduct research and monitoring to provide data and assessment techniques to better characterize the problem, and have offer nutrient management policies to provide practical support to agricultural operations to reduce the export of nutrients from their lands. The purpose of the regional nutrient criteria development process is to provide numeric targets for the various nutrient management programs that are regionally appropriate by reflecting geographic variations of waterbody response to nutrients. The current nutrient criteria development process for California and EPA Region IX (California, Nevada, Arizona, and Hawaii) started with the publication of the National Strategy for the Development of Regional Nutrient Criteria (EPA 1998) in June 1998.

Changing weather patterns, droughts and competing water demands are dramatically altering the landscape and creating conditions conducive to the production of wind-blown dust and dust storms. In California, such factors are leading to the rapid shrinking of the Salton Sea, a 345 mile2 land-locked “sea” situated near the southeastern rural border region known as the Imperial Valley. The region is anticipated to experience a dramatic increase in wind-blown dust and existing studies suggest a significant impact on the health and quality of life for nearby residents of this predominantly low-income, Mexican-American community. The discussion calls attention to the public health dimensions of the Salton Sea crisis. We know little about the possible long-term health effects of exposure to mobilized lakebed sediments or the numerous toxic contaminants that may become respirable on entrained particles. We draw on existing epidemiological literature of other known sources of wind-blown dust, such as desert dust storms, and related health effects to begin to understand the potential public health impact of wind-blown dust exposure. The increased production of wind-blown dust and environmental exposures to such non-combustion related sources of particulate matter are a growing health threat, due in part to drought coupled with increasing pressures on limited water resources. Recent population-based studies have linked dust storms with cardiovascular mortality, asthma hospitalization and decrease in pulmonary function in both adults and children. A growing number of studies provide evidence of the acute health effects of wind-blown dust exposures among children, which with repeated insults have the potential to influence respiratory health over time. The shrinking of the Salton Sea illustrates a public health and environmental justice crisis that requires action and attention to protect the health and well-being of local communities.

The report contained the conclusions of the Board of Engineer officers which was prepared in compliance with an act of Congress, approved October 1st, 1888, which directed that three officers from the Engineer Corps of the United States army be constituted a commission for the purpose of making a thorough examination of the mining debris question in California, and determining whether some plan cannot be devised whereby the present conflict between the mining and farming sections may be adjusted, and the mining industry rehabilitated.
