Californians have benefited from the introduction to this state of various fish, plants and other species necessary for food or other human pursuits; however, there are many other introduced species that can wreak havoc on the state’s environment and economy. Those species that cause harm and spread quickly from their point of introduction are often called “invasive.” For these species, a single individual may produce thousands of seeds, masses of larvae or reproduce from nothing bigger than bits of stems, roots or leaves. Those that live in or near the water – aquatic invasive species – can be easily dispersed to distant water bodies or new ecosystems by currents, tides, river flows, streams, floods and other water flows. This plan proposes management actions for addressing aquatic invasive species (AIS) threats to the State of California. It focuses on the non-native algae, crabs, clams, fish, plants and other species that continue to invade California’s creeks, wetlands, rivers, bays and coastal waters. State surveys indicate that at least 607 species of aquatic invaders can be found in California’s estuarine waters. These invaders cause major impacts: disrupting agriculture, shipping, water delivery, recreational and commercial fishing; undermining levees, docks and environmental restoration activities; impeding navigation and enjoyment of the state’s waterways; and damaging native habitats and the species that depend on them. As the ease of transporting organisms across the Americas and around the globe has increased, so has the rate of AIS introductions. In 2006, the San Luis Field Division of the California Department of Water Resources' Division of Operations and Maintenance (O&M) began to see a reduction in flow capacity through the California Aqueduct (Aqueduct) Pools 20 and 21. Subsidence had lowered portions of the Aqueduct and caused the concrete liner freeboard (the vertical distance between the water surface and the top of the concrete liner) to be reduced from its normal of 3 feet, to less than 1 foot. Subsidence had also decreased the ability to store water in those pools, which is normally done to add operational flexibility and to manage pumping at the Aqueduct’s pumping plants. While subsidence has reduced the amount of freeboard and flow capacity at specific locations, contracted deliveries have not been curtailed through 2016. Additional work, to be addressed in the next phase of the project, will quantify how hydraulic limitations have impacted operations and will estimate future impacts to deliveries, based on forecasted subsidence rates. The purpose of this project is to research and study past and present subsidence reports and data, and to understand and summarize the magnitude, location, and effects on the Aqueduct. This report summarizes the significant information found, and presents the results of the data that were analyzed.

The goal of this study was to quantify the relationship between landscape features and mercury in sport fish. We hypothesized that spatial variation in sport fish mercury would most strongly relate to major point sources associated with mining activity, habitat features (e.g., abundance of wetlands), and watershed-scale patterns in mercury deposition from the atmosphere. Geographic information system (GIS) techniques were used to evaluate the influence of these features on the bioaccumulation of mercury in sport fish. In addition, we attempted to determine the most appropriate spatial scale for analysis of these influences. Fish mercury data were selected from a state-wide historical bioaccumulation database, which also included data collected by the Fish Mercury Project (FMP) in 2005. Based on the geographic distribution of the sampling locations, three species common across the study area were chosen for analysis: largemouth bass, channel catfish, and white catfish. For the time interval examined (1990 – 2005), the mean wet weight concentration for each species at a given location was calculated. By superimposing hydrologic flow paths with watershed delineations, we were able to determine flow direction and pathways from upstream sources to downstream habitats. “Fish watersheds” (watershed areas upstream of fish sampling locations) were created for a subset of locations in the CalFed Ecosystem Restoration Program Geographic Scope. Regions heavily influenced by mining within each watershed were also delineated. We examined landscape features in fish watersheds and within close proximity (circular buffers) of fish locations. Using a GIS database, several statistics were derived for each fish watershed area and buffer, including the percent covered by habitat features (vegetated vs. non-vegetated wetlands, permanent vs. temporary inundation), number of gold and mercury mines, total land area (km2), and total length (km) of all streams and rivers. The work presented in this report is the first attempt the authors are aware of to relate landscape features to fish mercury concentrations using GIS on a large regional scale. Fish mercury concentrations appeared to be influenced by many complex and interacting factors that obscured any obvious correlations with atmospheric deposition, historic mining districts, and wetlands at the watershed scale. Some features seemed to have an influence at the proximal-scale (buffer) analyses, namely vegetated wetland and temporarily inundated aquatic habitat. Though these tentative conclusions were based on small sample sizes, they contradicted the prevailing notion that wetlands generally increase methylmercury accumulation in the food web. The lack of clear relationships in the dataset analyzed is probably due to shortcomings in the available data, rather than a true absence of influence of atmospheric deposition, mining, or wetlands on spatial patterns in mercury bioaccumulation. Future attempts to relate landscape features with mercury in the food web at the watershed scale should focus on watersheds with a stronger linkage between landscape features and mercury in fish and fewer confounding factors. Statewide monitoring of sport fish is currently being planned that should provide a better basis for conducting this type of analysis in the future.

Climate change is already affecting California. Sea levels have risen by as much as seven inches along the California coast over the last century, increasing erosion and pressure on the state’s infrastructure, water supplies, and natural resources. The state has also seen increased average temperatures, more extreme hot days, fewer cold nights, a lengthening of the growing season, shifts in the water cycle with less winter precipitation falling as snow, and both snowmelt and rainwater running off sooner in the year. These climate driven changes affect resources critical to the health and prosperity of California. For example, forest wildland fires are becoming more frequent and intense due to dry seasons that start earlier and end later. The state’s water supply, already stressed under current demands and expected population growth, will shrink under even the most conservative climate change scenario. Almost half a million Californians, many without the means to adjust to expected impacts, will be at risk from sea level rise along bay and coastal areas. California’s infrastructure is already stressed and will face additional burdens from climate risks. And as the Central Valley becomes more urbanized, more people will be at risk from intense heat waves.

Climate change creates critical challenges for California water resources management. The vulnerability of the water sector to climate change stems from a modified hydrology that affects the frequency, magnitude, and duration of extreme events, which, in turn, affect water quantity, quality, and infrastructure. Warmer temperatures drive the snow line higher and reduce snowpack, resulting in less water storage. Intense rainfall events will continue to affect the state, possibly leading to more frequent and/or more extensive flooding. The acceleration of sea level rise will produce higher storm surges during coastal storms. Droughts are likely to become more frequent and persistent during this century. Because California contains multiple climate zones, each region of the state will experience a combination of impacts from climate change unique to that area. While significant uncertainties still remain for local precipitation and temperature changes, projections at the regional and statewide levels are already available. Water supply managers in California have multiple tools and institutional capabilities to limit vulnerability to changing conditions, which can also serve as response mechanisms to a wide range of climate changes. This brochure summarizes the observations, projections, and challenges that climate change poses for water resources management in California, and highlights climate change content developed for the California Water Plan Update 2013.
